Why do some states and state coalitions, acting within the United Nations Framework Convention on Climate Change (UNFCCC), support harder legalization of the global climate regime? In order to explain why, the effects of four causal factors are considered: climate vulnerability, the emission intensity of the national economy, a state’s power position, and socialization into climate norms. To identify the legalization positions of UNFCCC actors, an original content analysis is conducted of all the submission and meeting statements made at the Ad Hoc Working Group on the Durban Platform during the years 2012–2015. Subsequently, a qualitative comparative analysis is carried out to find out which combinations of the causal factors offer a sufficient explanation for the analyzed outcome, leading to the identification of two causal pathways that lead states to endorse harder legalization of the climate regime.  相似文献

Uses of science by environmental justice (EJ) activists reflect struggles to challenge professional scientific expertise, achieve fair outcomes, and effectively participate in decision-making processes. This qualitative research analyses the relationship between citizen science and EJ in a new waste facility siting conflict in urban Los Angeles, namely connections between citizen science and four dimensions of EJ: fair distribution, respect and recognition, participation in decision-making, and community capabilities. Citizen science is one tactic in EJ, yet little research investigates its role in a new facility siting conflict, particularly in relation to multi-faceted EJ goals. The research reveals opportunities for individual empowerment and community capacity building using citizen science, and a small measure of improved respect and recognition for participants who brought their own knowledge, research, and voices to the table. At the same time, the work identifies limitations on citizen science to improve local participatory procedures and decision-making, which also constricted the achievement of outcomes most desired by the EJ group: to prevent approval and construction of the new waste facility. This paper argues that uses of citizen science contributed to partial achievement of EJ goals, while hindered by governance processes that call for public participation yet shield decision-makers from substantive engagement with the volume or content of that participation.  相似文献

In managing invasions and colonizations of non-native species, eradication or control efforts must proceed quickly. There are 2 challenges in taking such quick action. First, managers frequently have to choose among complex and often competing environmental, social, and economic objectives. Second, the effects are highly uncertain. We applied participatory structured decision making (SDM) to develop a response plan for the recent invasion of non-native myrtle rust (Uredo rangelii) in Australia. Structured decision making breaks a complex decision process into 5 steps: identify problems (i.e., decisions to be made), formulate objectives, develop management alternatives, estimate consequences of implementing those alternatives, and select preferred alternatives by evaluating trade-offs among alternatives. To determine the preferred mid- to long-term alternatives to managing the rust, we conducted 2 participatory workshops and 18 interviews with individuals to elicit stakeholders' key concerns and convert them into 5 objectives (minimize management cost, minimize economic cost to industry, minimize effects on natural ecosystems and landscape amenities, and minimize environmental effects associated with use of fungicide) and to identify the 5 management alternatives (full eradication, partial eradication, slow spread, live with it [i.e., major effort invested in mitigation of effects], and do nothing). We also developed decision trees to graphically represent the essence of the decision by displaying the relations between uncertainties and decision points. In the short term or before local expansion of myrtle rust, the do-nothing alternative was not preferred, but an eradication alternative was only recommended if the probability of eradication exceeded about 40%. After the expansion of myrtle rust, the slow-the-spread alternative was preferred regardless of which of the short-term management alternatives was selected at an earlier stage. The participatory SDM approach effectively resulted in informed and transparent response plans that incorporated multiple objectives in decision-making processes under high uncertainty.  相似文献

Canada is vulnerable to a wide range of natural and human-induced disasters. Recent experience with major natural disasters demonstrated that more needs to be done to protect Canadians from the impacts of future disasters. The Government of Canada, through the Department of Public Safety and Emergency Preparedness Canada, has conducted consultations with provinces, territories and stakeholders to develop a national disaster mitigation strategy (NDMS) aimed at enhancing Canada's capacity to prevent disasters before they occur and promoting the development of disaster-resilient communities. This paper provides an overview of Canada's emergency management and hazards context. It reports on the preliminary findings of consultations with stakeholders and evaluates the usefulness of the deliberative dialogue methodology that was used to facilitate the consultations. Examples that are illustrative of recent Canadian efforts on disaster mitigation and the challenges respecting the development and future implementation of a NDMS are also discussed.  相似文献

Objective: Entry of terms reflective of extreme risky driving behaviors into the YouTube website yields millions of videos. The majority of the top 20 highly subscribed automotive YouTube websites are focused on high-performance vehicles, high speed, and often risky driving. Moreover, young men are the heaviest users of online video sharing sites, overall streaming more videos, and watching them longer than any other group. The purpose of this article is to review the literature on YouTube videos and risky driving.

Methods: A systematic search was performed using the following specialized database sources—Scopus, PubMed, Web of Science, ERIC, and Google Scholar—for the years 2005–2015 for articles in the English language. Search words included “YouTube AND driving,” “YouTube AND speeding,” “YouTube AND racing.”

Results: No published research was found on the content of risky driving videos or on the effects of these videos on viewers. This literature review presents the current state of our published knowledge on the topic, which includes a review of the effects of mass media on risky driving cognitions; attitudes and behavior; similarities and differences between mass and social media; information on the YouTube platform; psychological theories that could support YouTube's potential effects on driving behavior; and 2 examples of risky driving behaviors (“sidewalk skiing” and “ghost riding the whip”) suggestive of varying levels of modeling behavior in subsequent YouTube videos.

Conclusions: Every month about 1 billion individuals are reported to view YouTube videos (ebizMBA Guide 2015 ebizMBA Guide. Top 15 most popular websites. 2015. Organizational neuroscience continues to flourish in organizational behavior and management studies as indicated by the growing number of publications. However, with a few exceptions, substantive critiques of organizational neuroscience are conspicuous by their absence. In this point–counterpoint article, we aim to redress this imbalance. We do so by asking two significant yet neglected questions: (i) how strong is the science behind this domain, and (ii) why are we doing this type of research (the so what? question)? Our analysis shows that the science behind organizational neuroscience is far less rigorous than currently advocated (due to low statistical power of some neuroimaging studies plus an inability to locate mental phenomena precisely in the brain). In terms of the so what? question, we encourage researchers to move away from general statements and become more specific about the phenomena they research. We contend that the practical implications of this research, as well as inferences of the link to behavioral changes, are currently overstated. We also underscore the importance for these studies to become contextually sensitive in order for the researchers to capture important events in the workplace. The aim of this paper is to consider whether some seats in a democratically elected legislative assembly ought to be reserved for representatives of future generations. In order to examine this question, I will propose a new democratic model for representing posterity. It is argued that this model has several advantages compared with a model for the democratic representation of future people previously suggested by Andrew Dobson. Nevertheless, the democratic model that I propose confronts at least two difficult problems. First, it faces insoluble problems of representative legitimacy. Second, one might question whether this model provides a reasonably effective way to represent future interests compared with existing representative democratic institutions. Despite such problems, it is argued that political representation of posterity can be defended on the basis of fundamental ideas and ideals in recent theory of deliberative democracy. The first reason for this is that in a number of cases democratic decisions cannot be regarded as normatively legitimate from the point of view of deliberative democracy, unless posterity is given a voice. The second reason is that representation of posterity can contribute to more rational and impartial deliberations and decisions in legislative assemblies.  相似文献

Deliberative monetary valuation (DMV) methods can support environmental decision making by enabling the exchange of arguments and information to produce more democratic outcomes. The product of a valuation may be an array of expressions of willingness to pay (WTP) by individuals or a collectively agreed monetary value. Concerns have been raised, however, as to whether this product is an outcome of thoughtful and independent decision-making or influenced by social pressures to conform. Our study examines this issue and addresses concerns about the use of DMV, based on a public deliberation of forest conservation in Colombia. We analyzed the impacts of social conformity on WTP under two different decision scenarios: individual and collective. The results suggest that the impacts of social conformity are greater when a collective decision is required. These findings indicate that tensions between the differing goals of DMV could undermine its democratic promise.  相似文献
