ABSTRACT: This study investigates the degree of economic inefficiency of the current institutional arrangements for surface and ground water management in meeting urban water demand in the Jakarta region. A numerical model of integrated surface and ground water management is developed using GAMS (General Algebraic Modelling System) software. The model maximizes the net present value of social benefits from piped water and ground water consumption across all users over time from 1999 to 2025. Four policy scenarios are examined: the status quo, the social planner's solution, and two ground water pumping quota scenarios: an aggregate ground water pumping quota and a partial quota applied to commercial and industrial users. Three variations in each policy scenario are considered: investment in water infrastructure of the Jakarta water enterprise (PAM Jaya), water demand growth, and discount rates. The status quo, depending on the investment option, the growth of water demand, and the discount rate, results in a 7.4 to 47.8 percent loss in economic efficiency relative to the social planner's solution. The partial quota is the most feasible, applicable, and manageable scenario. The optimal investment option could increase the volume of piped water supply and reduce the cost of water production. The volume of water delivery could increase by up to 156 percent, but it implies only a 35 percent increase in the surface raw water demands above the current level. However, it does not significantly reduce cumulative ground water extraction over the time period considered.  相似文献

Leaves of the oak, Quercus cerris, and thalli of the epiphytic lichen, Parmelia caperata, from the Travale-Radicondoli geothermal area (central Italy) were analyzed for their trace elements (As, B, Cd, Cu, Fe, Hg, Mn, Pb, Zn). the results showed that concentrations of arsenic and boron in leaf and lichen samples were higher than in remote areas. the mean concentrations of many trace elements were higher in lichens than in oak leaves, suggesting that these organisms can be used in similar biomonitoring studies. the levels of boron and manganese were higher in tree leaves, so that for these two elements, the higher plant foliage could constitute a better biomonitor than lichens. the correlations found between the concentrations of cadmium and manganese in leaves and lichens suggests foliar leaching and washing of the elements down the tree trunk, where lichens may intercept them.  相似文献

本文以河南为例,对科技资源的存量动态变化、配置效率及其对区域经济增长的推动作用进行了定量分析。结果表明。1991.2002年。河南科技资源存在总体上呈持续上升趋势。但是。科技资源的配置效率却呈现出下降趋势。在这个期间。科技资源开发对河南区域经济增长的贡献率为42.1%,达到了全国的平均水平。为了进一步发挥科技资源开发对河南经济增长的推动作用,建议河南继续加快科技资源的积累;重点提高科技资源配置的效率;特别重视大幅度提高对R&D的投入。  相似文献

The role that traditional pricing policies have played in promoting these demands is discussed. The reduction or stabilizing of per capita demands is advocated through the use of Conservational Pricing mechanisms which charge higher average prices for high consumption. The reproductive capacity of Taraxacum officinale s.l. (two morphological forms: T. off. f. dahlstedtii Lindb. fil. and T. off. f. pectinatiforme Lindb. fil.) under conditions of chemical environmental pollution was studied in years differing in weather conditions. The number of generative shoots in plants increased along the toxic load gradient, which led to an increase in the total number of seeds and the weight of filled seeds. The relative energy value of seeds was determined from the amount of plastic substances in them. The number of seeds was shown to increase at a considerably higher rate than the energy expenditures for the formation of each seed. A general principle was revealed that determines the energy expenditures for the formation of a normal seed in both T. officinale forms under different weather conditions and under the chemical pollution of the environment.  相似文献

ABSTRACT: A national and interregional programming model was used in projecting the impacts of alternative energy policies and prices on agricultural production, land use, and irrigation. The alternatives analyzed include (a) natural gas deregulation, (b) natural gas curtailment, (c) doubled energy prices, and (d) tripled energy prices. These alternatives are compared with a base alternative where prices and conditions are at normal levels. Restraints in the model control availability of water, land, nitrogen fertilizers, and energy. Water production functions were used to adjust water use to conform with projected energy prices and policies. Natural gas curtailment would have the largest effect on nitrogen use on irrigated land. Values or shadow prices for lands that remains in irrigation would increase under all of the alternatives because of reduced supply. Increased energy prices generally would increase use of surface water for irrigation and reduce use of ground water due to higher pumping costs. Reductions of 50 percent or more in ground water use would occur in the South Central and Western regions of the United States. Water supply prices increase under all of the alternatives; with the amount varying by regions and the policy or price situation.  相似文献

Food production has to be increased in a sustainable way to meet the future global demand. A key position is attributed to developing countries. A deepened understanding of their agricultural regions with specific resource endowments and constraints is therefore crucial. In this study we propose a methodology based on material flux analysis (MFA) to assess the resource potentials and limitations of a Nicaraguan agricultural region. We focus on current regional and farm resource management and explore them under two scenarios. Indicators are nitrogen and the degrees of self-sufficiency (DSS) for energy, and the staples maize and beans. As data is scarce, most information is based on interviews with farmers of four categories and key persons, and on literature. The results show that nitrogen management does not differ considerably among categories. Nitrogen is mined mostly from staple plots. Self-sufficiency for beans is given in an average year. Yet, landless and small farmers neither produce enough maize for autoconsumption, nor are they self-sufficient for firewood. Energy supply is also the core problem of the region, since the DSS is 70%. Soil nitrogen stocks last at most for three more generations. Analyses with the scenario technique show that: (a) Unlimited population growth has serious consequences in the near future e.g. severe shortage of energy and food. (b) Alternative farming systems are possible, but they require reducing the population by a factor 2, and thus the creation of jobs in a Hinterland. 在空气阴极生物燃料电池(ACMFC)中,从阴极扩散进入阳极的氧气能够被兼性微生物作为电子受体还原,进而导致电子损失严重.本研究利用葡萄糖作底物,对2种不同电极构型的空气阴极生物燃料电池ACMFC1和ACMFC2的功率输出和电子回收进行了比较研究.结果表明,ACMFC1的内阻为302.14Ω,阳极电位为-323mV,最大功率密度为3 070 mW/m3;ACMFC2的内阻为107.79Ω,阳极电位为-442mV,最大功率密度达到9 800 mW/m3.在间歇条件下,ACMFC2可以连续运行220h,电子回收率为30.1%;而ACMFC1只能运行不到50h,电子回收率为9.78%.因此,合理的设计空气阴极生物燃料电池电极构型可以减小内阻,增大电池电动势进而增大功率输出,提高电子回收率.  相似文献
