While it is commonly acknowledged that the ecosystemic, and the inter- and intra-specific diversity of natural life is under threat of being irremediably lost, there is much less awareness that the diversity in agro-ecosystems is also under threat. This paper is focused on the biodiverse agro-ecosystems generated by landraces (LRs), i.e., farmer-developed populations of cultivated species that show among- and within-population diversity and are linked to traditional cultures. The aim of this work is to arouse concern about their loss, to explain how they can be conserved, and to discuss values that support maintaining and/or restoring on-farm agro-biodiversity. Although agriculture has relied on biodiverse agro-ecosystems for millennia, most of them have disappeared or are disappearing due to profound transformations in the socio-economic context. This is discussed with particular reference to the European situation. The positive values of LRs and LR systems that support their conservation are discussed along with possible objections. The conservation of LRs and LR systems can be well justified on ethical grounds. In particular, the complex intertwining of the biological and cultural contexts of LR systems, which continuously creates new adaptive responses to the changing socio-economic and eco-physical processes, is a value that strongly motivates conservation, particularly when the needs of future generations are considered. 相似文献

ABSTRACT: A forester shares personal reflections on biodiversity, finding he must deal with the question of “What is biodiversity?” before dealing with “What is biodiversity good for?” Even before that, the complexity of the scientific and social aspects of biodiversity must be looked at to set a context. The author believes that biodiversity has scientific, recreational, wildness, natural history, and spiritual values and contributes to sustainability and productivity. The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy rates are even higher than for men. This paper evaluates the condition (i.e. health) of a tropical cyclone warning system (TCWS) during a 'quiet period' between infrequent intense cyclones. Capacity to make pre-disaster evaluations is important--disaster warning systems need to be in sound condition before, not after, disaster. The research--part of the UK's International Decade of Natural Disaster Reduction Flagship Programme--focuses upon an evaluatory method first used on flood warning systems. The Criteria-development Matrix comprises social, organisational and institutional criteria by which a TCWS may be assessed using a five-stage development scale. This method is used to evaluate Mauritius's TCWS using in-depth interview data. Ways to enhance the method and apply it to other disaster warning systems are discussed. The TCWS in Mauritius is a relatively sound one from which others can learn. Weaknesses requiring attention for Mauritius's TCWS to progress to an advanced level of development are identified. 相似文献

In February 2000, the EuropeanCommission adopted a Communication on theprecautionary principle. This states how theCommission intends to apply the principle andestablishes guidelines for its application. Thedocument is intended to inform discussions oninternational agreements. In particular, itprovides a defense of European Union (EU)precautionary policies in case of tradedisputes, for example, in case the EU isaccused of imposing unfair trade barriers onexports of genetically-modified (GM) productsfrom the United States under the rules of theWorld Trade Organisation. In the communication,the Commission emphasizes the scientificaspects of the precautionary principle, perhapspartly to counter claims from US officials thatthe EU's reluctance to accept GM imports is notbased on science but is politically-motivated.However, a principle is by definition a moralguide to behavior. In other words, it is anethic. The precautionary principle should beviewed as a complement to science, to beinvoked when a lack of scientific evidencemeans that outcomes are uncertain. Anyinterpretation of this principle needs to placeat least as much emphasis on its ethical andvalue-based aspects as on its scientificjustification. The Commission's interpretationrisks undermining the painstaking progress madeamong European Union member states inresponding to public concern about GM crops andfood by adopting increased precaution. A questionnaire study was performed among Swedish organic livestock farmers to determine their view of animal welfare and other ethical issues in animal production. The questionnaire was sent to 56.5% of the target group and the response rate was 75.6%. A principal components analysis (exploratory factor analysis) was performed to get a more manageable data set. A matrix of intercorrelations between all pairs of factors was computed. The factors were then entered into a series of multiple regression models to explain five dependent variables. Respondents were well educated and had long experience of farming. 81% were full-time farmers. They generally had a very positive attitude towards organic animal husbandry. They considered allowing animals their natural behavior a central aim, which is in accordance with organic philosophy. Farmers tended to be less approving of concepts like animal rights, dignity, and intrinsic value. When analyzing correlations between the factors, two groups of farmers emerged that were only partially correlated, representing different attitudes and behavioral dispositions. These may be interpreted as two subpopulations of organic livestock farmers in Sweden: those who saw organic farming as a lifestyle (``pioneer attitude') and entrepreneurs, who considered making money and new challenges more important. Their view of animal welfare differed. While the pioneers considered natural behavior a key issue, this was less important to the entrepreneurs, who also had a more approving attitude towards invasive operations such as castration and were more critical of the organic standards. 相似文献
