为了实现重大生产安全事故救援费用的公平负担,保障救援机制的可持续性,通过规范分析和比较分析,探讨了在第三方队伍参与救援的情况下,重大生产安全事故救援费用的承担原则和实现机制。研究结果表明:第三方队伍参与事故救援所产生的当次费用原则上必须由事故责任单位承担,但在其拖欠费用或者暂时缺乏支付能力的情况下,应当由承担应急救援职责的事发地政府先行垫付;由此在事发地政府和事故责任单位之间产生的是公法之债,可以通过行政强制执行的方式加以追偿。 相似文献

Many of the challenges conservation professionals face can be framed as scale mismatches. The problem of scale mismatch occurs when the planning for and implementation of conservation actions is at a scale that does not reflect the scale of the conservation problem. The challenges in conservation planning related to scale mismatch include ecosystem or ecological process transcendence of governance boundaries; limited availability of fine‐resolution data; lack of operational capacity for implementation; lack of understanding of social‐ecological system components; threats to ecological diversity that operate at diverse spatial and temporal scales; mismatch between funding and the long‐term nature of ecological processes; rate of action implementation that does not reflect the rate of change of the ecological system; lack of appropriate indicators for monitoring activities; and occurrence of ecological change at scales smaller or larger than the scale of implementation or monitoring. Not recognizing and accounting for these challenges when planning for conservation can result in actions that do not address the multiscale nature of conservation problems and that do not achieve conservation objectives. Social networks link organizations and individuals across space and time and determine the scale of conservation actions; thus, an understanding of the social networks associated with conservation planning will help determine the potential for implementing conservation actions at the required scales. Social‐network analyses can be used to explore whether these networks constrain or enable key social processes and how multiple scales of action are linked. Results of network analyses can be used to mitigate scale mismatches in assessing, planning, implementing, and monitoring conservation projects. Abstract: Habitat corridors can be essential for persistence of wildlife populations in fragmented landscapes. Although much research has focused on identifying species and places critical for conservation action, the conservation literature contains surprisingly few examples of corridors that actually have been protected and so provides little guidance for moving from planning through implementation. We examined a case study from southern California that combines monitoring of radio‐collared mountain lions (Puma concolor) with an assessment of land‐protection efforts to illustrate lessons learned while attempting to maintain ecological connectivity in a rapidly urbanizing landscape. As in many places, conservation scientists have provided science‐based maps of where conservation efforts should focus. But implementing corridors is a business decision based not solely on ecological information but also on cost, opportunity cost, investment risk, and other feasibility considerations. Here, the type and pattern of development is such that key connections will be lost unless they are explicitly protected. Keeping pace with conversion, however, has been difficult, especially because conservation efforts have been limited to traditional parcel‐by‐parcel land‐protection techniques. The challenges of and trade‐offs in implementation make it clear that in southern California, connectivity cannot be bought one parcel at a time. Effective land‐use plans and policies that incorporate conservation principles, such as California's Natural Communities Conservation Planning program, are needed to support the retention of landscape permeability. Lessons from this study have broad application, especially as a precautionary tale for places where such extensive and intensive development has not yet occurred. Given how limiting resources are for biodiversity conservation, conservationists must be disciplined about where and how they attempt corridor protection: in rapidly fragmenting landscapes, the opportunity for success can be surprisingly fleeting. 相似文献

There are many barriers to using science to inform conservation policy and practice. Conservation scientists wishing to produce management‐relevant science must balance this goal with the imperative of demonstrating novelty and rigor in their science. Decision makers seeking to make evidence‐based decisions must balance a desire for knowledge with the need to act despite uncertainty. Generating science that will effectively inform management decisions requires that the production of information (the components of knowledge) be salient (relevant and timely), credible (authoritative, believable, and trusted), and legitimate (developed via a process that considers the values and perspectives of all relevant actors) in the eyes of both researchers and decision makers. We perceive 3 key challenges for those hoping to generate conservation science that achieves all 3 of these information characteristics. First, scientific and management audiences can have contrasting perceptions about the salience of research. Second, the pursuit of scientific credibility can come at the cost of salience and legitimacy in the eyes of decision makers, and, third, different actors can have conflicting views about what constitutes legitimate information. We highlight 4 institutional frameworks that can facilitate science that will inform management: boundary organizations (environmental organizations that span the boundary between science and management), research scientists embedded in resource management agencies, formal links between decision makers and scientists at research‐focused institutions, and training programs for conservation professionals. Although these are not the only approaches to generating boundary‐spanning science, nor are they mutually exclusive, they provide mechanisms for promoting communication, translation, and mediation across the knowledge–action boundary. We believe that despite the challenges, conservation science should strive to be a boundary science, which both advances scientific understanding and contributes to decision making. Challenges in implementing water planning and management are common, and the effective implementation of integrated water policies is yet to occur. In Brazil, the state of São Paulo enacted a Water Act in 1991 to ensure water availability for current and future generations based on the principles of decentralization, participation and integration. This research addresses water policy implementation issues by conducting an exploratory case study in the state of São Paulo. Factors affecting the water policy implementation process were analyzed, together with some water resources management practices. The findings indicate four dimensions of key challenges: institutional and governance, political, financial and technical. The stakeholders believe the political and the institutional and governance challenges are more important than the technical and financial ones. Additionally, the results show different levels of involvement in the areas of water policy strategy, the planning and decision-making process, and implementation by the different stakeholders groups. Stakeholders external to the water sector and from local government were considered to be less involved in water-related issues, when compared with stakeholders from the water sector. The study recommends a change in current institutional and governance arrangements in order to influence decisions and investments in different levels and sectors. 相似文献

Systematic conservation planning is intended to inform spatially explicit decision making. Doing so requires that it be integrated into complex regulatory and governance processes, and there are limited instances where this has been achieved effectively. South Africa is a global leader in the application of conservation plans, the outputs of which are widely used for spatial planning and decision making in many spheres of government. We aimed to determine how conservation planning in the country progressed from theory to implementation, and to identify practical actions that enabled this transition, by assessing temporal trends in the characteristics of conservation plans (1990–2017, n = 94). Since 2010 conservation planning has entered an operational period characterized by government leadership of plans, administrative rather than ecological planning domains, decreasing size of planning units, increasing emphasis on end-user products, and scheduled revision of plans. Key actions that enabled this progression include transitioning leadership of plans from scientists to practitioners, building capacity within implementing agencies, creating opportunities to integrate plans in legislative processes, establishing a strong community of practice, adopting implementation-focused methods, and balancing standardization with innovation. Learning from this model will allow other countries, particularly those with a similar megadiverse, developing context, to operationalize conservation planning into spatial planning and decision making. 相似文献

High costs of land in agricultural regions warrant spatial prioritization approaches to conservation that explicitly consider land prices to produce protected‐area networks that accomplish targets efficiently. However, land‐use changes in such regions and delays between plan design and implementation may render optimized plans obsolete before implementation occurs. To measure the shelf life of cost‐efficient conservation plans, we simulated a land‐acquisition and restoration initiative aimed at conserving species at risk in Canada's farmlands. We accounted for observed changes in land‐acquisition costs and in agricultural intensity based on censuses of agriculture taken from 1986 to 2011. For each year of data, we mapped costs and areas of conservation priority designated using Marxan. We compared plans to test for changes through time in the arrangement of high‐priority sites and in the total cost of each plan. For acquisition costs, we measured the savings from accounting for prices during site selection. Land‐acquisition costs and land‐use intensity generally rose over time independent of inflation (24–78%), although rates of change were heterogeneous through space and decreased in some areas. Accounting for spatial variation in land price lowered the cost of conservation plans by 1.73–13.9%, decreased the range of costs by 19–82%, and created unique solutions from which to choose. Despite the rise in plan costs over time, the high conservation priority of particular areas remained consistent. Delaying conservation in these critical areas may compromise what optimized conservation plans can achieve. In the case of Canadian farmland, rapid conservation action is cost‐effective, even with moderate levels of uncertainty in how to implement restoration goals. 相似文献

Integration of environmental science in society is impeded by the large gap between science and policy that is characterised by weaknesses in societal relevance and dissemination of science and its practical implementation in policy. We analyse experiences from BONUS, the policy-driven joint Baltic Sea research and development programme (2007–2020), which is part of the European Research Area (ERA) and involves combined research funding by eight EU member states. The ERA process decreased fragmentation of Baltic Sea science and BONUS funding increased the scientific quality and societal relevance of Baltic Sea science and strengthened the science-policy interface. Acknowledging the different drivers for science producers (academic career, need for funding, peer review) and science users (fast results fitting policy windows), and realising that most scientists aim at building conceptual understanding rather than instrumental use, bridges can be built through strategic planning, coordination and integration. This requires strong programme governance stretching far beyond selecting projects for funding, such as coaching, facilitating the sharing of infrastructure and data and iterative networking within and between science producer and user groups in all programme phases. Instruments of critical importance for successful science-society integration were identified as: (1) coordinating a strategic research agenda with strong inputs from science, policy and management, (2) providing platforms where science and policy can meet, (3) requiring cooperation between scientists to decrease fragmentation, increase quality, clarify uncertainties and increase consensus about environmental problems, (4) encouraging and supporting scientists in disseminating their results through audience-tailored channels, and (5) funding not only primary research but also synthesis projects that evaluate the scientific findings and their practical use in society – in close cooperation with science users − to enhance relevance, credibility and legitimacy of environmental science and expand its practical implementation. 相似文献

Recycling and reducing household waste are political goals internationally, nationally and locally. In Sweden, households in apartment buildings seem to sort their waste to a lesser extent than households in single-family houses. This paper analyses the challenges of the diffusion of a new waste management system in apartment buildings, and focuses on a municipal housing company and the actions of its area managers. It is argued that area managers can be regarded as street-level bureaucrats who act as ‘collectors’ of tenants’ everyday practices in the studied implementation process. This study explores the role of geographic visualization for supporting the implementation of climate change adaptation. Interviews and group discussions with planners and decision makers indicate that geographic visualization bears primary potential for communicative purposes. In order to respond to analytical needs a high level of interactivity including the exploration of background data and the ability to link the tools with own databases were some of the key requirements made by the participants. The study concludes that more than better climate predictions, awareness and involvement may be precisely what is needed to narrow the implementation gap in climate change adaptation. 相似文献
