智慧社会的出现与发展影响着人地关系,而智能技术作为智慧社会崛起的主要动力与发展的重要支撑,正在改变着国土空间的保护、开发与治理模式,也对国土空间规划编制方法提出了新要求。当前规划编制中,智能技术在国土空间规划中的应用虽然已经有了一定的探索,在技术层面也有很多实践,但缺少对智能技术应用于国土空间规划的整体性思考。基于“生态文明”基础与“以人为本”的核心理念,在对传统规划编制与当前智能技术应用梳理的基础上,从智能感知与收集、智能分析与处理、智能评估和智能决策四个方面,系统地构建全流程的智能技术辅助国土空间规划编制的框架,以适应当前国土空间规划提出的新要求,辅助编制更合理、科学、智慧的方案。 相似文献

Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes. 相似文献

ABSTRACT: Acute criteria are assigned to the fish and wildlife propagation beneficial use in Oklahoma's water quality standards. Dye studies are analyzed to show that these criteria can be implemented through acute regulatory mixing zones. Acute regulatory mixing zones may be defined as areas in receiving streams where acute numerical criteria may be exceeded without causing acute toxicity. Acute regulatory mixing zones are used to obtain acute waste load allocations. If effluent loading does not exceed acute waste load allocation, acute criteria exceedance is confined to the acute regulatory mixing zone and there is no acute toxicity in the receiving stream. Waste load allocations for acute and chronic criteria are compared to determine which is appropriate to develop permit limits for the dye studies. 相似文献

/ In 1990, the United States officially entered the era of pollution prevention with passage of the Pollution Prevention Act. This paper analyzes EPA's implementation of the Pollution Prevention Act from its passage in 1990 to the present. It examines the barriers EPA must overcome if it is to effectively integrate pollution prevention into its existing regulatory structure, including impediments created by statutory and organizational structure, the existing relationship between EPA and the groups it regulates, the fragmented implementation scheme of national environmental regulation, the balancing of conflicting demands advanced by powerful interests, industry's economic and technical concerns, and institutional inertia. It also examines issues such as industry commitment, the limits of prevention, and measurement concerns. The findings suggest that EPA's efforts at shifting to a pollution prevention regulatory ethic that holds primacy over pollution control are mixed. Its organizational structure, statutory authority, and incentives system still reflect a single-medium pollution control focus, appropriations for pollution prevention programs and activities are paltry compared to traditional pollution control programs, and participation in the program is voluntary. The rapid growth in motor vehicle activity in India and other rapidly industrializing low-income countries is contributing to high levels of urban air pollution, among other adverse socioeconomic, environmental, health, and welfare impacts. This paper first discusses the local, regional, and global impacts associated with air pollutant emissions resulting from motor vehicle activity, and the technological, behavioral, and institutional factors that have contributed to these emissions, in India. The paper then discusses some implementation issues related to various policy measures that have been undertaken, and the challenges of the policy context. Finally, the paper presents insights and lessons based on the recent Indian experience, for better understanding and more effectively addressing the transport air pollution problem in India and similar countries, in a way that is sensitive to their needs, capabilities, and constraints. 相似文献

European Union (EU) climate/energy targets and policies are poised for the first full climate policy cycle – from adoption and implementation of the policy package for 2020, to reform for 2030. A dynamic approach to the ways in which EU policies affect policy development is developed by applying theories of domestic implementation, policy feedback and integration. Implementation experiences in Poland – the ‘least climate ambitious’ EU member state – affected Polish preferences for reformed EU policies. Existing EU policies, their ‘fit’ with Poland’s energy interests and change in anticipation of future EU policies explain much of the variation in preferences. Second, policy feedback from Poland significantly affected the EU 2030 climate and energy framework. As yet, the EU has succeeded only partly in gathering momentum through a ‘snowball’ effect whereby positive policy feedback from implementation generates further steps. 相似文献

This article explores the strategies that were, and are being, used to facilitate the transition from scientific developmentto operational application of the South African River Health Programme (RHP). Theoretical models from the field of the management of technology are used to provide insight into the dynamics that influence the relationship between the creation and application of environmental programmes, and the RHP in particular. Four key components of the RHP design are analysed,namely the (a) guiding team, (b) concepts, tools and methods, (c) infra-structural innovations and (d) communication. This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives. 相似文献

ABSTRACT: A general model of the policy implementation process is utilized to facilitate a discussion of the way Section 208 of PL 92-500 is being carried out on an areawide basis. A study of four “208 areas” in the “New York-Philadelphia corridor” highlights the operation of several variables used in the model. The varying political and socioeconomic conditions in geographic areas which have similar water quality problems are leading to the evolution of vastly different implementing structures, or institutional arrangements. The analysis suggests that these differences may have important implications for the success of the program in each of these areas. A major underlying theme is that such problems are characteristic of the 208 process nationwide and reflect general difficulties associated with managing water quality in a federal system. 相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted
in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental
protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang
Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing
environmental policies and regulatory mechanisms.
This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang
Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment
is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data,
inferior agency reports, organizational conflict, relations based on guanxi, and low discharge fee prices. 相似文献
