Multiple negotiating rounds of the GeneralAgreement on Tariffs and Trade (GATT) and World TradeOrganization (WTO) since 1947 have conferred economicbenefits through liberalized international trade. Agrowing body of evidence also points to linkagesbetween liberalized trade and damage to the globalenvironment, ecology, and natural resource base.Ironically, the increased economic well-beingconferred by trade liberalization ultimately providesthe basis for improved environmental protection. It isthe interim environmental damage due to tradeliberalization that is controversial and needingamelioration. The proposition here is to promotefurther trade liberalization, but only as long asenvironmental ethics and sustainability issues aresatisfactorily addressed. Trade liberalization shouldnot be permitted at the expense of adequateenvironmental protection and sustainability. Truck tyres can cause significant environmental pressure through the life cycle. The main aim of this paper is investigate to what extent international policy measures on foreign trade, international recycling and harmonisation of legislation can contribute in effectively reducing environmental pressure caused in the truck tyre life cycle. A two-region simulation model, representing Western and Eastern Europe, is developed that integrates the complete life cycle, incorporates environmental impacts in its economic analysis, is technically dynamic by accounting for learning-by-doing effects, and allows for variations in trade of new and old truck tyres. In this study the economic, environmental and social effectiveness of harmonisation and trade measures in the European life cycle for truck tyre is tested. Several conclusions can be drawn from the model simulations. First, the environmental effects caused by the trade of used tyres from Western to Eastern Europe are of limited impact on the overall environmental damage caused by truck tyres. The consumption stage is by far the main contributor to environmental damage. Within the marginal analysis of trade, harmonisation of disposal fees illustrated to generate very limited positive results. The private and external costs in the solid waste management (SWM) stage are too limited to have a notable impact on the overall configuration of the European tyre life cycle. The introduction of strict laws on tread depth in Eastern Europe has a much stronger impact on material flows than the harmonisation scenario. This suggests that domestic policy measures should be the primarily focus on interventions in this stage of the life cycle, for instance, by improving the management of tyre pressure. Because trade of used tyres has little impact on the consumption stage, this issue should not get priority in European environmental programs. 相似文献

Many objectives motivate ecological restoration, including improving vegetation condition, increasing the range and abundance of threatened species, and improving species richness and diversity. Although models have been used to examine the outcomes of ecological restoration, few researchers have attempted to develop models to account for multiple, potentially competing objectives. We developed a combined state‐and‐transition, species‐distribution model to predict the effects of restoration actions on vegetation condition and extent, bird diversity, and the distribution of several bird species in southeastern Australian woodlands. The actions reflected several management objectives. We then validated the models against an independent data set and investigated how the best management decision might change when objectives were valued differently. We also used model results to identify effective restoration options for vegetation and bird species under a constrained budget. In the examples we evaluated, no one action (improving vegetation condition and extent, increasing bird diversity, or increasing the probability of occurrence for threatened species) provided the best outcome across all objectives. In agricultural lands, the optimal management actions for promoting the occurrence of the Brown Treecreeper (Climacteris picumnus), an iconic threatened species, resulted in little improvement in the extent of the vegetation and a high probability of decreased vegetation condition. This result highlights that the best management action in any situation depends on how much the different objectives are valued. In our example scenario, no management or weed control were most likely to be the best management options to satisfy multiple restoration objectives. Our approach to exploring trade‐offs in management outcomes through integrated modeling and structured decision‐support approaches has wide application for situations in which trade‐offs exist between competing conservation objectives. 相似文献

The EU, the United States and other economies, with the intention to implement unilateral trade measures Border Carbon Adjustments, impose emission reduction pressure on developing countries. Once implemented, the measures will have great impact on China’s foreign trade. Using the input-output table in 2007, this paper had analyzed the influences on China’s foreign trade as a whole and sub-sectors in three tax rates scenarios. The results showed that the tariff level of China’s exports will increase by 3.6%-6.3% if the tax was levied on exports embodied emissions, and by 1.0%-1.7% if levied on export direct emissions. In 2007, the former total amount of carbon tax was about US$42.6-73.0 billion, 4 times that of the latter. Based on export embodied emissions, sectors largely influenced were non-traditional energy intensive ones, such as textile, et al. These sectors should be encour-aged to carry out industrial upgrading, raising the value-added of export goods, and reducing their embodied emissions by reduction of energy intensity. Taking into account of the complexity of data collection, the tax levied on products direct emission is more operational. The results showed that the five top sectors most affected were other chemical materials, processing of petroleum and nuclear fuel, coking, smelting and rolling of ferrous metal and textile. Most of them were energy intensive sectors. Therefore, adjusting export products structure, and controlling too fast development of energy intensive industries are also important strategies in China. 相似文献

In recent decades, there has been an intensification of the socioeconomic and environmental drivers of pandemics, including ecosystem conversion, meat consumption, urbanization, and connectivity among cities and countries. This paper reviews how these four systemic drivers help explain the dynamics of the COVID-19 pandemic and other recent emerging infectious diseases, and the policies that can be adopted to mitigate their risks. Land-use change and meat consumption increase the likelihood of pathogen spillover from animals to people. The risk that such zoonotic outbreaks will then spread to become pandemics is magnified by growing urban populations and the networks of trade and travel within and among countries. Zoonotic spillover can be mitigated through habitat protection and restrictions on the wildlife trade. Containing infectious disease spread requires a high degree of coordination among institutions across geographic jurisdictions and economic sectors, all backed by international investment and cooperation. 相似文献

The COVID-19 pandemic is a global crisis emanating both from a virus (SARS-CoV-2) and from the drastic actions to contain it. Here, we reflect on the immediate responses of most world powers amid the pandemic chaos: totalitarian surveillance and nationalist isolation. Drawing on published literature, we consider measures such as wildlife-use bans, lockdowns and travel restrictions, along with their reverberations for people, economies and the planet. Our synthesis highlights significant shortfalls of applying command-and-control tactics in emergencies. For one, heavy-handed bans risk enormous unintended consequences and tend to fail if they lack legitimacy or clash with people’s values. Furthermore, reactive and myopic strategies typically view the pandemic as a stand-alone crisis, rather than unravelling the complex interplay of nature-society interactions through which zoonotic diseases originate. A return to adaptive management approaches that recognise root causes and foster socio-ecological resilience will be essential to improve human and planetary health and mitigate future pandemics. 相似文献

以北京试点碳市场的供热行业为例开展行业基准值研究,基于2013~2019年碳试点经核查的热力重点排放企业数据,采取4种基准线情景对北京市热力行业碳排放基准值进行分析,结果表明:随着北京市大气污染治理措施推进,供热行业燃煤清洁化改造基本完成,以2017年为分水岭,供热强度由快速下降过渡到平稳状态,适宜选择更近的历史年份作为分析的基准年,经综合评估基准线数值的先进性,行业配额的盈余程度和配额不足企业比例,建议北京市供热行业基准值取值为63.1kgCO2/GJ,该基准值比已发布的北京市地方行业能耗限额标准严格,与已发布的北京市供热行业碳排放先进值具有较好一致性;北京市热力行业从历史强度法转变为基准线法后,通过划定统一的基准线,令行业整体配额处于不足状态,公平性相比历史强度法进一步提高,对实现全市双碳目标下热力系统重构具有积极促进作用. 相似文献
