Resilience to natural hazards: How useful is this concept?   总被引:1,自引:0,他引:1  
Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.  相似文献

Resilience is a complex phenomenon whereby a multitude of social and environmental factors, including gender, combine to shape the ways that shocks affect people. Looking at two BRACED (Building Resilience and Adaptation to Climate Extremes and Disasters) projects, in Burkina Faso and in Ethiopia, this article uses a desk review and primary data from partners and people at risk to explore how a gender‐transformative approach can be an integral part of resilience‐building projects, particularly those implemented by multi‐stakeholder consortia. It also suggests ways to incorporate a stronger gender component in similar future projects. The article argues that donors and programme managers must provide clear principles and guidelines for achieving gender equity within resilience‐building efforts. However, these must allow flexibility to adapt to norms, needs and resources as determined by implementing partners. The right balance can be achieved by facilitating spaces for individual and collective goal‐setting; assessing current capacity and trajectories; and lesson‐sharing as an iterative process for institutional learning.  相似文献

Many studies have suggested various kinds of forest policies, management planning and practices to help forests adapt to climate change. These recommendations are often generic, based mostly on case studies from temperate countries and rarely from Africa. We argue that policy and management recommendations aimed at integrating adaptation into national forest policies and practices in Africa should start with an inventory and careful examination of existing policies and practices in order to understand the nature and extent of intervention required to influence the adaptation of forest ecosystems to climate change. This paper aims to contribute to closing this gap in knowledge detrimental to decision making through the review and analysis of current forest policies and practices in Burkina Faso and Ghana and highlighting elements that have the potential to influence the adaptation of forest ecosystems to climate change. The analysis revealed that adaptation (and mitigation) are not part of current forest policies in Burkina Faso and Ghana, but instead policies contain elements of risk management practices which are also relevant to the adaptation of forest ecosystems. Some of these elements are found in policies on the management of forest fires, forest genetic resources, non-timber resources, tree regeneration and silvicultural practices. To facilitate and enhance the management of these elements, a number of recommendations are suggested. Their implementation will require experienced and well-trained forestry personnel, financial resources, socio-cultural and political dimensions, and the political will of decision makers to act appropriately by formulating necessary policies and mainstreaming adaptation into forest policy and management planning.  相似文献

This study estimates the consequences of climate change on cropland with and without implementation of adaptation measures, paying special attention to the maintenance of soil organic carbon (C) stocks. We examine the possibility for regional sustainable agricultural management practice that combines both maintenance and gain in soil carbon level with profit maximization. Future scenarios of Regional Agricultural Production Systems (RAPS) were constructed for 2000–2070 based on linking the effects of global climate change, predicted change in productivity parameters for the main agricultural crops, land-use and soil database parameters. The RAPS were used to examine profitability and feasibility of alternative agricultural scenarios, based on an economic model. A number of recommendations for decision making were proposed based on an assessment of the efficiency of adaptation in animal husbandry and in the crop production sector, after analysis of current percentage of perennial grass in rotation in comparison with future economic scenarios. In this policy perspective, we outline several conditions to support effective science–policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science–policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.  相似文献

We study optimal carbon capture and storage (CCS) from point sources, taking into account damages incurred from the accumulation of carbon in the atmosphere and exhaustibility of fossil fuel reserves. High carbon concentrations call for full CCS, meaning zero net emissions. We identify conditions under which partial or no CCS is optimal. In the absence of CCS the CO2 stock might be inverted U-shaped. With CCS more complicated behavior may arise. It can be optimal to have full capture initially, yielding a decreasing stock, then partial capture while keeping the CO2 stock constant, and a final phase without capture but with an inverted U-shaped CO2 stock. We also introduce the option of adaptation and provide a unified theory regarding the optimal use of CCS and adaptation.  相似文献

The potential for developing synergies between climate change mitigation and adaptation has become a recent focus of both climate research and policy. Presumably the interest in synergies springs from the appeal of creating win–win situations by implementing a single climate policy option. However, institutional complexity, insufficient opportunities and uncertainty surrounding their efficiency and effectiveness present major challenges to the widespread development of synergies. There are also increasing calls for research to define the optimal mix of mitigation and adaptation. These calls are based on the misguided assumption that there is one single optimal mix of adaptation and mitigation options for all possible scenarios of climate and socio-economic change, notwithstanding uncertainty and irrespective of the diversity of values and preferences in society. In the face of current uncertainty, research is needed to provide guidance on how to develop a socially and economically justifiable mix of mitigation, adaptation and development policy, as well as on which elements would be part of such a mix. Moreover, research is needed to establish the conditions under which the process of mainstreaming can be most effective. Rather than actually developing and implementing specific mitigation and adaptation options, the objective of climate policy should be to facilitate such development and implementation as part of sectoral policies. Finally, analysis needs to focus on the optimal use and expected effectiveness of financial instruments, taking into account the mutual effects between these instruments on the one hand, and national and international sectoral investments and official development assistance on the other.  相似文献

A stakeholder dialogue was embedded in the ATEAM project to facilitate the development and dissemination of its European-wide vulnerability assessment of global change impacts. Participating stakeholders were primarily ecosystem managers and policy advisers interested in potential impacts on ‘Agriculture’, ‘Forestry’, ‘Water’, ‘Carbon storage’, ‘Biodiversity’ and ‘Mountain environments’ sectors. First, stakeholder dialogue approaches to integrated assessment are introduced. Methodological considerations on stakeholder selection and dialogue implementation and evaluation follow. The dialogue content and process are evaluated from the perspectives of stakeholders and scientists. Its usefulness in the research process and the relevance of outcomes for stakeholders are particularly considered. The challenging compromises required to perform innovative research, which seeks to achieve both peer scientific credibility and societal relevance, are emphasized. Effective stakeholder dialogues play a substantial role in raising the visibility and meaningfulness of vulnerability assessments as critical means to improve awareness on global change and its potential worrying impacts on society. They further provide scientists with critical information on ecosystem management and sectoral adaptive capacity. These processes of mutual learning and knowledge exchange moreover foster a better understanding of the potential and limits of global change modelling and vulnerability assessment for policy and ecosystem management.

This paper builds on work on the dynamics of vulnerability and multiple stressors through a case study in the Afram Plains of the Eastern region in Ghana. A vulnerability framework is applied in the community of Mimkyemfre to identify and explain the multiple underlying political, socioeconomic and environmental forces that influence the ways in which people are exposed and sensitive to climate, and their capacities to adapt to changing conditions. The results of the study indicate that the community experiences a range of biophysical and socioeconomic conditions that contribute to its vulnerability. Vulnerability was found to change over time and in some cases was cyclical, in that certain actions taken for the purposes of adaptation were found to exacerbate existing vulnerabilities. Processes of vulnerability were also found to occur at several scales and were experienced unevenly at the community level. The findings of this assessment have important implications for the design and implementation of successful adaptation initiatives, both in Africa and elsewhere. In particular, they demonstrate the need to understand the social, economic and institutional challenges to development as a basis for any contemplation of adaptation to climate change.  相似文献
