The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems. 相似文献

Increasing atmospheric CO2 is both leading to climate change and providing a potential fertilisation effect on plant growth. However, southern Australia has also experienced a significant decline in rainfall over the last 30 years, resulting in increased vegetative water stress. To better understand the dynamics and responses of Australian forest ecosystems to drought and elevated CO2, the magnitude and trend in water use efficiency (WUE) of forests, and their response to drought and elevated CO2 from 1982 to 2014 were analysed, using the best available model estimates constrained by observed fluxes from simulations with fixed and time-varying CO2. The ratio of gross primary productivity (GPP) to evapotranspiration (ET) (WUEe) was used to identify the ecosystem scale WUE, while the ratio of GPP to transpiration (Tr) (WUEc) was used as a measure of canopy scale WUE. WUE increased significantly in northern Australia (p < 0.001) for woody savannas (WSA), whereas there was a slight decline in the WUE of evergreen broadleaf forests (EBF) in the southeast and southwest of Australia. The lag of WUEc to drought was consistent and relatively short and stable between biomes (≤3 months), but notably varied for WUEe, with a long time-lag (mean of 10 months). The dissimilar responses of WUEe and WUEc to climate change for different geographical areas result from the different proportion of Tr in ET. CO2 fertilization and a wetter climate enhanced WUE in northern Australia, whereas drought offset the CO2 fertilization effect in southern Australia. 相似文献

The movement of copper, chromium and arsenic originating from samples of the wood preservative Tanalith® through mildly acidic, sandy loam soil was investigated. Small, undisturbed soil cores (of dimensions 15 × 15 × 15 cm) were removed from the topsoil of a paddock adjacent to the Glenelg River in the Western District of Victoria, Australia. The paddock soils were thin (<30cm) greyish brown, mildly acidic, sandy loams with a moderate organic carbon content (2–5%) overlying a limestone cap. Tanalith® was applied to the surface of the cores which were then irrigated with deionised water at approximately 30 mm day‐1. Copper concentrations in all leachate remained at background levels throughout the experiment, and this element was found to be immobilised in the top 4 cm of the soil. Up to 29% of the applied dose of chromium was detected in the leachate, with breakthrough occurring within 20 days of Tanalith® application. Up to 13% ofthe applied dose ofarsenic was detected in the leachate, although in this case breakthrough was not observed until 25 days after Tanalith® application and leachate concentrations were still rising when the experiment came to a close. A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals. 相似文献

A land management history for central Queensland,Australia as determined from land-holder questionnaire and aerial photography 总被引:1,自引:0,他引:1
Features of the land management history over a 125,755 km(2) area of central Queensland, Australia were determined from a variety of sources. A random sample of 205 site locations provided the basis for determining trends in land use. Trends in vegetation clearing were determined using sequential aerial photography for the sample sites, revealing a steady rate averaging nearly 1% of the region per annum over 41 years. This measure of sustained clearing over a large region is higher than recently published clearing rates from South America. Land types have been selectively cleared with over 90% of the Acacia on clay land type having been cleared. A land-holder questionnaire pertaining to the random sites yielded a response rate of 71% and provided information on vegetation clearing, ploughing, tree killing (ring-barking or tree poisoning), and fire frequency, season and intensity. The land-holder responses were compared with independent data sources where possible and revealed no mis-information. However, land-holders may have been marginally less likely to respond if the sample area had been cleared, although this effect was not statistically significant. Ploughing and tree killing are variable depending on land type, but the former has affected about 40% of the Acacia on clay land type, effectively eliminating options for natural regrowth. The proportion of decade-site combinations that were reported as having no fires increased from 22% in the 1950s to an average of 42% for subsequent decades, although the reporting of more than one fire per decade has been relatively constant through the study period. The reporting of at least one fire per decade varies from 46% for the Acacia on sand land type to 77% for the Eucalypt on sand land type for decade-site combinations. Fires are more intense when associated with clearing than in uncleared vegetation, but the proportion of cool and hot fires is relatively constant between land types in uncleared vegetation. Nearly all fires reported were either in spring or summer and this seasonally restricted regime is probably at variance with Aboriginal fire regimes. This study describes the rapid transformation of central Queensland. The Australian coastline is one of the longest and most diverse of any in the world, and Australian researchers have developed
preliminary models of the behaviour of major coastal systems such as beaches and reefs. The Australian population is particularly
focused along the coastline, especially in metropolitan centres; however, the population of regional centres along the coast
is increasing steadily in response to a phenomenon termed seachange. Coastal systems are increasingly threatened by potential
impacts as a result of climate change, as indicated by the successive assessments by the Intergovernmental Panel on Climate
Change (IPCC). Although Australia played a central role in applying a common methodology (CM), developed from IPCC guidelines
in the 1990s, and in devising alternative approaches, which were initially trialled at nine sites on the Australian coast,
there has not been a nationally co-ordinated approach to assessing the coastal vulnerability of Australia, and such an approach
is only emerging now. Instead, there have been a series of different approaches adopted to look at the different parts of
the Australian coast, including wetland mapping in northern Australia; geomorphic unit mapping in South Australia; storm surge
vulnerability modelling in Queensland; probabilistic approaches to beach erosion in New South Wales; indicative mapping of
potential coastal retreat in Tasmania. Additionally, there have been methods proposed by insurers and coastal engineers to
meet their requirements. Since 2005, the Australian government has once again seen the need for a national coastal vulnerability
assessment, and a series of studies are planned or under way to achieve the aims of a National Climate Change Adaptation Framework. 相似文献

Traditional environmental knowledge (usually imparted orally) is being lost from many regions of the world, requiring novel forms of transmission if this situation is to be redressed. Loss of this knowledge may be a significant contributory factor towards ecological decline. Undoubtedly, disruption to ecosystems and societies that depend on these has impacted on traditional land management practices, with negative ramifications for biodiversity. From an environmental perspective, scientists in northern Australia need to understand traditional Aboriginal methods of ‘caring for country’, such as burning regimes, so that these can be incorporated into strategies today for maintaining Australia’s rich biodiversity. However, information exchange should be two-way: as well as learning from local people, science can in turn benefit people who may have little experience of, for example, invasive species. The challenge is how can the complexity of biological knowledge from within different ontologies be represented and integrated in a way that it can be of use to scientists and local people, in order to ensure a sustainable future? The main aim of this study was to record existing local knowledge of biodiversity for the community of Aurukun (far north Queensland), integrating this knowledge with scientific data, while giving parity to both knowledge systems and protecting intellectual property rights. A cross-cultural collaboration between community members and ethnobiologists resulted in development of the Aurukun Ethnobiology Database. Climate change is a significant environmental, social and environmental problem that has been identified by scientists in
consensus internationally. The Australian Government’s response is considered by environmental non-government organisations
(NGOs) to be inadequate. NGOs are ‘change agents’ of society, and in this role they are agitating to influence political decision-making
on climate change response.
This paper outlines the campaign strategies being used by Australian NGOs to attract public and political attention to the
issue of climate change. Using seven NGOs as case studies, the archival materials of these organisations were accessed and
analysed. Current academic and other literature also was used to reflect on their effectiveness. Four campaign themes and,
within these, fifteen activities were identified.
The results indicate that the notion of whether NGOs are undertaking an ‘revolutionary’ or ‘incremental’ approach, or any
other narrow strategic approach put forward by various scholars is too simple for analysing campaigns: none of the NGOs appear
to intentionally favour one type of strategy. The question raised by this finding is whether the NGOs’ current ‘multi-strategic’
approach is effective. This research contributes to filling the information gap with regard to NGO campaign strategies on
environmental issues, and highlights the need for further research. 相似文献

This paper explores similarities and differences in the knowledge, beliefs and actions that comprise the environmental attitudes of senior secondary school students in Australia and Brunei. Utilising data from a wider international study in Asia and the Pacific (Yencken et al. , 2000), the paper uses findings from these two countries to illustrate the pervasiveness of global environmental concerns over local cultural influences in the construction of youth environmental attitudes in Australia and Brunei. Thus, young people in these countries, as they do in all parts of the Asia-Pacific region, have very similar levels of environmental awareness and knowledge, sources of environmental, beliefs, systems or world views about the environment, and levels of perceived control over environmental trends. They also have a shared desire for schools to do more in the area of environmental education. The paper concludes that much more effort needs to be made in certain areas. The first is to encourage teachers and others who have influence over young people to develop their own knowledge and skills to be able to teach environmental education effectively. The second is in the area of curriculum and pedagogical reform so that young people explore the many possible ways in which current systems can change to support sustainability, in which current lifestyles reflect these systems, and in which their own actions can contribute to a sustainable future. 相似文献
