- DOI: http://dx.doi.org/10.1065/espr2006.02.294 Background, Aim and Scope. To better address the requirements of the changing multilateral order, the United Nations Industrial Development Organization (UNIDO) Cleaner Production Programme, in 2004, developed the new Sustainable Industrial Resource Management (SIRM) approach. This approach is in accordance with the principles decided at the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil in 1992. Unlike the traditional approaches to environmental management, the SIRM concept captures the idea of achieving sustainable industrial development through the implementation of circular material and energy flows in the entire production chain and reduction of the amount of material and energy used with greater efficiency solutions. The SIRM approach seeks to develop new models to encourage a shift from selling products to supplying services, modifying, in this manner, the supplier/user relationship and resulting in a win-win situation for the economy and the environment. Chemical Leasing represents such a new service-oriented business model and is currently being promoted by UNIDO′s Cleaner Production Programme. Main Features. One of the potential approaches to address the problems related to ineffective use and over-consumption of chemicals is the development and implementation of Chemical Leasing business models. These provide concrete solutions to the effective management of chemicals and on the ways negative releases to the environment can be reduced. The Chemical Leasing approach is a strategy that addresses the obligations of the changing international chemicals policy by focusing on a more service-oriented strategy. Mexico is one of the countries that were selected for the implementation of UNIDO's demonstration project to promote Chemical Leasing models in the country. The target sector of this project is the chemical industry, which is expected to shift their traditional business concept towards a more service and value-added approach. This is being achieved through the development of company specific business models that implement the above-indicated Chemical Leasing concept with the support from the Mexican National Cleaner Production Centre (NCPC). Results and Conclusions. The implementation of Chemical Leasing in Mexico has proven to be an efficient instrument in enhancing sustainable chemical management and significantly reducing emissions in Mexico. Several companies from the chemical industrial sector implement or agreed to implement chemical leasing business models. Based on the positive findings of the project, several Mexican companies started to negotiate contents of possible Chemical Leasing contracts with suitable business partners. The project further aimed at disseminating information on Chemical Leasing. It successfully attracted globally operating companies in the chemicals sector to explore possibilities to implement Chemical Leasing business models in Mexico. At the international level, the results of the UNIDO project were presented on 20TH September 2005 during a side event of the Strategic Approach to International Chemicals Management (SAICM) Preparation Conference in Vienna. Recommendations and Outlook. To facilitate the promotion and application of Chemical Leasing project at international level, UNIDO is currently developing a number of tools to standardize Chemical Leasing projects. These include, among others, Chemical leasing contract models; Chemical Leasing data base to find partners for chemical leasing; and guidelines to implement Chemical Leasing projects and work programmes.  相似文献

Objective judgments, external to the judge, are compared with subjective, internal judgments. This analysis is made in the context of reaching regulatory decisions affecting the human environment. Examples given include evaluating the potential risk of industrial chemicals and comparing the potential effects of short- and long-term changes in land use. The analysis deals not with the decisions themselves, but rather with the kinds of questions that must be posed in orderto reach such decisions. Decision makers may spuriously distinguish objective from subjective types of judgment, though these are rarely wholly separate. Judges can hardly dispute about objective statements, if truly identical definitions are used. But subjective statements can reasonably be voted upon. Scientists, engineers, and economists represent logical or objective decision makers, tending to work in groups. Subjective thinkers include artists and performers, and others who often work alone. Moral and aesthetic aspects of questions, usually seen as intangible, are treated as if subjective. Financial decisions, usually viewed as tangible, are handled as objective problems. This mechanism for making decisions is well-established in environmental assessment. Though objective questions can be treated well in the monetary terms of cost-benefit analysis, subjective ones cannot. Mathematical and other variants are discussed in relation to the comparison of alternative types of tests.  相似文献

Integrated testing and intelligent assessment—new challenges under REACH   总被引:1,自引:1,他引:0  
BACKGROUND, AIM AND SCOPE: Due to a number of drawbacks associated with the previous regime for the assessment of new and existing chemicals, the European Union established a new regulation concerning the registration, evaluation, authorisation and restriction of chemicals (REACH). All relevant industrial chemicals must now be assessed. Instead of the authorities, industry itself is responsible for the risk assessment. To achieve better and more efficient assessments while reducing animal testing, all information-standard, non-standard and non-testing-has to be used in an integrated manner. To meet these challenges, the current technical guidance documents for risk assessment of new and existing chemicals had to be updated and extended considerably. This was done by experts in a number of REACH Implementation Projects. This paper presents the most relevant results of the expert Endpoint Working Group on Aquatic Toxicity in order to illustrate the change of paradigm in the future assessment of hazards to the aquatic environment by chemical substances. MAIN FEATURES AND CHALLENGES: REACH sets certain minimum data requirements in order to achieve a high level of protection for human health and the environment. It encourages the assessor to use alternative information instead of or in addition to standard one. This information has to be equivalent to the standard information requirement and adequate to draw overall conclusions with respect to the regulatory endpoints classification and labelling, persistent, bioaccumulative and toxic (PBT) assessment and predicted no-effect concentrations (PNEC) derivation. The main task of the expert working group was to develop guidance on how to evaluate the toxicity of a substance based on integration of information from different sources and of various degrees of uncertainty in a weight of evidence approach. INTEGRATED TESTING AND INTELLIGENT ASSESSMENT: In order to verify the equivalence and adequacy of different types of information, a flexible sequence of steps was proposed, covering characterisation of the substance, analysis of modes of action, identification of possible analogues, evaluation of existing in vivo and in vitro testing data as well as of QSAR results. Finally, all available data from the different steps have to be integrated to come to an overall conclusion on the toxicity of the substance. This weight of evidence approach is the basis for the development of integrated testing strategies (ITS), in that the available evidence can help to determine subsequent testing steps and is essential for an optimal assessment. Its flexibility helps to meet the different requirements for drawing conclusions on the endpoints classification and labelling, PNEC derivation as well as PBT assessment. The integration of all kinds of additional information in a multi-criteria assessment reduces the uncertainties involved with extrapolation to the ecosystem level. The weight of evidence approach is illustrated by practical examples. CONCLUSIONS AND PERSPECTIVES: REACH leads to higher challenges in order to make sound decisions with fewer resources, i.e. to move away from extensive standard testing to an intelligent substance-tailored approach. Expert judgement and integrated thinking are key elements of the weight of evidence concept and ITS, potentially leading to better risk assessments. Important sub-lethal effects such as endocrine disruption, which are not covered by the current procedure, can be considered. Conclusions have to be fully substantiated: Risk communication will be an important aspect of future assessments.  相似文献

Bioassays were conducted to determine the effects of temperature and salinity on the acute toxicity of mercury, copper, cadmium, zinc, nickel and lead to juvenile banana prawns (Penaeus merguiensis de Man). Tests were conducted at all combinations of 35, 30 and 20°C with 36 and 20° salinity over 96 h. The general rank order of metal toxicity was Hg > (Cu, Cd, Zn) > Ni > Pb. The toxicity of all metals increased with increased temperature. This was most noticeable in the high salinity treatments, particularly for copper and zinc. Salinity appeared to influence the toxicity of all metals tested although significant differences were only found for copper and lead at 20°C. At this temperature prawns were markedly more susceptible to both metals in low salinity sea water. The data are compared with lethal concentrations found for other crustaceans and are discussed in relation to existing water quality criteria.  相似文献

Nuclear and nonnuclear industrial and research activities have been conducted on the Hanford reservation since 1943. Materials originating from these activities may enter the surrounding environment through releases of airborne and liquid effluents and solid wastes. Concern about the environmental effects of these releases has evolved over the past four decades into a comprehensive onsite and offsite monitoring program. Today, environmental monitoring to assess potential impacts of released materials includes field sampling and chemical and physical analyses of air, ground and surface water, fish and wildlife, soil, vegetation, and foodstuffs. This paper reviews the history of Hanford operations and summarizes the current environmental monitoring program and its major findings. Mathematical models based on monitoring data show that radiation doses to people living near the Hanford site are well below existing regulatory standards. Only trace amounts of radionuclides from Hanford have been detected in the offsite environment.  相似文献

Background

There is little available data on chemical use patterns by companies, with few federal requirements for reporting. This results in difficulties for targeting toxics for possible substitution, assisting employers with complying with newer international regulations, and decreased ability to estimate health and environmental impacts.

Methods

Massachusetts chemical use data for manufacturers required under the Toxics Use Reduction Act (TURA) was acquired, with corresponding information on industrial sector classification and employment levels by sector for both Massachusetts (MA) and Connecticut (CT). The MA chemical data was adjusted based on the ratio of employment levels by sector for CT compared to MA to give estimates of chemical usage by sector in CT.

Results

It was estimated that there was over 660 million pounds of chemicals used in CT, with over 300 million pounds each of carcinogens and reproductive hazards (categories overlap). The most common chemicals estimated to be used were styrene monomer (266 million lbs.), sodium hydroxide (60 million lbs.), and methanol (50 million lbs.). The industrial sub-sectors estimated with the highest chemical usage were chemical manufacturing, plastics and rubber products manufacturing, and fabricated metal product manufacturing.

Conclusion

There is extensive chemical use in CT manufacturing, but little direct information on actual use patterns.  相似文献

长北天然气处理厂气田采出水处理系统自投运以来,在生产运行过程中存在采出水悬浮物含量高、油份处理效果差的状况,回注水中含油、悬浮物较高,回注泵故障频发,回注压力高。分析水质变差原因,同时对现有采出水处理系统进行分析,优化缓蚀剂加注方案,制定加药程序,引入新设备、新工艺提升采出水处理效果,使回注水含油量、悬浮物含量达到回注标准。  相似文献
