In recent years, Turkey has experienced rapid economic and population growth coupled with both an equally rapid increase in
energy consumption and a vast disparity in welfare between socioeconomic groups and regions. In turn, these pressures have
accelerated the destruction of productive, assimilative, and regenerative capacities of the ecosystems, which are essential
for the well-being of the people and the economy. This paper describes the structure and function of major ecosystem types
in Turkey and discusses the underlying causes of environmental degradation in the framework of economy, energy, environment,
and ethics. From a national perspective, this paper suggests three sustainability-based policies necessary for Turkey's long-term
interests that balance economic, environmental, and energy goals: (1) decoupling economic growth from energy consumption growth
through the development of energy-efficient and renewable energy technologies; (2) linking economic efficiency and distributive
justice of wealth and power through distributive and participatory public policies; and (3) integrating the economic and ecological

/ To test the effectiveness of Michigan's soil erosion control law, 30 construction sites were evaluated in the east-central part of the state. The analytical framework lumped nine best management practices (BMPs) most closely related to the law into three categories: slope stabilization, soil stabilization, and water management. All sites were in the land clearing or foundation/framing stage of construction and were evaluated within 2 days after a rainfall event. Only four of the sites performed above the mean of the scoring scale, with the categorical scoring of BMPs indicating the worst performance for slope stabilization measures. The poor results suggest a failure to integrate scientific knowledge of erosion control with policy. A fundamental problem is the lack of basic site data on soil, topography, and hydrology, resulting in the incorrect application of BMPs, such as staging, filter fences, and berms. The current institutional framework for soil erosion control also provides disincentives to mitigate local erosion problems. 相似文献

/ This paper presents a case study of an American barrier island devastated by a hurricane to show how it is addressing the free-riding problem and protecting its public goods, thereby contributing to hazard mitigation. It examines hazard mitigation and the free-riding problem within the public goods framework. Free-riding is a term used in the public choice theory and common pool resource literature. It is a term used for describing the actions of rational individuals who freely exploit a collective or public good at the expense of others. Free-riding is a major problem faced by public goods. The problem very frequently occurs in the context of hazard mitigation and coastal resource management. Very little is known about the factors that contribute to the promotion of hazard mitigation. This paper identifies some of the important factors that help local institutions provide and sustain hazard mitigation measures. ABSTRACT: This study aimed to clarify public preferences for flood control measures in Japan, willingness to pay (WTP), and the main factors involved in WTP by applying the contingent valuation method. Findings showed that most residents surveyed expected some flood control measures, and revealed a diversity of interest in river management. WTP levels for different measures ranged from a mean of ¥2,887 to ¥4,861 and from a median of ¥1,000 to ¥2,000. However, WTP for additional flood risk reduction beyond initial levels was found to be zero. This was considered to be because WTP for flood risk reduction must be determined within a multi‐risk context. WTP for flood control measures may increase with per capita income, individual preparedness, and/or experience with flooding, but may decrease with distance from a river, acceptability of flood risk, and provision of environmental information. Furthermore, perception of flood risk may increase WTP, while perception of other risks may decrease it. Methods of dealing with environmental risk that were proposed in the survey may have affected WTP levels. 相似文献

ABSTRACT: Ash trees (Fraxinus americana L. and F. Pennsylvanica Marsh.) collected from the flood plain of the Potomac River near Washington, D.C., were studied for evidence of associations between known periods of above-average summer flows and changes in wood-growth anatomy. Concentric bands of latewood fibers with atypically large lumens and thin walls commonly developed in trees growing near the low-water channel. Discharge records indicate that roots of most trees with these “white rings” were flooded temporarily during the latewood-growth interval. Trees apparently were not damaged and a concomitant reduction of internal water stresses seems to have accelerated the rate of radial growth. The intra-ring position of anomalous fibers generally corresponded to the time of increased discharge within the estimated interval of latewood growth. Anomalous fibers occasionally formed in unflooded trees, but their position also coincided with episodes of increased discharge. The results of these studies may have applications for streamflow-reconstruction techniques where hydrologic data are incomplete or lacking. 相似文献

Digital simulation models of radiocesium cycling in Turkey Oaks were developed from in situ 134Cs tagging studies. Predictions of 134Cs steady-state distribution for 3-, 4- and 5-compartment, donor-controlled models were compared with the estimated fallout 137Cs distribution as a measure of model validation; output from the 5-compartment model compared best. Sensitivity analysis demonstrated that Turkey Oak burden of 134Cs was equally sensitive to the output rate from the tree compartment and the availability of 134Cs for uptake (i.e., presence in the root zone) but not the rate of uptake by Turkey Oaks. Observed distribution and model predictions indicate that radiocesium is readily bioaccumulated by Turkey Oaks (~13% of the ecosystem burden) from the soil and is cycled within the sand hills—Turkey Oak ecosystem. 相似文献
