地方安全生产条例与《安全生产法》比对分析   总被引:1,自引:0,他引:1  
对全国31个省、自治区和直辖市的安全生产条例进行了收集整理,并与《安全生产法》进行了逐条对比分析。从安全理念、安全规划、监管模式、机构和人员、管理制度和方法、安全经费、处罚和其他8个方面,对地方安全生产条例中具有代表性的、新的提法或改进的做法进行了总结。在此基础上,从建立"以人为本"安全理念、将"综合治理"纳入安全生产方针;明确要求各级政府编制安全生产规划,并将其纳入国民经济和社会发展规划;清晰界定政府综合监管、行业监管和其他监管部门的职责分工;细化各类企业安全管理机构和人员配备要求;明确注册安全工程师法律地位,并在高危行业强制配备;明确劳务派遣人员的培训职责,完善从业人员培训制度;建立安全生产信息系统,构建安全生产诚信体系;明确工伤保险基金、安全生产风险抵押金、安全生产责任险等费用的缴纳及管理要求;加大对尚未导致事故发生的违法行为的处罚力度;将隐患排查治理纳入《安全生产法》10个方面提出了对《安全生产法》的修改建议。  相似文献

Scientists and global commentators watched African countries closely in the early months of the COVID-19 pandemic, predicting an impending disaster: the virus was projected to overwhelm already weak health systems. These expectations were informed by imaginaries of Africa as an inevitable site of epidemic disaster. This paper draws on accounts from Sierra Leone, Tanzania, and Democratic Republic of the Congo to contrast global catastrophe framings with everyday imaginations and experiences of crisis and crisis management. Utilising ethnographic research, the paper initially explores how COVID-19 was understood in relation to previous epidemics, from HIV (human immunodeficiency virus) to Ebola, as well as political conflict. It then considers how global crisis narratives both inform and are in tension with everyday collective and personal experiences. The paper brings these empirical reflections into a conversation with theoretical debates on the discursive construction of crisis and its effects, and argues that these tensions matter because crisis framings have consequences.  相似文献

Crisis mapping is a legitimate component of both crisis informatics and disaster risk management. It has become an effective tool for humanitarian workers, especially after the earthquake in Haiti in 2010. Ushahidi is among the many mapping platforms on offer in the growing field of crisis mapping, and involves the application of crowdsourcing to create online and interactive maps of areas in turmoil. This paper presents the Crisis Map of the Czech Republic, which is the first such instrument to be deployed nationwide in Central Europe. It describes the methodologies used in the preparatory work phase and details some practices identified during the creation and actual employment of the map. In addition, the paper assesses its structure and technological architecture, as well as its potential possible development in the future. Lastly, it evaluates the utilisation of the Crisis Map during the floods in the Czech Republic in 2013.  相似文献

This paper aims to identify challenges, and threats, and further explore opportunities for a new Biodiversity Friendly Fisheries Management Regime on the Issyk-Kul Lake in the Kyrgyz Republic. This lake is the second largest high-altitude lake in the world providing recreational and small-scale fishing activities as well as cage culture of introduced species. The populations of several indigenous species are seriously threatened, because many of the introduced species are potential predators. We examine the root causes for overfishing and relationships of alien and endemic fish species in Issyk-Kul Lake and give possible policy options that can help remediate or mitigate the biodiversity degradation. This analysis focuses on necessary legal modifications, institutional cooperation, the protection of selected endemic fish species, control of the alien species, the sustainable extension services and management of fish ponds. Fisheries co-management is one option to explore shared stewardship and empowering user groups on the lake. A comprehensive fisheries management plan is also needed, in addition to immediate action and further studies on the following wider aspects: water management/irrigation issues, water-quality assessment near cage cultures, socio-cultural issues, resource inventory, and assessing fish biology and the lake ecosystem.  相似文献

Many threats to biodiversity can be predicted and are well mapped but others are uncertain in their extent, impact on biodiversity, and ability for conservation efforts to address, making them more difficult to account for in spatial conservation planning efforts, and as a result, they are often ignored. Here, we use a spatial prioritisation analysis to evaluate the consequences of considering only relatively well-mapped threats to biodiversity and compare this with planning scenarios that also account for more uncertain threats (in this case mining and armed conflict) under different management strategies. We evaluate three management strategies to address these more uncertain threats: 1. to ignore them; 2. avoid them; or 3. specifically target actions towards them, first individually and then simultaneously to assess the impact of their inclusion in spatial prioritisations. We apply our approach to the eastern Democratic Republic of the Congo (DRC) and identify priority areas for conserving biodiversity and carbon sequestration services. We found that a strategy that avoids addressing threats of mining and armed conflict more often misses important opportunities for biodiversity conservation, compared to a strategy that targets action towards areas under threat (assuming a biodiversity benefit is possible). We found that considering mining and armed conflict threats to biodiversity independently rather than simultaneously results in 13 800–14 800 km2 and 15 700–25 100 km2 of potential missed conservation opportunities when undertaking threat-avoiding and threat-targeting management strategies, respectively. The purpose of this research is to analyse the conflicts that arise among major stakeholders during the process of disaster management and to suggest policy recommendations for improving disaster management systems. It describes several important conflict cases that have occurred among major stakeholders, such as governments, private‐sector entities, and non‐governmental organisations, during natural disaster management. In addition, it probes the similarities and the differences between such conflicts in the Republic of Korea and the United States. The differences between them may originate from a range of factors, such as the disaster itself, cultural features, management practices, and government organisation. However, the conflicts also are very similar in some ways, as the motivations and the behaviour of stakeholders during a disaster are alike in both countries. Based on this comparison, the study presents some common and important implications for successful disaster management practices in Korea and the US, as well as in many other nations around the world.  相似文献

Abstract:  We studied 28 alien tree species currently planted for forestry purposes in the Czech Republic to determine the probability of their escape from cultivation and naturalization. Indicators of propagule pressure (number of administrative units in which a species is planted and total planting area) and time of introduction into cultivation were used as explanatory variables in multiple regression models. Fourteen species escaped from cultivation, and 39% of the variance was explained by the number of planting units and the time of introduction, the latter being more important. Species introduced early had a higher probability of escape than those introduced later, with more than 95% probability of escape for those introduced before 1801 and <5% for those introduced after 1892. Probability of naturalization was more difficult to predict, and eight species were misclassified. A model omitting two species with the largest influence on the model yielded similar predictors of naturalization as did the probability of escape. Both phases of invasion therefore appear to be driven by planting and introduction history in a similar way. Our results demonstrate the importance of forestry for recruitment of invasive trees. Six alien forestry trees, classified as invasive in the Czech Republic, are currently reported in nature reserves. In addition, forestry authorities want to increase the diversity of alien species and planting area in the country.  相似文献

Most studies of population movement have concentrated on the more developed nations and on trends that have not been influenced by man-made or natural disasters. The experience of developing countries in the Caribbean basin, as studied after the Guatemalan earthquake of 1976 and the impact of Hurricane David in the Dominican Republic of 1979, highlights the importance of socio-economic factors in the decision to make permanent migrations after a disaster, regardless of whether the migrant had personally suffered losses. In many cases the opportunities for personal betterment created by the disaster acted as a catalyst and accelerated a previously-existing trend of migration.  相似文献

Widespread disregard for essential principles of sound environmental management and protection during the three decades of Communist rule prior to 1980 have exacerbated traditional shortages of good arable land and productive forest cover in the People's Republic of China. The government's policies have also drastically reduced valuable freshwater surfaces, caused extensive grassland deterioration and soil erosion, and brought about many local and regional climatic changes. However, new policies put into effect recently are attempting to reverse these trends with a sound ecosystemic approach to land management.  相似文献
