Conflicts between local people's livelihoods and conservation have led to many unsuccessful conservation efforts and have stimulated debates on policies that might simultaneously promote sustainable management of protected areas and improve the living conditions of local people. Many government‐sponsored payments‐for‐ecosystem‐services (PES) schemes have been implemented around the world. However, few empirical assessments of their effectiveness have been conducted, and even fewer assessments have directly measured their effects on ecosystem services. We conducted an empirical and spatially explicit assessment of the conservation effectiveness of one of the world's largest PES programs through the use of a long‐term empirical data set, a satellite‐based habitat model, and spatial autoregressive analyses on direct measures of change in an ecosystem service (i.e., the provision of wildlife species habitat). Giant panda (Ailuropoda melanoleuca) habitat improved in Wolong Nature Reserve of China after the implementation of the Natural Forest Conservation Program. The improvement was more pronounced in areas monitored by local residents than those monitored by the local government, but only when a higher payment was provided. Our results suggest that the effectiveness of a PES program depends on who receives the payment and on whether the payment provides sufficient incentives. As engagement of local residents has not been incorporated in many conservation strategies elsewhere in China or around the world, our results also suggest that using an incentive‐based strategy as a complement to command‐and‐control, community‐ and norm‐based strategies may help achieve greater conservation effectiveness and provide a potential solution for the park versus people conflict.  相似文献

The Southern Ocean is one of the most rapidly changing ecosystems on the planet due to the effects of climate change and commercial fishing for ecologically important krill and fish. Because sea ice loss is expected to be accompanied by declines in krill and fish predators, decoupling the effects of climate and anthropogenic changes on these predator populations is crucial for ecosystem‐based management of the Southern Ocean. We reviewed research published from 2007 to 2014 that incorporated very high‐resolution satellite imagery to assess distribution, abundance, and effects of climate and other anthropogenic changes on populations of predators in polar regions. Very high‐resolution imagery has been used to study 7 species of polar animals in 13 papers, many of which provide methods through which further research can be conducted. Use of very high‐resolution imagery in the Southern Ocean can provide a broader understanding of climate and anthropogenic forces on populations and inform management and conservation recommendations. We recommend that conservation biologists continue to integrate high‐resolution remote sensing into broad‐scale biodiversity and population studies in remote areas, where it can provide much needed detail. Abstract: Parks are cornerstones of conservation; and non‐native invasive species drive extensive changes to biological diversity in parks. Knowing this, national park staff at Lake Mead National Recreation Area in the southwestern United States had a program in place for early detection of the non‐native, invasive quagga mussel (Dreissena rostriformis bugensis). Upon finding the mussel in January 2007, managers moved quickly to access funding and the best available science to implement a response. Managers considered four options—doing nothing, closing the park, restricting movement on the lakes, and educating and enforcing park visitors—and decided to focus on education and enforcing existing laws. Nonetheless, quagga spread throughout the park and soon began to appear throughout the western United States. I examined why efforts to control the expansion failed and determined the general lessons to be learned from this case. Concentrating human visitation on the lakes through land‐use zoning opened a pathway for invasion, reduced management options, and led to the rapid spread of quagga. To reconcile competing mandates to protect nature and provide recreation, zoning in parks has become a common practice worldwide. It reduces stress on some areas of a park by restricting and thus concentrating human activity in particular areas. Concentrating the human activity in one area does three things: cements pathways that repeatedly import and export vectors of non‐native invasive species; creates the disturbed area necessary to enable non‐native invasive species to gain a foothold; and, establishes a source of invasions that, without appropriate controls, can quickly spread to a park's wilderness areas.  相似文献

Agroforestry systems have substantial potential to conserve native biodiversity and provide ecosystem services. In particular, agroforestry systems have the potential to conserve native tree diversity and sequester carbon for climate change mitigation. However, little research has been conducted on the temporal stability of species diversity and aboveground carbon stocks in these systems or the relation between species diversity and aboveground carbon sequestration. We measured changes in shade‐tree diversity and shade‐tree carbon stocks in 14 plots of a 35‐ha coffee cooperative over 9 years and analyzed relations between species diversity and carbon sequestration. Carbon sequestration was positively correlated with initial species richness of shade trees. Species diversity of shade trees did not change significantly over the study period, but carbon stocks increased due to tree growth. Our results show a potential for carbon sequestration and long‐term biodiversity conservation in smallholder coffee agroforestry systems and illustrate the opportunity for synergies between biodiversity conservation and climate change mitigation. Understanding risks from the human-mediated spread of non-indigenous species (NIS) is a critical component of marine biosecurity management programmes. Recreational boating is well-recognised as a NIS pathway, especially at a regional scale. Assessment of risks from this pathway is therefore desirable for coastal environments where recreational boating occurs. However, formal or quantitative risk assessment for the recreational vessel pathway is often hampered by lack of data, hence often relies on expert opinion. The use of expert opinion itself is sometimes limited by its inherent vagueness, which can be an important source of uncertainty that reduces the validity and applicability of the assessment. Fuzzy logic, specifically interval type-2 fuzzy logic, is able to model and propagate this type of uncertainty, and is a useful technique in risk assessment where expert opinion is relied upon. The present paper describes the implementation of a NIS fuzzy expert system (FES) for assessing the risk of invasion in marine environments via recreational vessels. The FES was based on expert opinion gathered through systematic elicitation exercises, designed to acknowledge important uncertainty sources (e.g., underspecificity and ambiguity). The FES, using interval type-2 fuzzy logic, calculated an invasion risk value (integrating NIS infection and detection probabilities) for a range of invasion scenarios. These scenarios were defined by all possible combinations of two vessel types (moored and trailered), five vessel components (hull, deck, internal spaces, anchor, fishing gear), two infection modes (fouling, water/sediment retention) and six frequently visited marine habitats (marina, mooring, farm, ramp, wharf, anchorage). Although invasion risk values determined using the FES approach was scenario-specific, general patterns were identified. Moored vessels consistently showed higher invasion risk values than trailered vessels. Invasion risk values were higher for anchorages, moorings and wharves. Similarly, hull-fouling was revealed as the highest infection risk mode after pooling results across all habitats. The NIS fuzzy expert system presented here appears as a valuable prioritising and decision-making tool for NIS research, prevention and control activities. Its easy implementation and wide applicability should encourage the development and application of this type of system as an integral part of biosecurity, and other environmental management plans.  相似文献

Abstract: Systematic conservation assessment (an information‐gathering and prioritization process used to select the spatial foci of conservation initiatives) is often considered vital to conservation‐planning efforts, yet published assessments have rarely resulted in conservation action. Conservation assessments may lead more directly to effective conservation action if they are reoriented to inform conservation decisions. Toward this goal, we evaluated the relative priority for conservation of 7 sites proposed for the first forest reserves in the Union of the Comoros, an area with high levels of endemism and rapidly changing land uses in the western Indian Ocean. Through the analysis of 30 indicator variables measured at forest sites and nearby villages, we assessed 3 prioritization criteria at each site: conservation value, threat to loss of biological diversity from human activity, and feasibility of reserve establishment. Our results indicated 2 sites, Yiméré and Hassera‐Ndrengé, were priorities for conservation action. Our approach also informed the development of an implementation strategy and enabled an evaluation of previously unexplored relations among prioritization criteria. Our experience suggests that steps taken to ensure the closer involvement of practitioners, include a broader range of social data, encourage stakeholder participation, and consider the feasibility of conservation action can improve the relevance of assessments for conservation planning, strengthen the scientific basis for conservation decisions, and result in a more realistic evaluation of conservation alternatives.  相似文献

The phenomenon of Batesian mimicry, where a palatable animal gains protection against predation by resembling an unpalatable model, has been a core interest of evolutionary biologists for 150 years. An extensive range of studies has focused on revealing mechanistic aspects of mimicry (shared education and generalization of predators) and the evolutionary dynamics of mimicry systems (co‐operation vs. conflict) and revealed that protective mimicry is widespread and is important for individual fitness. However, according to our knowledge, there are no case studies where mimicry theories have been applied to conservation of mimetic species. Theoretically, mimicry affects, for example, frequency dependency of predator avoidance learning and human induced mortality. We examined the case of the protected, endangered, nonvenomous smooth snake (Coronella austriaca) that mimics the nonprotected venomous adder (Vipera berus), both of which occur in the Åland archipelago, Finland. To quantify the added predation risk on smooth snakes caused by the rarity of vipers, we calculated risk estimates from experimental data. Resemblance of vipers enhances survival of smooth snakes against bird predation because many predators avoid touching venomous vipers. Mimetic resemblance is however disadvantageous against human predators, who kill venomous vipers and accidentally kill endangered, protected smooth snakes. We found that the effective population size of the adders in Åland is very low relative to its smooth snake mimic (28.93 and 41.35, respectively).Because Batesian mimicry is advantageous for the mimic only if model species exist in sufficiently high numbers, it is likely that the conservation program for smooth snakes will fail if adders continue to be destroyed. Understanding the population consequences of mimetic species may be crucial to the success of endangered species conservation. We suggest that when a Batesian mimic requires protection, conservation planners should not ignore the model species (or co‐mimic in Mullerian mimicry rings) even if it is not itself endangered. Abstract: The U.S. Endangered Species Act (ESA) defines an endangered species as one “at risk of extinction throughout all or a significant portion of its range.” The prevailing interpretation of this phrase, which focuses exclusively on the overall viability of listed species without regard to their geographic distribution, has led to development of listing and recovery criteria with fundamental conceptual, legal, and practical shortcomings. The ESA's concept of endangerment is broader than the biological concept of extinction risk in that the “esthetic, ecological, educational, historical, recreational, and scientific” values provided by species are not necessarily furthered by a species mere existence, but rather by a species presence across much of its former range. The concept of “significant portion of range” thus implies an additional geographic component to recovery that may enhance viability, but also offers independent benefits that Congress intended the act to achieve. Although the ESA differs from other major endangered‐species protection laws because it acknowledges the distinct contribution of geography to recovery, it resembles the “representation, resiliency, and redundancy” conservation‐planning framework commonly referenced in recovery plans. To address representation, listing and recovery standards should consider not only what proportion of its former range a species inhabits, but the types of habitats a species occupies and the ecological role it plays there. Recovery planning for formerly widely distributed species (e.g., the gray wolf [Canis lupus]) exemplifies how the geographic component implicit in the ESA's definition of endangerment should be considered in determining recovery goals through identification of ecologically significant types or niche variation within the extent of listed species, subspecies, or “distinct population segments.” By linking listing and recovery standards to niche and ecosystem concepts, the concept of ecologically significant type offers a scientific framework that promotes more coherent dialogue concerning the societal decisions surrounding recovery of endangered species.  相似文献

Abstract: The links between species–environment relations and species’ responses to protection are unclear, but the objectives of marine protected areas (MPAs) are most likely to be achieved when those relations are known and inform MPA design. The components of a species’ habitat vary with the spatial resolution of the area considered. We characterized areas at two resolutions: 250 m2 (transect) and approximately 30,000 m2 (seascape). We considered three categories of environmental variables: substrate type, bottom complexity, and depth. We sought to determine at which resolution habitat characteristics were a better predictor of abundance and species composition of fishes and whether the relations with environmental variables at either resolution affected species’ responses to protection. Habitat features accounted for a larger proportion of spatial variation in species composition and abundances than differences in protection status. This spatial variation was explained best by habitat characteristics at the seascape level than at the transect level. Species’ responses to protected areas were specific to particular seascape characteristics, primarily depth, and bottom complexity. Our method may be useful for prioritizing marine areas for protection, designing MPAs, and monitoring their effectiveness. It identified areas that provided natural shelter, areas acting as buffer zones, and areas where fish species were most responsive to protection. The identification of such areas is necessary for cost‐effective establishment and monitoring of MPAs.  相似文献

Abstract: Avian conservation efforts must account for changes in vegetation composition and structure associated with climate change. We modeled vegetation change and the probability of occurrence of birds to project changes in winter bird distributions associated with climate change and fire management in the northern Chihuahuan Desert (southwestern U.S.A.). We simulated vegetation change in a process‐based model (Landscape and Fire Simulator) in which anticipated climate change was associated with doubling of current atmospheric carbon dioxide over the next 50 years. We estimated the relative probability of bird occurrence on the basis of statistical models derived from field observations of birds and data on vegetation type, topography, and roads. We selected 3 focal species, Scaled Quail (Callipepla squamata), Loggerhead Shrike (Lanius ludovicianus), and Rock Wren (Salpinctes obsoletus), that had a range of probabilities of occurrence for our study area. Our simulations projected increases in relative probability of bird occurrence in shrubland and decreases in grassland and Yucca spp. and ocotillo (Fouquieria splendens) vegetation. Generally, the relative probability of occurrence of all 3 species was highest in shrubland because leaf‐area index values were lower in shrubland. This high probability of occurrence likely is related to the species’ use of open vegetation for foraging. Fire suppression had little effect on projected vegetation composition because as climate changed there was less fuel and burned area. Our results show that if future water limits on plant type are considered, models that incorporate spatial data may suggest how and where different species of birds may respond to vegetation changes.  相似文献
