生态补偿已成为生态环境管理领域的热点问题。本文基于CiteSpace可视化文献分析工具,以CSSCI数据库中1998—2018年的期刊论文作为数据源,以"生态补偿"为关键词进行文献检索,通过共被引、关键词共现分析以及聚类分析等,探讨生态补偿研究领域的知识基础以及研究热点与前沿。结果表明:①生态补偿研究的发文数量经历了缓慢上升、快速增长、平稳增加三个阶段;②生态补偿研究作者集中度较高,发行期刊涵盖经济学、地理学、生态学、制度经济学等多个学科,反映出生态补偿是一个多学科交叉的研究主题,生态补偿研究的综合性不断增强;③依据关键词知识图谱,"国家重点生态功能区""生态环境""可持续发展"等成为最新研究热点;④新时期生态文明建设下,"草原生态补偿""支付意愿""转移支付""退耕还林"等成为生态补偿研究的最新前沿话题。  相似文献

Indigenous people in a number of major mineral-producing countries have established a substantial and growing capacity to tax mineral resources extracted from their traditional lands. However, almost no analysis has been conducted regarding the conceptual and practical issues involved in designing mineral taxation regimes for use by indigenous people. The general literature on mineral taxation is of limited relevance because basic assumptions it makes regarding the nature of the taxing authority (national or state governments) do not apply to indigenous peoples. This article discusses some key characteristics of indigenous communities as they relate to taxation of mineral resources. Against this background, it identifies a number of approaches to mineral taxation which might be utilized by indigenous groups and which acknowledge the specific constraints and circumstances they face while at the same time recognizing their need to attract and maintain investment on their traditional lands. It also reviews the inter-relationship between indigenous and state or governmental tax regimes.  相似文献

Community knowledge exchanges have played a key role in developmental processes in the Suid Bokkeveld community of South Africa. Two exchange visits were undertaken with the support of the Department of Agriculture and an NGO, the Environmental Monitoring Group, which have led to local economic development and enhanced capacity to manage natural resources in a sustainable manner. These pilot projects were undertaken within the framework of the Community Exchange and Training Programme of the Global Mechanism of the United Nations Convention to Combat Desertification (UNCCD). The methodology applied included facilitation to develop a community-based vision for development, in terms of which the community exchange process was designed. A Facilitation Team of service providers conducted preparatory workshops, and identified potential partner communities. Two exchange visits were carried out, one focused on Rooibos production and marketing, and the other on community-based eco-tourism. Following report-back and planning workshops, emerging community-driven initiatives were supported through their formative stages. The initiatives have not only resulted in enhanced livelihoods, but the methodology has also been applied widely in a number of different contexts.  相似文献

Combating desertification requires the involvement of many people ranging from communities who experience the effects on a daily basis and scientists attempting to understand the biophysical and socio-economic causes and consequences of desertification, to developers and policy makers on all levels. In many instances, however, the understanding, approaches and actions of these different groups contradict rather than support one another. Over the period 2000 to 2002, a conference process undertaken in southern Africa brought together communities, scientists, and development workers to test the concept that they could connect and work together to combat desertification, given an appropriate framework. The conference was a success, and communities, scientists and developers did exchange experience, knowledge and information. Many lessons were learned, although some pitfalls were experienced. Time, funding, enhanced communication, and good will are the primary ingredients for ensuring that different sectors complement one another in their efforts to combat desertification.  相似文献

The Thar Desert of western India is known for its rich and ancient culture system and traditions. The communities have long been part of the Thar Desert ecosystem and have evolved specific strategies to live in harmony with its hostile environment. This culture has provided several miracle plants of immense food and medicinal value to modern civilisation. The ancient rural livelihood knowledge system reflects time-tested techno-scientific knowledge with a proven track record of sustainability, especially during natural hazards like drought and famines. In addition, several of the traditional skills of local communities in arts and crafts, music and instruments have made modern man aware of the art and techniques of sustainably utilising local biological resources and preserving their biodiversity along with using waste products of the forests, without harming the desert ecosystem. Traditional cultural and socio-religious values are fast dwindling under the impact of materialistic approach, industrialisation and development. This paper endeavours to illustrate the need to assist and propagate indigenous rural livelihood systems rather than mindlessly replace or abandon them as a result of state bureaucracies.  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献

Small-scale fisheries are important in Laos, where rural people heavily depend upon Mekong River and tributary fish stocks for their livelihoods. Increasing pressures from human exploitation and habitat disturbance, however, have raised serious concerns about the potential depletion of various species. This has led to the establishment of large numbers of Fish Conservation Zones (FCZs) or “no-take” fish sanctuaries in southern Laos based on a “community-based fisheries co-management” framework. This study uses the local ecological knowledge (LEK) of fishers to assess the effectiveness of village-managed FCZs in enhancing fish stocks in the mainstream Mekong River in Khong District, Champasak Province. Focus group interviews about species that are believed to have benefited from different FCZs are compared with parameters such as FCZ area, age, depth, localized gradient, water velocity, and the presence of wetland forests nearby. The results suggest that no one aspect is likely to account for variations in fish stocks; rather, it is the interaction between numerous factors that has the largest impact. Secondly, the results indicate that microhabitat diversity and protection are critical for maintaining and enhancing Mekong fisheries. Deep-water pools are particularly important as dry season refuges for many fish species, and FCZ depth may be the single most important environmental factor affecting the success of FCZs in the Mekong River. FCZs have the most potential to benefit relatively sedentary species, but may also benefit highly migratory species, given the right conditions. This study shows that integrated approaches to stock assessment that employ LEK and scientific fisheries management have considerable potential for improving Mekong capture-fisheries management.  相似文献

Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale.  相似文献
