Use of impervious cover is transitioning from an indicator of surface water condition to one that also guides and informs watershed planning and management, including Clean Water Act (33 U.S.C. §1251 et seq.) reporting. Whether it is for understanding surface water condition or planning and management, impervious cover is most commonly expressed as summary measurement (e.g., percentage watershed in impervious cover). We use the National Land Cover Database to estimate impervious cover in the vicinity of surface waters for three time periods (2001, 2006, 2011). We also compare impervious cover in the vicinity of surface waters to watershed summary estimates of impervious cover for classifying the spatial pattern of impervious cover. Between 2001 and 2011, surface water shorelines (streams and water bodies) in the vicinity of impervious cover increased nearly 10,000 km. Across all time periods, approximately 27% of the watersheds in the continental United States had proximally distributed impervious cover, i.e., the percentage of impervious cover in the vicinity of surface waters was higher than its watershed summary expression. The southeastern United States has undergone anthropogenic changes in landscape structure, with the potential to increase (e.g., urbanization) and decrease (e.g., reservoir construction) stream flashiness and flooding. Assessment of the outcome of such change can provide insight into the efficacy of current strategies and policies to manage water resources. We (1) examined trends in precipitation, floods, and stream flashiness and (2) assessed the relative influence of land cover and flow‐regulating features (e.g., best management practices and artificial water bodies) on stream flashiness from 1991 to 2013. We found mean annual precipitation decreased, which coincided with decreasing trends in floods. In contrast, stream flashiness, overall, showed an increasing trend during the period of study. However, upon closer examination, 20 watersheds showed stable stream flashiness, whereas 5 increased and 6 decreased in flashiness. Urban watersheds were among those that increased or decreased in flashiness. Watersheds that increased in stream flashiness gained more urban cover, lost more forested cover and had fewer best management practices installed than urban watersheds that decreased in stream flashiness. We found best management practices are more effective than artificial water bodies in regulating flashy floods. Flashiness index is a valuable and straightforward metric to characterize changes in streamflow and help to assess the efficacy of management interventions. 相似文献
Quantifying surface water shortages in arid and semiarid agricultural regions is challenging because limited water supplies are distributed over long distances based on complex water management systems constrained by legal, economic, and social frameworks that evolve with time. In such regions, the water supply is often derived in a climate dramatically different from where the water is diverted to meet agricultural demand. The existing drought indices which rely on local climate do not portray the complexities of the economic and legal constraints on water delivery. Nor do these indices quantify the shortages that occur in drought. Therefore, this research proposes a methodological approach to define surface water shortages in irrigated agricultural systems using a newly developed index termed the Surface Water Delivery Index (SWDI). The SWDI can be used to uniformly quantify surface water deficits/shortages at the end of the irrigation season. Results from the SWDI clearly illustrate how water shortages in droughts identified by the existing indices (e.g., SPI and PDSI) vary strongly both within and between basins. Meta-analyses reveal that nutrient yields tend to be higher for watersheds dominated by anthropogenic uses (e.g., urban, agriculture) and lower for watersheds dominated by natural vegetation. One implication of this pattern is that loss of natural vegetation will produce increases in watershed nutrient yields. Yet, the same meta-analyses also reveal that, absent land-cover change, watershed nutrient yields vary from one year to the next due to many exogenous factors. The interacting effects of land cover and exogenous factors suggest nutrient yields should be treated as distributions, and the effect of land-cover change should be examined by looking for significant changes in the distributions. We compiled nutrient yield distributions from published data. The published data included watersheds with homogeneous land cover that typically reported two or more years of annual nutrient yields for the same watershed. These data were used to construct statistical models, and the models were used to estimate changes in the nutrient yield distributions as a result of land-cover change. Land-cover changes were derived from the National Land Cover Database (NLCD). Total nitrogen (TN) yield distributions increased significantly for 35 of 1550 watersheds and decreased significantly for 51. Total phosphorus (TP) yield distributions increased significantly for 142 watersheds and decreased significantly for 17. The amount of land-cover change required to produce significant shifts in nutrient yield distributions was not constant. Small land-cover changes led to significant shifts in nutrient yield distributions when watersheds were dominated by natural vegetation, whereas much larger land-cover changes were needed to produce significant shifts when watersheds were dominated by urban or agriculture. Land tenure plays a primary role in sustainable development efforts. However armed conflict and its repercussions reconfigure the network of social relations upon which all land tenure systems depend. In post‐conflict settings new laws have the opportunity to address tenure issues in the context of what people are already doing ‘on the ground’, with a view to moving from the fluidity of post‐conflict situations to a more solidified and peaceful social and legal environment. However there exists a lack of tools to analyze postwar land tenure and the prospects for reconstituting tenure systems to support recovery and development. This paper uses the Sustainable Livelihoods framework to examine postwar land tenure issues in order to draw out latent opportunities within emergent informal smallholder tenure constructs which may have utility in the reconstitution of national tenure systems.相似文献
Mineral phosphorus (P) fertilizers processed from fossil reserves have enhanced food production over the past 50 years and, hence, the welfare of billions of people. Fertilizer P has, however, not only been used to lift the fertility level of formerly poor soils, but also allowed people to neglect the reuse of P that humans ingest in the form of food and excrete again as faeces and urine and also in other organic wastes. Consequently, P mainly moves in a linear direction from mines to distant locations for crop production, processing and consumption, where a large fraction eventually may become either agronomically inactive due to over-application, unsuitable for recycling due to fixation, contamination or dilution, and harmful as a polluting agent of surface water. This type of P use is not sustainable because fossil phosphate rock reserves are finite. Once the high quality phosphate rock reserves become depleted, too little P will be available for the soils of food-producing regions that still require P supplements to facilitate efficient utilization of resources other than P, including other nutrients. The paper shows that the amounts of P applied in agriculture could be considerably smaller by optimizing land use, improvement of fertilizer recommendations and application techniques, modified livestock diets, and adjustment of livestock densities to available land. Such a concerted set of measures is expected to reduce the use of P in agriculture whilst maintaining crop yields and minimizing the environmental impact of P losses. The paper also argues that compensation of the P exported from farms should eventually be fully based on P recovered from ‘wastes’, the recycling of which should be stimulated by policy measures. 相似文献
We calculated farm, land, and soil N-budgets for countries in Europe and the EU27 as a whole using the agro-economic model CAPRI. For EU27, N-surplus is 55 kg N ha−1 yr−1 in a soil budget and 65 kg N2O–N ha−1 yr−1 and 67 kg N ha−1 yr−1 in land and farm budgets, respectively. NUE is 31% for the farm budget, 60% for the land budget and 63% for the soil budget. NS values are mainly related to the excretion (farm budget) and application (soil and land budget) of manure per hectare of total agricultural land. On the other hand, NUE is best explained by the specialization of the agricultural system toward animal production (farm NUE) or the share of imported feedstuff (soil NUE). Total N input, intensive farming, and the specialization to animal production are found to be the main drivers for a high NS and low NUE. 相似文献
Background: Alcohol use is pervasive among motorists on the road in Ghana; however, we do not know the extent to which this behavior is implicated in road accidents in this country.
Objectives: The main objective of this research was to establish the prevalence of alcohol in the blood of nonfatally injured casualties in the emergency departments (EDs) in northern Ghana.
Method: Participants were injured road traffic crash victims, namely, pedestrians, cyclists, motorcyclists, and drivers seeking treatment at an ED. The study sites were 2 level III trauma centers located in Wa and Bolgatanga. Participants were screened for alcohol followed by breath tests for positive participants using breathalyzers.
Results: Two hundred and sixty-two accident victims visited EDs, 58% of whom were in Wa. Among the victims, 41% were hospitalized and 57% experienced slight injuries. The vast majority (76%) of the casualties were motorcyclists, 13% were pedestrians, 8% were cyclists, and 2% were drivers. Casualties who had detectable alcohol in their blood were predominantly vulnerable road users. In all, 34% of participants had detectable blood alcohol concentrations (BACs) and the mean BAC for all casualties who tested positive and could give definitive BACs was 0.2265 (226 mg/dl). The prevalence of alcohol use was 53% among cyclists, 34% among motorcyclists, 21% among pedestrians, and 17% among drivers. Male casualties were more likely to test positive for alcohol than females. In addition, the prevalence of alcohol was significantly higher among injured casualties in Bolgatanga compared to Wa.
Conclusion: There was a high prevalence of alcohol use among nonfatally injured casualties in northern Ghana and injury severity increased with BAC. AUDIT screening in the hospital, alcohol consumption guideline, road safety education with an emphasis on minimizing or eliminating alcohol consumption, and enhanced enforcement of the BAC limit among motorists are recommended. 相似文献
