我国长江以南地区分布着为数众多的水乡古镇,它们多以水建镇,以水成市,创造了人类与自然和谐相处的居住环境.具有较高社会学、经济学、历史学、古建筑学等方面研究价值。20世纪80年代以来,水乡古镇旅游日益受到人们青睐,并已成为华东地区旅游的特色品牌之一。然而,随着旅游的发展,一些问题也逐渐暴露出来。浙江乌镇历史悠久.人文荟萃,为浙江省历史文化名镇。其优美的人居环境、深厚的文化底蕴,体现了较高的资源品味;优越的地理区位、精品战略和高投人高产出战略的实施,使得乌镇旅游开发在较短时间内取得了巨大的成功,经济、社会效益显著.知名度迅速扩大,乌镇也因此成为旅游界一匹异军突起的“黑马”,其发展倍受国内外游客及历史文化界人士的瞩目。同时由于开发历史较短,乌镇旅游开发还存在着旅游产品单一、缺乏亮点和特色、社区参与不够、旅游设施难以满足旅游快速发展的需要等现实问题。鉴于此,对江南水乡古镇旅游开发战略进行了初步探讨。  相似文献

Both permit requirements and ecological assessments have been used to evaluate mitigation success. This analysis combines these two approaches to evaluate mitigation required under Section 404 of the United States Clean Water Act (CWA) and Section 10 of the Rivers and Harbors Act, which allow developers to provide compensatory mitigation for unavoidable impacts to wetlands. This study reviewed permit files and conducted field assessments of mitigation sites to evaluate the effectiveness of mitigation required by the US Army Corps of Engineers for all permits issued in Orange County, California from 1979 through 1993. The 535 permit actions approved during this period allowed 157 ha of impacts. Mitigation was required on 70 of these actions, with 152 ha of enhanced, restored, and created habitat required for 136 ha of impacts. In 15 permit actions, no mitigation project was constructed, but in only two cases was the originally permitted project built; the two cases resulted in an unmitigated loss of 1.6 ha. Of the remaining 55 sites, 55% were successful at meeting the permit conditions while 11% failed to do so. Based on a qualitative assessment of habitat quality, only 16% of the sites could be considered successful and 26% were considered failures. Thus, of the 126 ha of habitat lost due to the 55 projects, only 26 ha of mitigation was considered successful. The low success rate was not due to poor enforcement, although nearly half of the projects did not comply with all permit conditions. Mitigation success could best be improved by requiring mitigation plans to have performance standards based on habitat functions.  相似文献

/ Whereas habitat conservation plans (HCPs) have been intended to provide comprehensive environmental mitigation for multiple species, they often narrow in focus to one species and either one mitigation site or unspecified sites. We developed an indicators framework from which to rate land units for their ecological integrity, collateral values (nonbiological qualities that can improve conservation), and restoration and conservation opportunities. The ratings of land units were guided by the tenets of conservation biology and principles of landscape and ecosystem ecology, and they were made using existing physical and floral information managed on a GIS. As an example of how the indicators approach can be used for HCPs, the 29 legally rare species targeted by the Yolo County HCP were each associated with vegetation complexes and agricultural crops, the maps of which were used for rating some of the landscape indices. The ratings were mapped so that mitigation can be directed to the places on the landscape where the legally rare species should benefit most from conservation practices. The most highly rated land units for conservation opportunity occurred along streams and sloughs, especially where they emerged from the foothills and entered the Central Valley and where the two largest creeks intersected the Sacramento River flood basin. We recommend that priority be given to mitigation or conservation at the most highly rated land units. The indices were easy to measure and can be used with other tools to monitor the mitigation success. Methane emissions make an important contribution to the enhanced greenhouse effect, emissions from rice growing being one of its major anthropogenic sources. The estimation of global fluxes of methane from rice and from coarse fiber production depends on extrapolating observed data across countries and agroclimatic zones: the estimates are therefore imprecise. We present a revised estimate of global emissions of 96 Tg CH4/yr, given 1991 rice areas, and 1991 production data for those tropical coarse fibers that also produce methane under anaerobic conditions. This is higher than many previous studies, which systematically underestimated the fluxes from tropical countries. As the world's population increases, the demand for rice will rise. This demand can only be satisfied through greater rice production, either by bringing new areas into rice growing or by using the present area more intensively. Strategies based on improved water management and fertilizer use will allow increased rice production and yields and reduce the methane flux per unit or rice production.  相似文献

A detailed evaluation of past wetland restoration projects in San Francisco Bay was undertaken to determine their present status and degree of success. Many of the projects never reached the level of success purported and others have been plagued by serious problems. On the basis of these findings, it is debatable whether any sites in San Francisco Bay can be described as completed, active, or successful restoration projects at present. In spite of these limited accomplishments, wetland creation and restoration have been adopted in the coastal permit process as mitigation to offset environmental damage or loss of habitat. However, because the technology is still largely experimental, there is no guarantee that man-made wetlands will persist as permanent substitutes for sacrificed natural habitats. Existing permit policies should be reanalyzed to insure that they actually succeed in safeguarding diminishing wetlands resources rather than bartering them away for questionable habitat substitutes. Coastal managers must be more specific about project requirements and goals before approval is granted. Continued research on a regional basis is needed to advance marsh establishment techniques into a proven technology. In the meantime, policies encouraging or allowing quid pro quo exchanges of natural wetlands with man-made replacements should proceed with caution. The technology and management policies used at present are many steps ahead of the needed supporting documentation.  相似文献

Returning canal spoil banks into canals, or backfilling, is used in Louisiana marshes to mitigate damage caused by dredging for oil and gas extraction. We evaluated 33 canals backfilled through July 1984 to assess the success of habitat restoration. We determined restoration success by examining canal depth, vegetation recolonization, and regraded spoil bank soils after backfilling. Restoration success depended on: marsh type, canal location, canal age, marsh soil characteristics, the presence or absence of a plug at the canal mouth, whether mitigation was on- or off-site, and dredge operator performance.Backfilling reduced median canal depth from 2.4 to 1.1 m, restored marsh vegetation on the backfilled spoil bank, but did not restore emergent marsh vegetation in the canal because of the lack of sufficient spoil material to fill the canal and time. Median percentage of cover of marsh vegetation on the canal spoil banks was 51.6%. Median percentage of cover in the canal was 0.7%. The organic matter and water content of spoil bank soils were restored to values intermediate between spoil bank levels and predredging marsh conditions.The average percentage of cover of marsh vegetation on backfilled spoil banks was highest in intermediate marshes (68.6%) and lowest in fresh (34.7%) and salt marshes (33.9%). Average canal depth was greatest in intermediate marshes (1.50 m) and least in fresh marshes (0.85 m). Canals backfilled in the Chenier Plain of western Louisiana were shallower (average depth = 0.61 m) than in the eastern Deltaic Plain (mean depth range = 1.08 to 1.30 m), probably because of differences in sediment type, lower subsidence rate, and lower tidal exchange in the Chenier Plain. Canals backfilled in marshes with more organic soils were deeper, probably as a result of greater loss of spoil volume caused by oxidation of soil organic matter. Canals ten or more years old at the time of backfilling had shallower depths after backfilling. Depths varied widely among canals backfilled within ten years of dredging. Canal size showed no relationship to canal depth or amount of vegetation reestablished. Plugged canals contained more marsh reestablished in the canal and much greater chance of colonization by submerged aquatic vegetation compared with unplugged canals. Dredge operator skill was important in leveling spoil banks to allow vegetation reestablishment. Wide variation in dredge performance led to differing success of vegetation restoration.Complete reestablishment of the vegetation was not a necessary condition for successful restoration. In addition to providing vegetation reestablishment, backfilling canals resulted in shallow water areas with higher habitat value for benthos, fish, and waterfowl than unfilled canals. Spoil bank removal also may help restore water flow patterns over the marsh surface. Increased backfilling for wetland mitigation and restoration is recommended.  相似文献

The governments of British Columbia, Alberta, Saskatchewan, Manitoba, Northwest Territories, and Canada held joint consultations in 1980 to review the available information on acid rain from Western and Northern Canada. It was concluded that acid rain might become a problem in the future and, hence, a research, monitoring, and management strategy for acidic deposition was needed. An overview of the joint governments' management strategy, organization of research and monitoring programs, and accomplishments to date are discussed in this article.The authors are members of the Technical Committee for the Long Range Transport of Atmospheric Pollutants (LRTAP)/Acid Deposition in Western and Northern Canada, and represent Alberta and British Columbia, respectively.  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献
