Inadequacy and poor quality of water supply for domestic purposes is increasingly becoming a concern in rural catchments of the Middle Mountains of Nepal. Water quantity is an issue in pocket areas of these catchments, while water quality is subject to concern in most of the water sources. Microbiological contamination in particular poses a risk to human health. In addition, sediment pollution during the monsoon season is perceived as an issue by the local residents. Elevated phosphate and nitrate levels in many water sources indicate intensive interaction with surface water hailing from agricultural areas and human settlements. These water quantity and quality concerns in two watersheds of Nepal, the Jhikhu Khola and the Yarsha Khola watersheds, are not isolated cases. Similar problems are reported from other watersheds monitored under the People and Resource Dynamics in Mountain Watersheds of the Hindu Kush-Himalayas (PARDYP) project in China, India, and Pakistan and the literature of this region. 相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the
first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy.
We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation
focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation
Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation
and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights
to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national
parks, wildlife reserves, etc.).
Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area
system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some
causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation,
and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some
aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and
a nationalized strategy to ameliorate the shortcomings. 相似文献

This paper describes forest product use at Chimkhola, an upper elevation village of west central Nepal. Villagers have large
herds of livestock that they use to fertilize agricultural fields by holding the animals on cropland for one to several weeks
prior to planting. Herds are moved sequentially from one group of fields to another until all are planted, and then families
take animals into the forests. Herders, therefore, live in temporary shelters away from the homestead throughout the year,
and for much of the year feed their livestock fodder cut from forest trees. By combining repeated interviews of sample households,
one-time interviews with a large sample of village families, and direct measurements of forest products being used, I found
that livestock maintenance consumes 74% of the hand-harvested wild biomass: 26.4% for green fodder, 32.3% for fuelwood at
the herder's hut, and 13.8% for construction of the herder's hut. Fuelwood burned at the homestead is the next largest consumer,
17.6%. Villagers also use small amounts of forest materials for house construction, charcoal, agricultural implements, and
bamboo for baskets and mats. The large amounts used by herders and livestock at Chimkhola mean that wild vegetation use there
far exceeds the measurements made by previous reliable studies at other communities. This system of forest use is, however,
degrading Chimkhola's forests and gradually converting them to shrublands. 相似文献

Risk of flood-related mortality in Nepal 总被引:1,自引:0,他引:1
In July 1993, severe flooding devastated Sarlahi district in Nepal. The next month, a follow-up study of a large population cohort was undertaken. The study is unique in that a prospective research database was used to verify residency prior to the flood and to confirm vital status afterwards. It evaluated 41,501 children aged between two and nine years and adults aged 15-70 in 7,252 households. Flood-related fatality rates were 13.3 per 1,000 for girls and 9.4 per 1,000 for boys, 6.1 per 1,000 for women and 4.1 per 1,000 for men. Flood-related fatality rates for children were six times higher than mortality rates in the same villages a year before the flood (relative risk (RR) = 5.9, 95 per cent confidence interval (CI) 5.0-6.8). Flood-related fatality was associated with low socio-economic status preflood (RR = 6.4, 95 per cent CI 2.7-20.0), and having a house constructed of thatch (RR = 5.1, 95 per cent CI 1.7-24.5). 相似文献

Does Community-Based Conservation Shape Favorable Attitudes Among Locals? An Empirical Study from Nepal 总被引:15,自引:1,他引:14
Like many developing countries, Nepal has adopted a community-based conservation (CBC) approach in recent years to manage
its protected areas mainly in response to poor park–people relations. Among other things, under this approach the government
has created new “people-oriented” conservation areas, formed and devolved legal authority to grassroots-level institutions
to manage local resources, fostered infrastructure development, promoted tourism, and provided income-generating trainings
to local people. Of interest to policy-makers and resource managers in Nepal and worldwide is whether this approach to conservation
leads to improved attitudes on the part of local people. It is also important to know if personal costs and benefits associated
with various intervention programs, and socioeconomic and demographic characteristics influence these attitudes.
We explore these questions by looking at the experiences in Annapurna and Makalu-Barun Conservation Areas, Nepal, which have
largely adopted a CBC approach in policy formulation, planning, and management. The research was conducted during 1996 and
1997; the data collection methods included random household questionnaire surveys, informal interviews, and review of official
records and published literature. The results indicated that the majority of local people held favorable attitudes toward
these conservation areas. Logistic regression results revealed that participation in training, benefit from tourism, wildlife
depredation issue, ethnicity, gender, and education level were the significant predictors of local attitudes in one or the
other conservation area. We conclude that the CBC approach has potential to shape favorable local attitudes and that these
attitudes will be mediated by some personal attributes. 相似文献

This paper explores the impact of violent conflict in Nepal on the functioning of community forestry user groups (CFUGs), particularly those supported by the Livelihoods and Forestry Programme, funded by the United Kingdom's Department for International Development (DFID). The key questions are: (i) what explains the resilience of CFUGs operating at the time of conflict?; (ii) what institutional arrangements and strategies allowed them to continue working under conflict conditions?; and (iii) what lessons can be drawn for donor‐supported development around the world? The study contributes to other research on the everyday experiences of residents of Nepal living in a period of conflict. It suggests that CFUG resilience was the result of the institutional set up of community forestry and the employment of various tactics by the CFUGs. While the institutional design of community forestry (structure) was very important for resilience, it was the ability of the CFUGs to support and use it effectively that was the determining factor in this regard. 相似文献

Previous research indicates that people's perception of risk from a particular hazard positively influences their adoption of effective mitigation strategies and responses. This research investigates the risk perceptions of people living downstream from Tsho Rolpa Glacial Lake of Nepal. Field surveys revealed that people living beneath the Tsho Rolpa glacial lake possess a low risk perception despite the probability of a glacial lake outburst at their location. Further investigation reveals that many individuals have made no adjustments in response to the potential disaster. The low risk perception on the part of the riverine population is chiefly attributed to the cry-wolf effect of the 1997 evacuation that followed an inaccurate prediction of a Tsho Rolpa outburst. Previous remediation structures were kept in place, but appear to have created a false sense of security among those at risk. This overconfidence in the rudimentary efforts employed thus far is illustrated by the fact that many residents have moved their infrastructure even closer to the river channel in recent years. Partial mitigation efforts have muted people's perceptions of the environmental risk and have therefore increased the vulnerability of the communities to a probable outburst flood. 相似文献

Biomass fuels are used by the majority of resource poor households in low-income countries. Though biomass fuels, such as
dung-briquette and firewood are apparently cheaper than the modern fuels indoor pollution from burning biomass fuels incurs
high health costs. But, the health costs of these conventional fuels, mostly being indirect, are poorly understood. To address
this gap, this study develops probit regression models using survey data generated through interviews from households using
either dung-briquette or biogas as the primary source of fuel for cooking. The study investigates factors affecting the use
of dung-briquette, assesses its impact on human health, and estimates the associated household health costs. Analysis suggests
significant effects of dung-briquette on asthma and eye diseases. Despite of the perception of it being a cheap fuel, the
annual health cost per household due to burning dung-briquette (US16.94) is 61.3 (US 16.94) is 61.3% higher than the annual cost of biogas
(US 10.38), an alternative cleaner fuel for rural households. For reducing the use of dung-briquette and its indirect health
costs, the study recommends three interventions: (1) educate women and aboriginal people, in particular, and make them aware
of the benefits of switching to biogas; (2) facilitate tree planting in communal as well as private lands; and (3) create
rural employment and income generation opportunities. 相似文献

We estimate the compensation required by the local communities to forego access to the natural resources within the Koshi
Tappu Wildlife Reserve (KTWR), Nepal using the contingent valuation method (CVM). In addition to contributing a CVM application
from a seldom studied location to the literature, this case illustrates the sensitivity of WTA estimates to the analytical
technique adopted. We analyze households’ willingness to accept (WTA) compensation using Tobit and double-hurdle regression
models that account for the censored distribution of WTA and nested yes/no decision implicit in the WTA responses. The average
WTA of a household residing in the vicinity of KTWR is estimated to be US $238, which amounts to nearly $ 1.64 million for
the neighboring region. The results provide a basis to address local people’s concerns in the process of sustainable management
of natural resources and wetland ecosystems in KTWR, Nepal. 相似文献
