城市作为经济发展和人口聚集的中心,已经成为全球应对气候变化的核心区域,核算碳排放责任并分析其分布特征对于制定城市低碳发展路径至关重要。东北地区作为我国的老工业基地,其“能源结构偏煤,产业结构偏重”的区域发展特征严重制约了东北地区的减排进程,开展碳排放责任研究有助于引导东北地区城市低碳发展。本研究分别从“生产者责任原则”“消费者责任原则”“供应者责任原则”三个视角构建碳排放责任核算模型,计算了东北地区36个城市的碳排放,并分析城市碳排放的差异性分布特征。研究结果显示,不同类型的城市在多种责任原则下的碳排放存在差异,碳排放的分布特征与城市的资源禀赋、产业结构和经济发展水平相关。本研究将为东北地区城市的碳排放责任分配提供理论依据和数据支持,并为其他城市的节能减排提供参考。 相似文献

Based on a study of an experimental wild plant certification project implemented within a tribal community in India, this paper explores how wild plant collectors respond to two contradictory objectives of certification, namely, conserving a targeted plant species while promoting its sale. By providing economic incentives through certification, the project aimed to induce a shift from the collection of immature berries to mature berries from a targeted tree species. However, the majority of the collectors increased their harvests of mature berries while continuing to collect the same quantities of immature berries. This unanticipated project outcome can be attributed to the unique nature of wild plants as an uncertain income source that requires no investment. Evidently, collectors have developed their own concepts of ecological and economic sustainability derived from this unique income source endowed by nature, and have incorporated the new economic opportunity into their own natural resource management strategies. 相似文献

Biodiversity offsetting aims to compensate for development‐induced biodiversity loss through commensurate conservation gains and is gaining traction among governments and businesses. However, cost shifting (i.e., diversion of offset funds to other conservation programs) and other perverse incentives can undermine the effectiveness of biodiversity offsetting. Additionality—the requirement that biodiversity offsets result in conservation outcomes that would not have been achieved otherwise—is fundamental to biodiversity offsetting. Cost shifting and violation of additionality can go hand in hand. India's national offsetting program is a case in point. Recent legislation allows the diversion of offset funds to meet the country's preexisting commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and United Nations Convention on Biological Diversity (CBD). With such diversions, no additional conservation takes place and development impacts remain uncompensated. Temporary additionality cannot be conceded in light of paucity of funds for preexisting commitments unless there is open acknowledgement that fulfillment of such commitments is contingent on offset funds. Two other examples of perverse incentives related to offsetting in India are the touting of inherently neutral offsetting outcomes as conservation gains, a tactic that breeds false complacency and results in reduced incentive for additional conservation efforts, and the clearing of native vegetation for commercial plantations in the name of compensatory afforestation, a practice that leads to biodiversity decline. The risks accompanying cost shifting and other perverse incentives, if not preempted and addressed, will result in net loss of forest cover in India. We recommend accurate baselines, transparent accounting, and open reporting of offset outcomes to ensure biodiversity offsetting achieves adequate and additional compensation for impacts of development. 相似文献

High levels of fluoride (beyond 1.5 ppm) in ground water as source of drinking water are common in many parts of Andhra Pradesh, India, causing fluorosis. The study carried out in endemic Nalgonda District, Andhra Pradesh, has indicated that the fluoride-rich ground water present in the wells located down stream and close to the surface water bodies is getting diluted by the low-fluoride surface water. Encouraged by this result, check dams were constructed upstream of the identified marginally high fluoride bearing ground water zones in Anantapur District to reduce fluoride levels as an alternate solution for safe drinking water.In this paper, an attempt is made to study the utility and effect of these check dams in dilution of fluoride concentration in drinking water and its resultant impact on the health aspects of certain villagers of Anantapur District through the analysis of their blood serum and urine. Ground water samples from three fluoride-affected villages, blood and urine of males and females from the same villages were collected and analyzed for fluoride using ion selective electrode method. The results indicated that the fluoride levels in blood serum and urine of males in the age group of 5–11 years are found to be the highest. The concentration of fluoride in ground water is directly proportional to the concentration of fluoride in blood serum and urine. The concentration of fluoride in ground water with depth of the aquifer is a function of lithology, amount and duration of rainfall, rate of infiltration, level of ground water exploitation in the area etc. The construction of check dams upstream of the identified marginally high fluoride waters will not only cause additional recharge of ground water but also reduces the fluoride concentration eventually improving the health of the villagers. 相似文献

Methane emission characteristics and its relations with plant and soil parameters under irrigated rice ecosystem of northeast India 总被引:1,自引:0,他引:1
Methane flux from rice varieties grown under two identical soils of Assam were monitored. In the first experiment, variety Jaya and GRT was grown in sandy loam soil of Lower Brahmaputra Valley Zone of Assam and the second experiment was conducted with variety Jyotiprasad and Bishnuprasad in sandy to sandy loam soils of Upper Brahmaputra Valley Zones of Assam. Methane flux recorded from variety Jyotiprasad and GRT was higher compared to variety Bishnuprasad and Jaya. The seasonal integrated flux recorded was 10.76 g m−2, 9.98 g m−2, 9.74 g m−2 and 11.31 g m−2 for variety GRT, Jaya, Bishnuprasad and Jyotiprasad, respectively. All the varieties exhibited two methane peaks one at maximum tillering stage and other at panicle initiation stage of the crop. Crop growth parameters such as leaf number, number of tillers and leaf area index (LAI) showed strong positive relationship with total methane flux. In both the experiments it was calculated that CH4 emission was substantially influenced by crop phenology and growth. This study explores the possibility of collective action as an alternative option for reducing water pollution for a cluster of small-scale industries. A case study of the Nandesari Industrial Estate in Gujarat, India, demonstrates the roles played by different agents, such as affected parties, polluters, non-governmental organizations, regulators and the court. The study empirically estimates the 'benefits' and 'costs' of water pollution abatement for a cluster of 250 small-scale industries at Nandesari, and uses these estimates for a social cost-benefit analysis. Benefits are estimated using the contingent valuation method, with a 'willingness to accept' format for the rural areas, and a 'willingness to pay' format for the urban area of the nearby Vadodara city. The article considers costs of command and control, market-based solutions and the option of common effluent treatment as alternative scenarios. It discusses how collective action and joint abatement at a common effluent treatment plant (CETP) by the 250 industries efficiently comply with the State Pollution Control Board norms, which had not been possible for the factories acting individually over the last 20 years. Finally, a detailed social cost-benefit analysis has been undertaken to estimate the net present social benefits with and without CETP. The cost-benefit analysis shows the economic advantage and social desirability of 'collective action' (joint treatment with CETP institutional arrangement) for water pollution abatement with respect to all possible scenarios comprising shadow prices of investment, foreign exchange, unskilled labour and equity considerations. 相似文献

海洋环境管理对于保护和保全海洋环境、推动海洋经济发展、构建生态文明具有重要意义。由于不同国家和地区的政治、经济、海洋战略和文化背景的差异,海洋环境管理的实施没有一个统一的标准模式,所解决的重点问题也不一样。这种多样性使得目前还没有一套通用的海洋环境管理评价体系。为此,本文以东北亚沿海各国为例,借鉴已有研究,从机构设置、法律体系和海洋环境状况三个方面出发,构建了包含定性和定量指标的海洋环境管理效果评价指标体系,在此基础上对东北亚沿海各国海洋环境管理效果进行定量评价与对比分析。结果表明,在机构设置和法律体系方面,日本领先于其他国家;在海洋环境管理方面,朝鲜较优;综合各方面后,日本表现最优,韩国、中国次之,朝鲜、俄罗斯较差。本研究提出的评价方法,可以较为客观地反映不同政治、经济和文化背景下国家在海洋环境管理方面的努力,可为我国审视自身不足、立足国情构建我国特色的海洋环境管理体制提供重要的方法指导和实践经验。 相似文献
