Control Strategy Optimization for Attainment and Exposure Mitigation: Case Study for Ozone in Macon, Georgia 总被引:1,自引:0,他引:1
Implementation of more stringent 8-hour ozone standards has led the U.S. Environmental Protection Agency to designate nonattainment
status to 474 counties nationwide, many of which had never previously violated air quality standards. As states select emission
control measures to achieve attainment in these regions, their choices pose significant implications to local economies and
the health of their citizens. Considering a case study of one such nonattainment region, Macon, Georgia, we develop a menu
of potential controls that could be implemented locally or in neighboring parts of the state. The control menu offers the
potential to control about 20–35% of ozone precursor emissions in most Georgia regions, but marginal costs increase rapidly
beyond 15–20%. We link high-order ozone sensitivities with the control menu to identify cost-optimized strategies for achieving
attainment and for alternative goals such as reducing spatially averaged or population-weighted ozone concentrations. Strategies
targeted toward attainment of Macon ozone would prioritize local reductions of nitrogen oxides, whereas controls in the more
densely populated Atlanta region are shown to be more effective for reducing statewide potential population exposure to ozone.
A U.S. EPA-sanctioned approach for demonstrating ozone attainment with photochemical models is shown to be highly dependent
on the choice of a baseline period and may not foster optimal strategies for assuring attainment and protecting human health. 相似文献

为探讨铝对植物的毒作用以及植物抗铝机理,研究了酸性条件下(pH4.4)铝胁迫对小麦的铝抗性品系TAM202和铝敏感品系TAM105的根和叶细胞内的一些生理生化指标的影响以及小麦对不同形态铝的吸收.结果表明,小麦主要吸收单核铝,抗性品系小麦TAM202吸收铝较少;在低浓度铝作用下TAM202培养后其营养液pH值显著升高;在不同浓度铝作用下,铝敏感品系TAM105叶片中的脯氨酸含量显著升高,表明铝对TAM202的叶片影响小于对TAM105的影响.2个品系小麦根细胞壁的组分含量在铝胁迫下发生变化.在75μmol·L-1铝作用下,TAM202中细胞壁的蛋白及己糖和糖醛酸的含量均升高,表明铝可能促进细胞壁成分的合成,对植物抗铝发挥一定的作用. 相似文献

An ozone deposition module is being developed to allow the estimation of stomatal fluxes of ozone into a number of vegetation types. This model is designed to be linked into a regional chemical-transport model for use within the European Monitoring and Evaluation Programme (EMEP), to provide information on possible risks to vegetation across Europe. This paper investigates some characteristics of this deposition module, for sites in very different climate zones. The Agricultural Conservation Program (ACP), is undergoing a new, rigorous evaluation to determine its effectiveness in conserving the Nation's agricultural soils and waters. ACP deals with many types of conservation practices, but the focus here is on the evaluation of soil and water related practices. ACP has depended heavily on the State and private forestry services, Soil Conservation Service, and the Cooperative Extension Services, for technical expertise. Thus, the process is an evaluation of the effectiveness of a “team of agencies,” as well as of the program itself. Results of the evaluation have helped to develop new thrusts which have moved ACP further into the position of treating the total conservation problem. Phase I has its limitations. It did not address the impact of wind erosion, water quality, change in productive capacity, soil quality, wildlife habitat, off site and farm income impacts. It does show that ACP has and is doing a very good job in meeting its stated purposes. It is clear that ACP's effectiveness can be improved with more and better advanced planning and more intensive use of soil maps, the USLE, and other scientific tools. Coking wastewater(CW) contains toxic and macromolecular substances that inhibit biological treatment. The refractory compounds remaining in biologically treated coking wastewater(BTCW) provide chemical oxygen demand(COD) and color levels that make it unacceptable for reuse or disposal. Gas-phase pulsed corona discharge(PCD) utilizing mostly hydroxyl radicals and ozone as oxidants was applied to both raw coking wastewater(RCW) and BTCW wastewater as a supplemental treatment. The energy efficiency of COD,phenol, thiocyanate and cyanide degradation by PCD was the subject of the research. The cost-effective removal of intermediate oxidation products with addition of lime was also studied. The energy efficiency of oxidation was inversely proportional to the pulse repetition frequency: lower frequency allows more effective utilization of ozone at longer treatment times. Oxidative treatment of RCW showed the removal of phenol and thiocyanate at 800 pulses per second from 611 to 227 mg/L and from 348 to 86 mg/L, respectively, at 42 k Wh/m~3 delivered energy, with substantial improvement in the BOD5/COD ratio(from 0.14 to 0.43).The COD and color of BTCW were removed by 30% and 93%, respectively, at 20 k Wh/m~3,showing energy efficiency for the PCD treatment exceeding that of conventional ozonation by a factor of 3–4. Application of lime appeared to be an effective supplement to the PCD treatment of RCW, degrading COD by about 28% at an energy input of 28 k Wh/m3 and the lime dose of 3.0 kg/m~3. The improvement of RCW treatability is attributed to the degradation of toxic substances and fragmentation of macromolecular compounds. 相似文献

Ultraviolet radiation (UV) and ozone can greatly affect human health and the Earth's ecological environment. By deploying a UV radiometer aboard a stratospheric balloon released at Qaidam (QDM) during the Asian summer monsoon (ASM) period in 2019, we provided in situ measurement of the UV profiles from the surface to the upper troposphere and lower stratosphere over the Tibetan Plateau (TP), China, for the first time. Based on two in situ UV profiles accompanied by four ozonesonde measurements, this study exhibited detailed variations of downwelling UV and vertical ozone distributions over the TP during the ASM period. The UV differences between the surface and stratospheric balloon flight altitudes were 16.7, 15.8, 12.6 and 18.0 Wm?2 during the four ozonesonde launches. Due to the diurnal variations in photochemical production and the stratosphere-troposphere exchange, the integrated ozone columns below 30 km ranged from 184.4 to 221.6 DU from four ozonesonde measurements. A positive correlation between UV attenuation and ozone column was exhibited under low cloud cover and clear sky conditions. The results of this study are expected to improve our understanding of UV and ozone properties, as well as their potential effects on terrestrial ecosystems and living environments over this significant plateau. 相似文献

Volatile organic compounds(VOCs) are the important precursors of the tropospheric ozone(O_3) and secondary organic aerosols(SOA),both of which are known to harm human health and disrupt the earth's climate system.In this study,VOC emission factors,O_3 and SOA formation potentials were estimated for two types of industrial boilers:coal-fired boilers(n=3) and oil-fired boilers(n=3).Results showed that EVOCs concentrations were more than nine times higher for oil-fire d boilers compared to those for coal-fired boilers.Emission factors of ΣVOCs were found to be higher for oil-fired boilers(9.26-32.83 mg-VOC/kg) than for coal-fired boilers(1.57-4.13 mg-VOC/kg).Alkanes and aromatics were obtained as the most abundant groups in coal-fired boilers,while oxygenated organics and aromatics were the most contributing groups in oil-fired boilers.Benzene,n-hexane and o-ethyl toluene were the abundant VOC species in coal-fired boiler emissions,whereas toluene was the most abundant VOC species emitted from oil-fired boilers.O_3 and SOA formation potentials were found 12 and 18 times,respectively,higher for oil-fired than for coal-fired boilers.Total OFP ranged from 3.99 to 11.39 mg-O_3/kg for coal-fired boilers.For oil-fired boilers,total OFP ranged from 36.16 to 131.93 mg-O_3/kg.Moreover,total secondary organic aerosol potential(SOAP) ranged from 65.4 to 122.5 mg-SOA/kg and 779.9 to 2252.5 mg-SOA/kg for the coal-fired and oil-fired boilers,respectively. 相似文献
