Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01618-7. 相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources. 相似文献

A major question in global environmental policy is whether schemes to reduce carbon pollution through forest management, such as Reducing Emissions from Deforestation and Degradation (REDD+), can also benefit biodiversity conservation in tropical countries. We identified municipalities in Brazil that are priorities for reducing rates of deforestation and thus preserving carbon stocks that are also conservation targets for the endangered jaguar (Panthera onca) and biodiversity in general. Preliminary statistical analysis showed that municipalities with high biodiversity were positively associated with high forest carbon stocks. We used a multicriteria decision analysis to identify municipalities that offered the best opportunities for the conservation of forest carbon stocks and biodiversity conservation under a range of scenarios with different rates of deforestation and carbon values. We further categorized these areas by their representativeness of the entire country (through measures such as percent forest cover) and an indirect measure of cost (number of municipalities). The municipalities that offered optimal co‐benefits for forest carbon stocks and conservation were termed REDDspots (n = 159), and their spatial distribution was compared with the distribution of current and proposed REDD projects (n = 135). We defined REDDspots as the municipalities that offer the best opportunities for co‐benefits between the conservation of forest carbon stocks, jaguars, and other wildlife. These areas coincided in 25% (n = 40) of municipalities. We identified a further 95 municipalities that may have the greatest potential to develop additional REDD+ projects while also targeting biodiversity conservation. We concluded that REDD+ strategies could be an efficient tool for biodiversity conservation in key locations, especially in Amazonian and Atlantic Forest biomes. Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. REDD+, a climate change mitigation mechanism that values carbon in tropical forests, is expected to provide Africa with a range of environmental and socio‐economic benefits. Drawing on a vast array of literature and personal experiences, this review analyzed particular features and challenges that REDD+ implementation has faced on the continent. The distinct contexts and major challenges regarding governance, finance and technical capacities are discussed, and mechanisms to fill these gaps are suggested. Radical land tenure reform and a perfect safeguard mechanism that transfers forest land and carbon to the communities are unlikely. REDD+ should rather look for systems that respect local institutional arrangements, and allow forest‐based communities to participate in decision‐making and benefit sharing, particularly benefits from emerging REDD+. Finances for REDD+ infrastructure and the results‐based payment are in short supply. While negotiating for potential external sources in the short term, Africa should generate domestic financial resources and look for additional payments for ecosystem services. Africa should also negotiate for forest monitoring capacity building, while strengthening local community forest monitoring. This review contributes to an improved understanding of the contexts and challenges to consider in the capacity and policy development for REDD+ implementation. 相似文献

For many decades, protected areas (PAs) have been considered by decision makers and conservation practitioners as one of the most common policies to promote biodiversity conservation. Diverse studies have assessed the impact of conservation policies at global and regional levels by comparing deforestation rates between PAs and unprotected areas. Most of these studies are based on conventional methods and could overestimate the avoided deforestation of PAs by omitting from their analyses the lack of randomness in the allocation of forest protection.We demonstrate that estimates of effectiveness can be substantially improved by controlling for biases along dimensions that are observable and testing the sensitivity of estimates of potential hidden biases. We used matching methods to evaluate the impact on deforestation of Ecuador's tropical Andean forest protected-area system between 1990 and 2008. We found that protection reduced deforestation in approximately 6% of the protected forests. These would have been deforested had they not been protected. Conventional approaches to estimate conservation impact, which fail to control for observable covariates correlated with both protection and deforestation, substantially overestimate avoided deforestation. Our conclusions are robust to potential hidden bias, as well as to changes in modeling assumptions. In addition, it is assumed that this research will help decision-making in the framework of international climate change mitigation policies, such as REDD+. 相似文献

This paper contributes to an emerging body of literature on policy experimentation and governance transformation processes. We use the example of REDD+ as consisting of policy experiments in an emerging domestic policy domain to understand obstacles to transformations in forest and climate governance. We ask two interlinked questions: to what extent did the establishment of the REDD+ Agency challenge ‘business as usual’ in Indonesia’s forest and climate policy arena?; and what does this mean for a transformation away from policies and governance that enable deforestation and forest degradation? We draw on the transformation literature to better understand the role of REDD+ to achieve a transformative shift in climate governance. As an experiment of transformative climate governance, the study of REDD+ provides important insights for other forest or climate programs. Our analysis shows that the REDD+ Agency was successful in some extend in introducing an alternative governance mechanism and in shaking the governance structures but we also note that some of the key actors thought that greater ownership was achieved when the REDD+ Agency was dissolved and the mandate was returned to the ministries. We conclude that policy experimenting is a process, and while the creation of novel policies and their experimentation is important, also their assimilation may lead to new opportunities. 相似文献

Many drivers of mangrove forest loss operate over large scales and are most effectively addressed by policy interventions. However, conflicting or unclear policy objectives exist at multiple tiers of government, resulting in contradictory management decisions. To address this, we considered four approaches that are being used increasingly or could be deployed in Southeast Asia to ensure sustainable livelihoods and biodiversity conservation. First, a stronger incorporation of mangroves into marine protected areas (that currently focus largely on reefs and fisheries) could resolve some policy conflicts and ensure that mangroves do not fall through a policy gap. Second, examples of community and government comanagement exist, but achieving comanagement at scale will be important in reconciling stakeholders and addressing conflicting policy objectives. Third, private‐sector initiatives could protect mangroves through existing and novel mechanisms in degraded areas and areas under future threat. Finally, payments for ecosystem services (PES) hold great promise for mangrove conservation, with carbon PES schemes (known as blue carbon) attracting attention. Although barriers remain to the implementation of PES, the potential to implement them at multiple scales exists. Closing the gap between mangrove conservation policies and action is crucial to the improved protection and management of this imperiled coastal ecosystem and to the livelihoods that depend on them. 相似文献

Questions of equity, gender, power and rights are central to environmental justice in climate mitigation schemes such as REDD+ (Reducing Emissions From Deforestation and Degradation). Drawing on the ideas of co-benefits and safeguards, the strategies for challenging mainstream discourse on gender in REDD+ – from the outside and within – are examined of two organisations that have attempted to bring a political concept – gender – into the largely technical discourse of climate policy. The analysis points to the risks of co-option that women’s organisations face, trying to challenge and change the mainstream discourse on gender in climate policy-making. The need for diverse and flexible strategies for resistance and influence in order to seize opportunities that may arise in countering the depoliticising force of global climate governance are highlighted. 相似文献
