Abstract:  Commercial and subsistence fisheries pressure is increasing in the Gulf of California, Mexico. One consequence often associated with high levels of fishing pressure is an increase in bycatch of marine mammals and birds. Fisheries bycatch has contributed to declines in several pinniped species and may be affecting the California sea lion ( Zalophus californianus ) population in the Gulf of California. We used data on fisheries and sea lion entanglement in gill nets to estimate current fishing pressure and fishing rates under which viable sea lion populations could be sustained at 11 breeding sites in the Gulf of California. We used 3 models to estimate sustainable bycatch rates: a simple population-growth model, a demographic model, and an estimate of the potential biological removal. All models were based on life history and census data collected for sea lions in the Gulf of California. We estimated the current level of fishing pressure and the acceptable level of fishing required to maintain viable sea lion populations as the number of fishing days (1 fisher/boat setting and retrieving 1 day's worth of nets) per year. Estimates of current fishing pressure ranged from 101 (0–405) fishing days around the Los Machos breeding site to 1887 (842–3140) around the Los Islotes rookery. To maintain viable sea lion populations at each site, the current level of fishing permissible could be augmented at some sites and should be reduced at other sites. For example, the area around San Esteban could support up to 1428 (935–2337) additional fishing days, whereas fishing around Lobos should be reduced by at least 165 days (107–268). Our results provide conservation practitioners with site-specific guidelines for maintaining sustainable sea lion populations and provide a method to estimate fishing pressure and sustainable bycatch rates that could be used for other marine mammals and birds .  相似文献

ABSTRACT: Recent watershed research indicates that many timber management practices have profound effects on the water quality of small headwater streams. These streams often support fisheries of high value. Current knowledge seems to indicate that a definite potential exists for a symbiotic relationship between timber and fisheries management. Maximum development of both resources is attainable only if further research efforts recognize the mutually benefiting aspects of these heretofore separate disciplines. Future research should carefully examine the complex interrelationships between small headwater aquatic ecosystems and the riparian forest environment.  相似文献

What happens when those who provide conservation advice are required to take policy and management action based on that advice? Conservation advocates and scientists often try to prompt regulatory change that has significant implications for government without facing the challenge of managing such change. Through a case study, we placed ourselves in the role of the government of Thailand, facing obligations to seahorses (Hippocampus spp.) under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These obligations include ensuring that its exports of seahorses do not damage wild populations. We applied a CITES-approved framework (which we developed) to evaluate the risks of such exports to 2 seahorse species. We used the framework to evaluate the pressures that put wild populations of the species at risk; whether current management mitigates the risk or offsets these pressures; and whether the species is responding as hoped to management policy. We based our analysis on information in published and grey literature, local knowledge, citizen science data, results of government research, and expert opinion. To meet CITES obligations, exports of both species would need to be prohibited until more precautionary adaptive management emerged. The risk of any exports of Hippocampus trimaculatus was above a tolerable level because of a lack of appropriate management to mitigate risks. In contrast, the risk of any exports of Hippocampus kuda could become tolerable if monitoring were put in place to assess the species’ response to management. The process we developed for Authorities to determine risk in response to CITES guidelines was challenging to implement even without the need for government to consider social implications of conservation action. Despite the imperfections of our risk evaluation, however, it still served to support adaptive management. Conservationists need to keep implementation in mind when offering advice.  相似文献

Fishing pressure has increased the extinction risk of many elasmobranch (shark and ray) species. Although many countries have established no‐take marine reserves, a paucity of monitoring data means it is still unclear if reserves are effectively protecting these species. We examined data collected by a small group of divers over the past 21 years at one of the world's oldest marine protected areas (MPAs), Cocos Island National Park, Costa Rica. We used mixed effects models to determine trends in relative abundance, or probability of occurrence, of 12 monitored elasmobranch species while accounting for variation among observers and from abiotic factors. Eight of 12 species declined significantly over the past 2 decades. We documented decreases in relative abundance for 6 species, including the iconic scalloped hammerhead shark (Sphyrna lewini) (?45%), whitetip reef shark (Triaenodon obesus) (?77%), mobula ray (Mobula spp.) (?78%), and manta ray (Manta birostris) (?89%), and decreases in the probability of occurrence for 2 other species. Several of these species have small home ranges and should be better protected by an MPA, which underscores the notion that declines of marine megafauna will continue unabated in MPAs unless there is adequate enforcement effort to control fishing. In addition, probability of occurrence at Cocos Island of tiger (Galeocerdo cuvier), Galapagos (Carcharhinus galapagensis), blacktip (Carcharhinus limbatus), and whale (Rhincodon typus) sharks increased significantly. The effectiveness of MPAs cannot be evaluated by examining single species because population responses can vary depending on life history traits and vulnerability to fishing pressure.  相似文献

Abstract:  Although some sea turtle populations are showing encouraging signs of recovery, others continue to decline. Reversing population declines requires an understanding of the primary factor(s) that underlie this persistent demographic trend. The list of putative factors includes direct turtle and egg harvest, egg predation, loss or degradation of nesting beach habitat, fisheries bycatch, pollution, and large-scale changes in oceanographic conditions and nutrient availability. Recently, fisheries bycatch, in particular bycatch from longline fisheries, has received increased attention and has been proposed as a primary source of turtle mortality. We reviewed the existing data on the relative impact of longline bycatch on sea turtle populations. Although bycatch rates from individual longline vessels are extremely low, the amount of gear deployed by longline vessels suggests that cumulative bycatch of turtles from older age classes is substantial. Current estimates suggest that even if pelagic longlines are not the largest single source of fisheries-related mortality, longline bycatch is high enough to warrant management actions in all fleets that encounter sea turtles. Nevertheless, preliminary data also suggest that bycatch from gillnets and trawl fisheries is equally high or higher than longline bycatch with far higher mortality rates. Until gillnet and trawl fisheries are subject to the same level of scrutiny given to pelagic longlines, our understanding of the overall impact of fisheries bycatch on vulnerable sea turtle populations will be incomplete.  相似文献

Fisheries catches are known to be widely underreported, and much of their value flows in informal markets. Goods and services that are not directly sold in a market also have a corresponding economic value, here termed ‘shadow value’, which can apply to discarded fish—or those that are consumed but not sold (e.g., subsistence catches). Here, we estimate the monetary value of fisheries catches in Panama that are landed but not reported, or that are discarded at sea; this includes catches from artisanal and industrial fleets, as well as recreational and subsistence fisheries. Based on available data, we estimate that the market and shadow value of unreported catches in Panama in 2010 was around US$92 million, equal to approximately 43% of the total reported landed value. In the case of discarded fish, the shadow value represents the potential but entirely unrealized economic benefit of landing such fish; in the case of unreported landings, unreported market value represents only the first link in the potentially sophisticated informal seafood economy. One must be careful in considering these results for policy. It is possible that, rather than seeking to capture these ‘lost’ benefits, fish that are discarded or unreported should not have been caught at all, for example, if they are juveniles or of threatened species; conversely, unreported subsistence catches are crucial for food security throughout the world. These results help contextualize the scale of unreported fisheries in economic terms, and can inform subsequent policies and strategies to ensure social, ecological, and economic sustainability.  相似文献

If unauthorized resource use is prevented, managing marine resources by allocating property rights may match economic and environmental conservation incentives. However, because of the developing exploitation of marine resources and accompanying pollution, species' living conditions in Europe's waters are changing more quickly than before. By considering the roles of fisheries productivity, intellectual property rights, intellectual capital rights, market size, governance, and economic growth from 1990 to 2022, this paper aims to investigate the dynamic effect of property rights factors on the sustainability of the fisheries industry in 27 European countries. At higher quantiles, the findings showed a significant positive association between governance and fisheries sustainability adopting a new method, the MMQR with fixed effects, the Method of Moments Quantile Regression. In addition, in EU27 nations, the impact of intellectual property rights was favorable and statistically significant from the first to ninth quantiles. The findings show that the EU14 developed nations have more excellent governance and intellectual capital rights than the EU13 developing countries, significantly benefiting fisheries sustainability. In the same way that market size and economic growth condense fisheries sustainability in EU14 developed and EU13 developing countries, it has been discovered that intellectual property rights do the same across all quantiles, supporting the growth hypothesis for fisheries-producing countries. The findings specifically show that the beneficial solid impact of intellectual property rights, market size, and economic development on the sustainability of fisheries is more significant in EU13 developing nations than in EU14 developed countries. These results provide policymakers with helpful information for promoting property rights aspects in EU14 and EU13 nations via effective green technologies in the fisheries sector to meet sustainable development objectives.  相似文献

We analysed fisheries trends in the northern region of the Gulf of California, within the Biosphere Reserve of the Upper Gulf of California and Colorado Delta River and the Vaquita Refuge Area, and suggest measures to protect the vaquita, Phocoena sinus. We compiled and analysed catch reports of artisanal fishermen in the three fishing communities of the Upper Gulf of California (San Felipe in the State of Baja California, and Golfo de Santa Clara and Puerto Peñasco in the State of Sonora) from 1995 to 2007. This information was categorised with respect to geographic information systems, and all fishing sites within two marine protected areas in the region were identified. In addition, from a survey based on direct interviews with artisanal fishermen in each of the three ports, we identified that 23% of fishermen will continue fishing despite on-going fishing buy-out programmes in the region. We suggest several specific courses of action to decrease the fishing impact on this critically endangered cetacean. However, given the critical situation of this critically endangered species, it is very uncertain whether enforcing a no-take zone within the biosphere reserve and the Vaquita Refuge Area, or even a wider fishing moratorium, will be enough to save this endangered species from extinction.  相似文献

Although it is recognized that marine wild-capture fisheries are an important source of food for much of the world, the cost of sustainable capture fisheries to species diversity is uncertain, and it is often questioned whether industrial fisheries can be managed sustainably. We evaluated the trade-off among sustainable food production, profitability, and conservation objectives in the groundfish bottom-trawl fishery off the U.S. West Coast, where depletion (i.e., reduction in abundance) of six rockfish species (Sebastes) is of particular concern. Trade-offs are inherent in this multispecies fishery because there is limited capacity to target species individually. From population models and catch of 34 stocks of bottom fish, we calculated the relation between harvest rate, long-term yield (i.e., total weight of fish caught), profit, and depletion of each species. In our models, annual ecosystem-wide yield from all 34 stocks was maximized with an overall 5.4% harvest rate, but profit was maximized at a 2.8% harvest rate. When we reduced harvest rates to the level (2.2% harvest rate) at which no stocks collapsed (<10% of unfished levels), biomass harvested was 76% of the maximum sustainable yield and profit 89% of maximum. A harvest rate under which no stocks fell below the biomass that produced maximum sustainable yield (1% harvest rate), resulted in 45% of potential yield and 67% of potential profit. Major reductions in catch in the late 1990s led to increase in the biomass of the most depleted stocks, but this rebuilding resulted in the loss of >30% of total sustainable yield, whereas yield lost from stock depletion was 3% of total sustainable yield. There are clear conservation benefits to lower harvest rates, but avoiding overfishing of all stocks in a multispecies fishery carries a substantial cost in terms of lost yield and profit.  相似文献

The underlying reason for the mismanagement of tropical nearshore fisheries is the implementation of policies and programs based on Western models and approaches, coupled with an inability and/or unwillingness to consider non-Western alternatives of empirically proven value. Such attitudes are embedded in donor and development agency behavior, and are demonstrated by the temperate bias in conventional approaches to fisheries education and management, with a corresponding lack of understanding of tropical milieux, and in the persistence of various prejudices. Adaptive Management, The Ecosystem Approach, Local Knowledge, and Protected Areas are discussed from the perspectives of Western models and pre-existing Pacific Island systems as alternative models. Given the parlous condition of the global environment and resources, the best non-Western pre-existing models and Western approaches must be blended to provide sustainable solutions.
