The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Innovation represents, in the end, a game of power that should be analysed as such. 相似文献

Abstract: The World Conservation Union (IUCN) published guidelines to apply the criteria developed for global red lists at subglobal levels. So far only a few national red lists have been prepared according to these regional guidelines. We present a procedure based on the regional guidelines that was developed for the most recent red list of breeding birds in Switzerland. Special attention was given to step 2 of the IUCN regional guidelines, which consists of adapting categories according to an assessment of the extent to which extinction risk of the national population is affected by populations in neighboring countries. To avoid subjective assessments we formalized this "up- and downgrading" procedure by defining rules to answer the questions asked in the regional guidelines. Some modifications to the assessment procedure were introduced to account for the specific situation of applying it to birds as a very mobile group and Switzerland as a small country. The up- and downgrading procedure resulted in a change in category for 49 of the 195 bird species assessed. Overall, 9 species were upgraded, 21 species were downgraded by one category, and 19 species were downgraded by two categories. Formalizing step 2 allowed consistent application of the regional guidelines for all species and will make future revisions of the national red list and comparisons between different lists easier. 相似文献

Abstract: National red lists of threatened animal and plant species prepared according to the criteria of the World Conservation Union (IUCN) adequately reflect the extinction risk of species within a country but cannot be used directly to set conservation priorities. In particular, the significance of national populations for the conservation of the species as a whole is not taken into account. We present a procedure that can be used to assess national responsibility based on the national red-list status of a species, the international importance of the national population, and the species' "historical rarity" status. We distinguished five responsibility classes for breeding birds: B1, threatened species with internationally important populations in Switzerland; B2, threatened species with internationally less important populations; B3, nonthreatened species with internationally important populations; B4, nonthreatened species with internationally less important populations; and B5, species that have never been common in Switzerland. Two responsibility classes were distinguished for birds occurring in Switzerland as visitors: G1, species with large concentrations in Switzerland and an unfavorable conservation status in Europe, and G2, species with large concentrations in Switzerland and a favorable conservation status in Europe. Two additional classes (G3 and G4) for visiting species occurring in internationally less important numbers are possible but were not analyzed in detail. Responsibility classes B1, B2, B3, G1, and G2 were defined as species of national conservation concern. We developed the method for birds in Switzerland, but it can be used in other countries and for other taxonomic groups as well. The present paper analyses and compares how federalism in Austria and Switzerland affected climate change mitigation in the fully decentralized building sectors of the two countries during the Kyoto Period (1990–2012). This is of interest because the environmental significance of federal political systems is still contested. We first review the literature on federalism in the context of environmental and climate policymaking, and we show that the effects of federal political systems can be positive or negative (depending on interactions between politics and problem characteristics). We then summarize the two qualitative country studies. By analysing who initiated and coordinated respective policies at what time and why, we show that respective policy changes neither emerged bottom-up nor diffused between provinces/cantons, although the latter are fully responsible for building policies. While most policy changes were triggered by federal and/or European Union interventions, the provinces/cantons usually delayed and/or watered down policy changes to smallest common denominator solutions. Based on these findings we conclude that the building sectors of the two countries became more efficient despite, not because of federalism. Against this background we recommend centralizing building policies, or to engage sub-national actors in national target-setting early on. 相似文献

In this study, we assess the risks of global warming on distributions of individual tree species in Switzerland. Applying
a spatially explicit model, tree occurrence is predicted as a function of high resolution and physiologically relevant biophysical
variables. The study shows that warming only slightly alters the overall abundance of tree species. However, the preferred
temperature regimes are unevenly distributed along an elevational gradient, and the sensitivity to temperature varies considerably
between the species. As a result, major reorganizations of forests in montane and subalpine belts are expected, i.e., a segregation
of the core distributions of Fagus sylvatica and Picea abies is observed. Tree distribution potentials near timberlines, however, remain roughly the same.

Wild bees are critical for multiple ecosystem functions but are currently threatened. Understanding the determinants of the spatial distribution of wild bee diversity is a major research gap for their conservation. We modeled wild bee α and β taxonomic and functional diversity in Switzerland to uncover countrywide diversity patterns and determine the extent to which they provide complementary information, assess the importance of the different drivers structuring wild bee diversity, identify hotspots of wild bee diversity, and determine the overlap between diversity hotspots and the network of protected areas. We used site-level occurrence and trait data from 547 wild bee species across 3343 plots and calculated community attributes, including taxonomic diversity metrics, community mean trait values, and functional diversity metrics. We modeled their distribution with predictors describing gradients of climate, resource availability (vegetation), and anthropogenic influence (i.e., land-use types and beekeeping intensity). Wild bee diversity changed along gradients of climate and resource availability; high-elevation areas had lower functional and taxonomic α diversity, and xeric areas harbored more diverse bee communities. Functional and taxonomic β diversities diverged from this pattern, with high elevations hosting unique species and trait combinations. The proportion of diversity hotspots included in protected areas depended on the biodiversity facet, but most diversity hotspots occurred in unprotected land. Climate and resource availability gradients drove spatial patterns of wild bee diversity, resulting in lower overall diversity at higher elevations, but simultaneously greater taxonomic and functional uniqueness. This spatial mismatch among distinct biodiversity facets and the degree of overlap with protected areas is a challenge to wild bee conservation, especially in the face of global change, and calls for better integrating unprotected land. The application of spatial predictive models represents a valuable tool to aid the future development of protected areas and achieve wild bee conservation goals. 相似文献

There is an increasing need and interest in including indicators of landscape fragmentation in monitoring systems of sustainable landscape management. Landscape fragmentation due to transportation infrastructure and urban development threatens human and environmental well-being by noise and pollution from traffic, reducing the size and viability of wildlife populations, facilitating the spread of invasive species, and impairing the scenic and recreational qualities of the landscape. This paper provides the rationale, method, and data for including landscape fragmentation in monitoring systems, using as an example the Swiss Monitoring System of Sustainable Development (Monet). We defined and compared four levels of fragmentation analysis, or fragmentation geometries (FGs), each based on different fragmenting elements, e.g., only anthropogenic, or combinations of anthropogenic and natural elements. As each FG has specific strengths and weaknesses, the most appropriate choice of FG depends on the context and objectives of a study. We present data on the current degree of landscape fragmentation for the five ecoregions and 26 cantons in Switzerland for all four FGs. Our results show that the degree of landscape fragmentation as quantified by the effective mesh size method is strongly supported by the postulates and indicator selection criteria of Monet, and we identify the most suitable FG focusing on the land area below 2100 m (e.g., excluding lakes) and allowing for an equitable comparison of fragmentation degrees among regions that differ in area covered by lakes and high mountains. For a more detailed analysis of landscape fragmentation in the context of environmental impact assessments and strategic environmental assessments, a combination of all four FGs may provide a more informative tool than any single FG. 相似文献

Surrogates, such as umbrella species, are commonly used to reduce the complexity of quantifying biodiversity for conservation purposes. The presence of umbrella species is often indicative of high taxonomic diversity; however, functional diversity is now recognized as an important metric for biodiversity and thus should be considered when choosing umbrella species. We identified umbrella species associated with high taxonomic and functional biodiversity in urban areas in Switzerland. We analyzed 39,752 individuals of 574 animal species from 96 study plots and 1397 presences of 262 plant species from 58 plots. Thirty‐one biodiversity measures of 7 taxonomic groups (plants, spiders, bees, ground beetles, lady bugs, weevils and birds) were included in within‐ and across‐taxa analyses. Sixteen measures were taxonomical (species richness and species diversity), whereas 15 were functional (species traits including mobility, resource use, and reproduction). We used indicator value analysis to identify umbrella species associated with single or multiple biodiversity measures. Many umbrella species were indicators of high biodiversity within their own taxonomic group (from 33.3% in weevils to 93.8% in birds), to a lesser extent they were indicators across taxa. Principal component analysis revealed that umbrella species for multiple measures of biodiversity represented different aspects of biodiversity, especially with respect to measures of taxonomic and functional diversity. Thus, even umbrella species for multiple measures of biodiversity were complementary in the biodiversity aspects they represented. Thus, the choice of umbrella species based solely on taxonomic diversity is questionable and may not represent biodiversity comprehensively. Our results suggest that, depending on conservation priorities, managers should choose multiple and complementary umbrella species to assess the state of biodiversity.
