辽宁省污水综合排放标准刍议

针对《辽宁省污水综合排放标准》（DB21/1627—2008）实施以来暴露出的一些值得商榷的问题,对比分析了发达国家的污水排放标准,指出了在《辽宁省污水综合排放标准》（DB21/1627—2008）执行过程中应以建设时间为节点区别对待污水处理厂,应适当放宽总氮指标,分流域制定标准,建立标准的技术支撑体系等4个方面对《辽宁省污水综合排放标准》进行改进,以使《辽宁省污水综合排放标准》更适应社会、经济、技术的发展。     

依靠科技进步 发展低碳农业

在全球携手应对气候变暖、减少温室气体排放的背景下,发展低碳经济是解决气候变化与经济发展矛盾的有效途径。通过描述气候变化、固碳减排对粮食安全、土壤碳汇、森林固碳、资源循环利用等影响和促进作用,深入分析发展低碳经济与可持续发展的关系,探讨如何在农业领域内开发高效循环生产体系,从而实现农业生产过程的固碳减排目的。由此,提出发展低碳农业是实现低碳经济的目标之一,它是一个复合技术体系,涉及了绿色农业、循环农业、生态文明、可持续发展理念。必须通过科学技术的突破,改造、提升低碳农业技术,改变农业现有的＂高能耗、高污染＂的生产状况,实现低碳生产、生活方式的转变。最后提出发展现代的低碳农业产业经济的对策和思考。     

静电放电测试标准解析

设备在遭遇不同程度的静电放电时,其自身的安全性和可靠性面临着巨大的考验。GB/T 17626.2-2006、GJB 1389A-2005和RTCA/DO-160F均描述了静电放电试验项目。比较分析这三个标准对该项目在试验目的、适用对象等方面的差异,可以发现这三个标准的考核要求和试验方法也不尽相同。GB/T 17626.2-2006是一项基础性标准,适用于各种电子设备;GJB 1389A-2005主要针对垂直起吊、空中加油系统以及军械分系统,考核其在装卸、运输和垂直补给过程中的安全性和可靠性;RTCA/DO-160F主要考核的是民航空运设备在经受静电脉冲后执行预期功能的能力。     

Treatment of Dichloromethane Using Gliding Arc Plasma

Decomposition of dichloromethane (CH₂Cl₂) using a gliding plasma was examined and reported in this paper. The effects of initial concentrations of CH₂Cl₂, total gas flow rates, and input frequency have been studied to evaluate the performance of gliding arc on CH₂Cl₂ decomposition. Using atmospheric pressure air as the carrier gas, experimental results indicate that the maximum conversion of CH₂Cl₂ was 95.1% at a total gas flow rate of 180 L/hr containing 1% by volume of CH₂Cl₂. The reaction occurred at an exothermic condition and gaseous products are dominated by CO, CHCl₃, and Cl₂. CO₂ and CCl₄ are also detected in the product stream in small amounts. The conversion of CH₂Cl₂ increases with the increasing applied voltage and decreasing total gas flow rate.     

含聚采油废水外排达标处理技术

本文针对含聚合物采油废水中聚丙烯酰胺生物毒性大、生化降解困难,采用二级气浮+活性污泥工艺对高含聚采油废水进行了现场实验研究。实验结果表明,处理后外排水中COD 80 mg/L,降解效率96.9%;石油类2 mg/L,降解效率98.6%,外排水的各项指标均能达国家和地方的相关标准。     

浑河沈阳段污水排放口最优规划研究

针对沈阳市经济发展和污染加剧的特点,为合理充分利用浑河水环境容量,节约投资,建立了浑河沈阳段主要排污口最优化模型,并应用分段线性化对该模型进行了线性化,进而确定排污口最优化线性模型,最后通过M atlab软件求解出各排放口的污水允许排放浓度及最低的处理费用。     

Local Area Quotas for Industrial Emissions along Reaches of the Pearl River in Guangdong

Abstract

There is an obvious departure from the regional equilibrium of developments between the upper and lower reaches of the Pearl River in Guangdong, which resulted in “the effects of contra-geography-grads development”. It is mainly because the upriver mountainous areas have been deeply stuck in industrialization delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of “the vicious circle of poverty” by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environmental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called “the Local Area Quotas for Industrial Emis-sions along the Pearl River” is put forward supposed to give corresponding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs.     

A Radio Communication System for Neuronal Signals

Abstract

To collect neuronal activity data from awake, freely behaving animals, we developed miniature telemetry recording system. The integrated system consists of four major components: 1) Microelectrodes and micro-driver assembly, 2) analog front end (AFE), 3) programmable system on chip (PSoC), and 4) radio transceiver and the LabVIEW were used as a platform for the graphic user interface. The result showed the system was able to record and analyze neuronal recordings in freely moving animals and lasted continuously for a time period of a week or more. This is very useful for the study of the interdisciplinary research of neuroscience and information engineering techniques. The circuits and architecture of the devices can be adapted for neurobiology and research with other small animals.
