 The limited scientific information about infectious waste, and the heightened public awareness of this special component of the waste stream, have contributed to the implementation or strengthening of the regulations in this area. This paper proposes a general working definition of infectious waste, and describes the systems used to limit its potential occupational and public health impacts. Although incineration and autoclaving are the most widely used methods of treating infectious waste, the introduction of more stringent air-quality standards for incinerators, and the inherent limitations to the application of autoclaves, have created a demand for other methods of processing this segment of the solid and liquid waste streams. These alternative technologies use one or more of the following methods: (1) heating the waste to a minimum of 90–95°C; (2) exposing the waste to suitable chemicals; (3) subjecting the waste to heated chemicals; (4) irradiating the infectious waste with ionizing sources. The advantages and disadvantages of each of these alternative forms of treatment are discussed in this paper. Received: April 22, 2002 / Accepted: October 14, 2002  相似文献

This paper analyzes five major causes of park-people conflicts that have occurred in Nepal's Royal Chitwan National Park. The causes include illegal transactions of forest products from the park, livestock grazing in the park, illegal hunting and fishing, crop damage, and threats to human and animal life caused by wild animals from the park. The conflicts indicate a reciprocal relationship between the park and local people. They reflect the attitudes of local people and representatives of the park authority whose priorities and objectives largely diverge. The results show that people settled adjacent to the park are heavily dependent on its resources. Even in places where some, albeit few alternative sources exist, local people continue to trespass the park boundary as these sources are inadequate to ensure the fulfillment of local people's resource needs. Illegal transactions of resources continue throughout the year; however, they are less intense during summer due to flooding caused by the Rapti River, which forms the park boundary towards the northern section where this study is conducted. The frequency of local people's visits to the park is mainly determined by their age, distance between homesteads and park, and volume of crop loss caused by wild animals. Crop damage is the function of size of landholding, distance, and frequency of crop raid. Local people claim that they have no intention of letting their livestock graze in the park; however, the dense vegetation of the park attracts livestock grazing on riverbanks just outside the open park boundary. Many head of livestock are killed by carnivores of the park. Human casualties are mainly caused by sloth bear (Melursus ursinus), tiger (Panthera tigris), wild pig (Sug scrofa), and rhinoceros (Rhinoceros unicornis). There had been some earlier attempts to reconcile the conflicts by offering local people different kinds of compensations; however, these were unsuccessful measures. An integrated approach is essential if efforts to resolve the park-people conflicts are to succeed. The government is in the process of launching a project that aims to resolve the inherent problems with such an approach. Suggestions are made to incorporate some key elements, such as maintaining effective communication between various parties and the potential for wildlife conservation among local people.  相似文献

ABSTRACT: We investigated the effect of technical clarity on success in multi-party negotiations in the Federal Energy Regulatory Commission (FERC) licensing process. Technical clarity is the shared understanding of dimensions such as the geographic extent of the project, range of flows to be considered, important species and life stages, and variety of water uses considered. The results of four hydropower licensing consultations are reported. Key participants were interviewed to ascertain the level of technical clarity present during the consultations and the degree to which the consultations were successful. Technical clarity appears to be a prerequisite for successful outcomes. Factors that enhance technical clarity include simple project design, new rather than existing projects, precise definition of issues, a sense of urgency to reach agreement, a sense of fairness among participants, and consistency in participation. Negotiators should not neglect the critical pre-negotiation steps of defining technical issues and determining appropriate studies, deciding how to interpret studies, and agreeing on responses to study results.  相似文献

Abstract

To study the viability of detached leaf culture technique, studies were carried out with detached leaves from cotton apex (true trilobed leaves). The prepared leaves were sprayed with 2,4-D amine and ester, at rates of 10, 30, 70, and 100% of the recommended doses. Detached leaves without herbicide spray were used as controls. Simultaneously, a greenhouse experiment was conducted with the same treatments as used for the detached leaves experiment. Toxicity was measured through a 0-to-5 grading according to the percentage of affected leaf area in the detached leaves experiment or examining the affected rate of whole plant as indicated in the greenhouse. Results showed that the ester form of the herbicide induced earlier and more severe toxicity symptoms in detached leaves and greenhouse grown plants. Positive and significant correlations (p < 0.001) were found between toxicity results obtained at 7 and 14 days after application in detached leaves and greenhouse plants (r = 0.97 and 0.92, respectively). Negative, significant correlations (p < 0.005) were found between the toxicity levels found at 7 and 14 days after application in detached leaves and dry matter of cotton plants grown in the greenhouse (r = ?0.92 and ?0.92, respectively).  相似文献

Organizations may fail to keep their commitments to their employees, at times leading to psychological contract violation. Although many victims of violation remain with their employer despite such adverse experiences, little research exists on their responses in the aftermath of violation. This paper develops a post‐violation model to explain systematically how violation victims respond to and cope with violation and the effects this process has on their subsequent psychological contract. Central to post‐violation are the victims' beliefs regarding the likelihood of violation resolution and the factors affecting it. The model specifies how the victim engages in a self‐regulation process that results in an array of potential psychological contract outcomes. Possible outcomes include reactivation of the original pre‐violation contract, the formation of a new contract that may be more or less attractive than the original, or a state of dissolution wherein the victim fails to form a functional psychological contract with the employer. This paper describes an integrative method for quantifying, analyzing, and comparing the effects of alternative rehabilitation approaches with visual preference. The method was applied to a portion of a major industrial area located in southern Italy. Four alternative approaches to rehabilitation (alternative designs) were developed and analyzed. The scenarios consisted of the cleanup of the brownfields plus: (1) the addition of ground cover species; (2) the addition of ground cover species and a few trees randomly distributed; (3) the addition of ground cover species and a few trees in small groups; and (4) the addition of ground cover species and several trees in large groups. The approaches were analyzed and compared to the baseline condition through the use of cost-surface modeling (CSM) and visual preference assessment (VPA). Statistical results showed that alternatives that were more ecologically functional for forest bird species dispersal were also more visually preferable. Some differences were identified based on user groups and location of residence. The results of the study are used to identify implications for enhancing both ecological attributes and visual preferences of rehabilitating landscapes through planning and design.  相似文献

Concerns about declines in forest biodiversity underscore the need for accurate estimates of the distribution and abundance of organisms at large scales and at resolutions that are fine enough to be appropriate for management. This paper addresses three major objectives: (i) to determine whether the resolution of typical air photo-derived forest inventory is sufficient for the accurate prediction of site occupancy by forest birds. We compared prediction success of habitat models using air photo variables to models with variables derived from finer resolution, ground-sampled vegetation plots. (ii) To test whether incorporating spatial autocorrelation into habitat models via autologistic regression increases prediction success. (iii) To determine whether landscape structure is an important factor in predicting bird distribution in forest-dominated landscapes. Models were tested locally (Greater Fundy Ecosystem [GFE]) using cross-validation, and regionally using an independent data set from an area located ca. 250 km to the northwest (Riley Brook [RB]). We found significant positive spatial autocorrelation in the residuals of at least one habitat model for 76% (16/21) of species examined. In these cases, the logistic regression assumption of spatially independent errors was violated. Logistic models that ignored spatial autocorrelation tended to overestimate habitat effects. Though overall prediction success was higher for autologistic models than logistic models in the GFE, the difference was only significantly improved for one species. Further, the inclusion of spatial covariates did little to improve model performance in the geographically discrete study area. For 62% (13/21) of species examined, landscape variables were significant predictors of forest bird occurrence even after statistically controlling for stand-level variability. However, broad spatial extents explained less variation than local factors. In the GFE, 76% (16/21) of air photo and 81% (17/21) of ground plot models were accurate enough to be of practical utility (AUC > 0.7). When applied to RB, both model types performed effectively for 55% (11/20) of the species examined. We did not detect an overall difference in prediction success between air photo and ground plot models in either study area. We conclude that air photo data are as effective as fine resolution vegetation data for predicting site occupancy for the majority of species in this study. These models will be of use to forest managers who are interested in mapping species distributions under various timber harvest scenarios, and to protected areas planners attempting to optimize reserve function.  相似文献

This article presents a case study of a successful effort to reach agreement on one of the most intractable environmental issues of our time: wolf management. This case is unusual in several ways. In this case, the members of the negotiating team were ordinary citizens rather than leaders of organized groups. This team was given an unusually high level of authority to write the plan as they saw fit; the agency pledged to implement “whatever they came up with.” The agency convened the process, but agency personnel were not members of the team and attended only when they were invited. The team members were able to reach agreement on this tough issue even though polar opposites were at the table—one who felt that wolves are a “spiritual essence” and another who felt that, as he put it, “wolves, coyotes, and cockroaches have a lot in common”. They produced a detailed plan that addressed all the issues in just 5 months. Another unusual aspect of this effort is that the final agreement does not list the team members. They explained that they wanted their plan to “stand alone” and be judged based on what it said, not on who was involved.However, just after their agreement was completed, a new, pro-wolf control government was elected that refused to endorse the plan. While the government gave various reasons for not ratifying the plan, more and more diverse interest groups came out in support for both the plan and the process that created it. Eventually, overwhelming public support forced the government to sign and implement the plan as written. This demonstrates that, while it is important for a team to seek the sanction of decision-makers, it is perhaps even more important for the general public to see the effort and the final agreement as fair. Strong support from a broad spectrum of the public can help win the necessary political support.In addition to discussing the unorthodox aspects of this consensus-building effort, this article also attempts to give the reader a front row seat to this process by using the informants' own words—words rich in detail, brimming with color and spoken straight from the heart. Certainly their experience dispels any notion that such efforts are simply a matter of following a recipe. During the process, members of the negotiating team experienced the entire gamut of emotions—anger, defeat, humor and, finally, a genuine sense of pride. As team member Patty Denison put it, “We showed that a random group of people could work together and do something truly monumental.”  相似文献
