Increasing water scarcity is increasing pressure on water management institutions, particularly in the area of water rights. A common response is to formalise water tenure, one of several options for securing access and resolving conflicts concerning water allocation. This article looks at four contexts where negotiation, self-governance and concepts of legal pluralism may help improve water resource management. Existing users and potential new users need to negotiate before water resources are developed. Users can participate in forums with authority to solve basin management problems through self-governance. Negotiated water transfers offer an alternative to water acquisition by expropriation.  相似文献

National park plans are mainly prepared by a central planning team of the National Parks of Turkey. In this article, a model is presented that proposes a different approach to preparing national park plans. The study is based on a questionnaire distributed among the residents of the villages just outside a selected national park in Turkey and the relevant local and general authorities who are interested in the national park in their region, to find out the effect of public opinion on national park planning. Four basic strategies that represent the four main alternative approaches to forming policies in the planning of the park were identified. Respondents were asked to choose one and to suggest their own ideas. As this is a first attempt of such a study in Turkey, the results of the survey have been very encouraging. Therefore, this paper suggests that the assessment of public opinion should be borne in mind throughout the planning process in Turkey.  相似文献

地形因子的提取对水土流失、土地利用、土地资源评价、城市规划等方面的研究起着重要作用.目前地形因子的提取主要是基于DEM来完成的,而DEM的分辨率不同,所提取的地形因子的结果也不同.以化龙山为例,选择4种不同网格分辨率和地面坡度、坡向、平面曲率、剖面曲率4个地形因子作为分析因子,运用叠合比较和统计分析方法,研究地形因子随这4种分辨率DEM的变化规律.结果表明,DEM的分辨率越大,对地形的概括作用越明显,地形越趋近于平坦化.该研究是对前人研究的继续深化,通过对多因素的分析,旨在得到更加普遍的规律,为其他不同地貌的地形研究提供可借鉴的模式.  相似文献

Two cogeneration units were each fitted with a prechamber (IDI) diesel engine in order to test the feasibility of using waste oils from the food industry as a fuel source, and additionally to test emissions generated by the combustion of these fuels. Esterified waste oils and animal fats as well as mustard oil were tested and compared to the more or less "common" fuels: diesel, rapeseed oil and rapeseed methyl ester. The results show that, in principle, each of these fuels is suitable for use in a prechamber diesel engine. Engine performance can be maintained at a constant level. Without catalytic conversion, the nitrogen oxides emissions were comparable. A significant reduction in NO(x) was achieved through the injection of urea. Combining a urea injection with the SCR catalytic converter reduced NO(x) emissions between 53% and 67%. The carbon monoxide emissions from waste oils are not significantly different from those of "common" fuels and can be reduced the same way as of hydrocarbon emissions, through utilization of a catalytic converter. The rate of carbon monoxide reduction by catalytic conversion was 84-86%. A lower hydrocarbon concentration was associated with fuels of agricultural origin. With the catalytic converter a reduction of 29-42% achieved. Each prechamber diesel engine exhibited its own characteristic exhaust, which was independent of fuel type. The selective catalytic reduction of the exhaust emissions can be realized without restriction using fuels of agricultural origin.  相似文献

ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

This paper describes a decision support model for allocating financial resources amongst multiple user groups in environmental management problems. The model is based on the multiple criteria analysis (MCA) method of compromise programming. It was used to inform the allocation of Natural Heritage Trust funds across 14 regions in Queensland, Australia. The model targets funding to those regions with greater natural resource management needs. Need is determined by 19 weighted criteria relating to natural resource assets and threats. The model was accepted by the Australian Government, Queensland Government and regional groups as an appropriate means for allocating program funds; first in 2005 and then again, with improvements, in 2007. This paper shows that an MCA model can improve the transparency, auditability and acceptance of allocation decisions which would otherwise be heavily politicised.  相似文献

This paper describes a public participation exercise in which stakeholders used an approach based on multiattribute utility analysis to select a site for a hazardous waste management facility. The key to success was the ability to separate and address two types of judgments inherent in environmental decisions—technical judgments regarding the likely consequences of alternative choices and value judgments regarding the importance or seriousness of those consequences. The approach enabled technical specialists to communicate the essential technical considerations and allowed stakeholders to establish the value judgments for the decision. Although rarely used in public participation, the multiattribute utility approach appears to provide a useful framework for the collaborative resolution of complex environmental decision problems.  相似文献

/ We investigated the notion that successful negotiations require that all parties to the dispute must have a desire to bargain. This desire is most likely to be present when the dispute exhibits ripeness and each party believes a bargained solution is the most cost-effective way to resolve differences. Structured interviews of participants in six Federal Energy Regulatory Commission hydropower licensing consultations were conducted to determine the level of need to negotiate for each party. The findings indicate that a need to negotiate is a necessary, but not sufficient, condition for success. Several factors were associated with a need to negotiate: a weak BATNA (best alternative to a negotiated agreement); a salient issue; participants' sense of efficacy; a sense of inevitability; professional roles encouraging negotiation; and disputes about facts as opposed to disputes about values. Participants' need to negotiate fluctuated throughout the process and intensified when questions were ripe: i.e., critical issues were debated or the regulatory process required action.KEY WORDS: Alternative dispute resolution; Federal licenses; Federal Energy Regulatory Commission; Instream flow; Environmental planning  相似文献

Collaborative Modeling for Decision Support integrates collaborative modeling with participatory processes to inform natural resources decisions. Practitioners and advocates claim that the approach will lead to better water management, balancing interests more effectively and reducing the likelihood of costly legal delays. These claims are easy to make, but the benefits will only be realized if the process is conducted effectively. To provide guidance for how to conduct an effective collaborative modeling process, a task committee cosponsored by the Environmental Water Resources Institute (EWRI) of the American Society of Civil Engineers and by the U.S. Army Corps of Engineers' Institute for Water Resources developed a set of Principles and Best Practices for anyone who might convene or conduct collaborative modeling processes. The guidance is intended for both conflict resolution professionals and modelers, and our goal is to integrate these two fields in a way that will improve water resources planning and decision making. Here, the set of eight principles is presented along with a selection of associated best practices, illustrated by two different case examples.
