The United Nations Framework Convention on Climate Change (UNFCCC), which was signed by some 153 countries at the Earth Summit in Rio de Janeiro, Brazil in 1992, represented a singular triumph for the geographically dispersed group of island states and low-lying coastal developing countries, located in the Pacific, Atlantic and Indian Oceans, as well as in the Caribbean, South China and Mediterranean Seas, and known as the Alliance of Small Island States (AOSIS). This article focuses on the goals of AOSIS during the negotiations leading up to the adoption of the UNFCCC. For the first time in the history of the United Nations, a group of small states, hitherto relegated to the sidelines, was able to develop a specific negotiating agenda addressing areas which are of overriding concern to them and succeeded in having those concerns incorporated in a legally binding Convention of historic importance. As this article reveals, AOSIS set itself 12 negotiating goals during the negotiating rounds leading up to the UNFCCC, and 10 of these 12 goals were realized. Nevertheless, AOSIS, whose member states are most vulnerable to the possible adverse effects of climate change, was particularly concerned about those provisions of the UNFCCC that were either watered-down significantly, made largely meaningless or excluded altogether. These include: the absence of definite targets or specific timetables for the significant reduction of carbon dioxide by the industrialized countries of the North; the lack of permanent and clear financing arrangements in particular the lack of definitive financial provisions for adaptive response measures to the adverse impacts of climate change such as sea-level rise; and the absence of a specific provision for the implementation of coastal zone management schemes for those countries most vulnerable to sea-level rise. As the UNFCCC moves into the implementation phase, AOSIS should and must build on its past success. To do so, it will need to develop clearly defined initiatives aimed at strengthening the commitments for financing and insurance, and to seek inclusion of a provision to develop and finance coastal zone management schemes for the most vulnerable small states. While the article covers the AOSIS negotiating period up to and including the Earth Summit in June 1992, we nevertheless postulate some possible objectives which the AOSIS group might wish to consider in what is sure to be an intensive post-Earth Summit phase of the UNFCCC, leading up to the first Conference of the Parties of that Convention.  相似文献

This study investigates environmental change over a 30-year period and attempts to gain a better understanding of human impacts on an arid environment and their consequences for regional development. Multi-temporal remotely sensed imagery was acquired and integrated to establish the basis for change detection and process analysis. Land cover changes were investigated in two categories, namely categorical change using image classification and quantitative change using a vegetation index. The results show that human-induced land cover changes have been minor in this remote area. However, the pace of growth of human-induced change has been accelerating since the early 1990s. The analysis of the multi-temporal vegetation index also shows no overall trend of rangeland deterioration, although local change of vegetation cover caused by human activities was noticeable. The results suggest that the current trend of rapid growth may not be sustainable and that the implementation of effective counter-measures for environmentally sound development is a rather urgent matter.  相似文献

露天矿区开发活动主要是在景观层次上进行,其直接导致土地利用/覆被变化(LandUse/Cover Change,LUCC)。本文以黑岱沟大型露天煤矿1987年、1990年、2000年及2010年4期遥感影像的土地利用数据为基础,基于GIS空间分析功能,以破碎度、分离度和优势度景观格局指数和景观类型脆弱度为指标,分析景观格局现状。研究显示:开发初期,耕地和草地虽有所减少,但所占面积保持在80%以上;生态恢复开始后,土地类型向林地和草地转移的面积逐渐增多。景观水平上分析显示,景观上破碎化程度加大,煤矿建设用地斑块面积逐年增大。从景观指数看,耕地、草地、未利用地的破碎度、分离度指数变化呈上升或不稳定状态,建设用地的破碎度和分离度指数有所减小;优势景观类型有所改变,建设用地对于区域景观的控制作用逐渐加强。  相似文献

根据2010、2011年三沙湾水质监测资料,评价了活性磷酸盐的分布及时空变化特征,根据N/P和Si/N比判断三沙湾浮游植物生长的限制因子,用营养状态指数评价该湾水体的富营养化状态.结果表明,霍童溪为三沙湾海水中磷的主要陆源输入来源,磷为三沙湾植物生长繁殖限制因子,磷含量季节周期变化特征明显,5月植物生长繁殖旺盛,由于磷的匮乏,生长受到限制,磷含量降至最低水平,8月由于植物腐败分解释放磷和海水水温较高抑制植物生长,使磷含量升高,11月至次年1月,磷含量持续升高.三沙湾内富营养化指数大于1,存在发生赤潮的风险.  相似文献

Long term methane emissions from landfill sites are often predicted by first-order decay (FOD) models, in which the default coefficients of the methane generation potential and the methane generation rate given by the Intergovernmental Panel on Climate Change (IPCC) are usually used. However, previous studies have demonstrated the large uncertainty in these coefficients because they are derived from a calibration procedure under ideal steady-state conditions, not actual landfill site conditions. In this study, the coefficients in the FOD model were estimated by a new approach to predict more precise long term methane generation by considering region-specific conditions. In the new approach, age-defined waste samples, which had been under the actual landfill site conditions, were collected in Hokkaido, Japan (in cold region), and the time series data on the age-defined waste sample’s methane generation potential was used to estimate the coefficients in the FOD model. The degradation coefficients were 0.050 1/y and 0.062 1/y for paper and food waste, and the methane generation potentials were 214.4 mL/g-wet waste and 126.7 mL/g-wet waste for paper and food waste, respectively. These coefficients were compared with the default coefficients given by the IPCC. Although the degradation coefficient for food waste was smaller than the default value, the other coefficients were within the range of the default coefficients. With these new coefficients to calculate methane generation, the long term methane emissions from the landfill site was estimated at 1.35 × 104 m3-CH4, which corresponds to approximately 2.53% of the total carbon dioxide emissions in the city (5.34 × 105 t-CO2/y).  相似文献

This article studies the relationship between the ideology of newspapers and their climate change coverage. Previous research has focused on the British press (Carvalho, 2007; Carvalho & Burgess, 2005). Our research broadens this scope to the French and Dutch media. The results show that the ideology of newspapers in the Netherlands is not related to climate change coverage, while in France the ideology of newspapers is related to some key aspects of climate change coverage, i.e., the presentation of the necessity of actions against climate change and the tone of climate change coverage. The findings suggests that ideological cultures play a role in the coverage of climate change in countries in which global warming has brought about much discussion in the political field and that are characterized by a highly competitive media landscape which is historically related to the political field.  相似文献

Citizen participation is a recurrent and democratically important issue in the ongoing debate about climate change. However, different meanings are ascribed to citizen participation in different contexts, ranging from top-down involvement to bottom-up engagement, thus creating tension between conflicting ideals. Focusing on public engagement and its construal in different situational contexts, we explore how citizens are discursively included or excluded from participation, as various climate change discourses unfold in two forums where local needs and global concerns interact. Furthermore, we address some opportunities and barriers regarding citizen participation in climate change issues.  相似文献

As a device of argumentative anticipation, prolepsis use generally is considered a positive rhetorical strategy. Turning to the Climate Stewardship Act (CSA) of 2003, this article contributes to our understanding of environmental communication, political argumentation, and rhetorical theory by examining how proleptic miscalculation can actually produce devastating consequences against one's cause when used as a source of invention. Proponents of the CSA relied on creating proleptic arguments grounded in a scientific understanding of climate change to such an extent that they mistakenly downplayed the economic arguments against the Act. This orchestrated miscalculation was encouraged and strengthened by key US senators. This article concludes by discussing contributions to scholarly understanding of prolepsis use in public policymaking and offers practical suggestions for improving communication in future considerations of environmental legislation.  相似文献

The occasion for this forum was sparked by a front-page story in the New York Times by John M. Broder entitled, “Seeking to Save the Planet, with a Thesaurus” (May 1, 2009, p. A11). The article focused on the non-profit EcoAmerica's report, “Climate and Energy Truths: Our Common Future,” which shares research on communication approaches to engaging climate change and energy issues. The Broder article included commentary from Robert J. Brulle, Professor of Sociology and Environmental Science at Drexel University. In response, George P. Lakoff, Professor of Cognitive Science and Linguistics at UC-Berkeley, published an essay in The Huffington Post, “Why Environmental Understanding, or ‘Framing,’ Matters: An Evaluation of the EcoAmerica Summary Report” (May 19, 2009). The discussion about this report and differing approaches to environmental communication continued on blogs, in emails, and through various other forums. The editorial leadership team of this journal thought such prominent attention to environmental communication in the nexus of so many disciplines and professional investments was exciting. We are pleased the following scholars and practitioners are willing to elaborate on the stakes of this discussion in this forum.  相似文献
