In this study, dry season radon flux densities and radon fluxes have been determined at the rehabilitated Nabarlek uranium mine in northern Australia using conventional charcoal canisters. Environmental background levels amounted to 31± 15 milli Becquerel per m2 per second (mBq m−2 s−1). Radon flux densities within the fenced rehabilitated mine area showed large variations with a maximum of 6500 mBq m−2 s−1 at an area south of the former pit characterised by a disequilibrium between 226Ra and 238U. Radon flux densities were also high above the areas of the former pit (mean 971 mBq m−2 s−1) and waste rock dump (mean 335 mBq m−2 s−1). The lower limit for the total pre-mining radon flux from the fenced area (140 ha) was estimated to 214 kBq s−1, post-mining radon flux amounted to 174 kBq s−1.Our study highlights that the results of radon flux studies are vitally dependant on the selection of individual survey points. We suggest the use of a randomised system for both the selection of survey points and the placement of charcoal canisters at each survey point, to avoid over estimation of radon flux densities. It is also important to emphasize the significance of having reliable pre-mining radiological data available to assess the success of rehabilitation of a uranium mine site.2006 Springer. Nitrate contamination of water sources is a concern where large amounts of nitrogen fertilizers are regularly applied to soils.
Ingested nitrate from dietary sources and drinking water can be converted to nitrite and ultimately to N-nitroso compounds,
many of which are known carcinogens. Epidemiologic studies of drinking water nitrate and cancer report mixed findings; a criticism
is the use of nitrate concentrations from retrospective drinking water data to assign exposure levels. Residential point-of-use
nitrate data are scarce; gaps in historical data for municipal supply finished water hamper exposure classification efforts.
We used generalized linear regression models to estimate and compare historical raw water and finished water nitrate levels
(1960s--1990s) in single source Iowa municipal supplies to determine whether raw water monitoring data could supplement finished
water data to improve exposure assessment. Comparison of raw water and finished water samples (same sampling date) showed
a significant difference in nitrate levels in municipalities using rivers; municipalities using other surface water or alluvial
groundwater had no difference in nitrate levels. A regional aggregation of alluvial groundwater municipalities was constructed
based on results from a previous study showing regional differences in nitrate contamination of private wells; results from
this analysis were mixed, dependent upon region and decade. These analyses demonstrate using historical raw water nitrate
monitoring data to supplement finished water data for exposure assessment is appropriate for individual Iowa municipal supplies
using alluvial groundwater, lakes or reservoirs. Using alluvial raw water data on a regional basis is dependent on region

Onsite wastewater treatment systems (OWTS) are becoming increasingly important for the treatment and dispersal of effluent
in new urbanised developments that are not serviced by centralised wastewater collection and treatment systems. However, the
current standards and guidelines adopted by many local authorities for assessing suitable site and soil conditions for OWTS
are increasingly coming under scrutiny due to the public health and environmental impacts caused by poorly performing systems,
in particular septic tank-soil adsorption systems. In order to achieve sustainable onsite wastewater treatment with minimal
impacts on the environment and public health, more appropriate means of assessment are required. This paper highlights an
integrated risk based approach for assessing the inherent hazards associated with OWTS in order to manage and mitigate the
environmental and public health risks inherent with onsite wastewater treatment. In developing a sound and cohesive integrated
risk framework for OWTS, several key issues must be recognised. These include the inclusion of relevant stakeholders throughout
framework development, the integration of scientific knowledge, data and analysis with risk assessment and management ideals,
and identification of the appropriate performance goals for successful management and mitigation of associated risks. These
issues were addressed in the development of the risk framework to provide a generic approach to assessing risk from OWTS.
The utilisation of the developed risk framework for achieving more appropriate assessment and management techniques for OWTS
is presented in a case study for the Gold Coast region, Queensland State, Australia. 相似文献

Chile ratified the Montreal Protocol in 1990 which sets out an agenda for the reduction and then elimination of ozone depleting substances (ODS); however, by 1998 the country had not yet defined a strategy to encourage greater compliance, so that in the same year the National Environmental Commission decided to examine the policy options available. This paper examines the process followed to develop this strategy. As a first step it was necessary to look at how far the implicit policy of "business as usual" could be stretched without jeopardizing Chile's compliance obligations. A second step included quantifying compliance costs and their impact on different policy instruments and so policy choice. Finally, the attitudes of decision-makers or participants were identified, by interviews with officials of the different public agents involved, in order to weigh their views about policy. A strategy was proposed, based on this information, which the Chilean regulator has used, although not in its entirety. The methodology developed could well be useful for developing-country Protocol signatories building their own appropriate compliance strategy. 相似文献

Good natural resource management is scarce in many remote tropical regions. Improved management requires better local consultation,
but accessing and understanding the preferences and concerns of stakeholders can be difficult. Scoring, where items are numerically
rated in relation to each other, is simple and seems applicable even in situations where capacity and funds are limited, but
managers rarely use such methods. Here we investigate scoring with seven indigenous communities threatened by forest loss
in Kalimantan, Indonesia. We aimed to clarify the forest’s multifaceted importance, using replication, cross-check exercises,
and interviews. Results are sometimes surprising, but generally explained by additional investigation that sometimes provides
new insights. The consistency of scoring results increases in line with community literacy and wealth. Various benefits and
pitfalls are identified and examined. Aside from revealing and clarifying local preferences, scoring has unexplored potential
as a quantitative technique. Scoring is an underappreciated management tool with wide potential. 相似文献

The development of ecologically sound water allocation strategies that account for the needs of riverine ecosystems is a pressing
issue, especially in semiarid river basins. In the Aral Sea Basin, a search for strategies to mitigate ecological and socioeconomic
deterioration has been in process since the early 1990s. The Geographic Information System–based simulation tool TUGAI has
been developed to support the policy determination process by providing a simple, problem-oriented method to assess ecological
effects of alternative water management strategies for the Amudarya River. It combines a multiobjective water allocation model
with simple, spatially explicit statistical and rule-based models of landscape dynamics. Changes in environmental conditions
are evaluated by a fuzzy habitat suitability index for Populus euphratica, which is the dominant species of the characteristic riverine Tugai forests. Water management scenarios can be developed
by altering spatiotemporal water distribution in the delta area or the amount of water inflow into the delta. Outcomes of
scenario analysis are qualitative comparisons of the ecological effects of different options for a time period of up to 28
years. The given approach utilizes different types of knowledge, from quantitative hydrological data to qualitative local
expert knowledge. The main purpose of the tool is to integrate the knowledge in a comprehensive way to make it available for
discussions on alternative policies in moderated workshops with stakeholders. In this article, the modules of the tool, their
integration, and three hypothetical scenarios are presented. Based on the experience gained when developing the TUGAI tool,
we propose that the general framework can be transferred to other areas where tradeoffs in water allocation between the environment
and other water users are of major concern. The potential for a simulation tool to structure and inform a complex resource
management situation by involving local experts and stakeholders in the development of possible future scenarios will become

The extensive literature on environmental justice has, by now, well defined the essential ingredients of cumulative risk,
namely, incompatible land uses and vulnerability. Most problematic is the case when risk is produced by a large aggregation
of small sources of air toxics. In this article, we test these notions in an area of Southern California, Southeast Los Angeles
(SELA), which has come to be known as Asthmatown. Developing a rapid risk mapping protocol, we scan the neighborhood for small
potential sources of air toxics and find, literally, hundreds of small point sources within a 2-mile radius, interspersed
with residences. We also map the estimated cancer risks and noncancer hazard indices across the landscape. We find that, indeed,
such large aggregations of even small, nondominant sources of air toxics can produce markedly elevated levels of risk. In
this study, the risk profiles show additional cancer risks of up to 800 in a million and noncancer hazard indices of up to
200 in SELA due to the agglomeration of small point sources. This is significant (for example, estimates of the average regional
point-source-related cancer risk range from 125 to 200 in a million). Most importantly, if we were to talk about the risk
contour as if they were geological structures, we would observe not only a handful of distinct peaks, but a general “mountain
range” running all throughout the study area, which underscores the ubiquity of risk in SELA. Just as cumulative risk has
deeply embedded itself into the fabric of the place, so, too, must intervention seek to embed strategies into the institutions
and practices of SELA. This has implications for advocacy, as seen in a recently initiated participatory action research project
aimed at building health research capacities into the community in keeping with an ethic of care. 相似文献

Decommissioning of offshore oil and gas facilities: a comparative assessment of different scenarios 总被引:1,自引:0,他引:1
A material and energy flow analysis, with corresponding financial flows, was carried out for different decommissioning scenarios for the different elements of an offshore oil and gas structure. A comparative assessment was made of the non-financial (especially environmental) outcomes of the different scenarios, with the reference scenario being to leave all structures in situ, while other scenarios envisaged leaving them on the seabed or removing them to shore for recycling and disposal. The costs of each scenario, when compared with the reference scenario, give an implicit valuation of the non-financial outcomes (e.g. environmental improvements), should that scenario be adopted by society. The paper concludes that it is not clear that the removal of the topsides and jackets of large steel structures to shore, as currently required by regulations, is environmentally justified; that concrete structures should certainly be left in place; and that leaving footings, cuttings and pipelines in place, with subsequent monitoring, would also be justified unless very large values were placed by society on a clear seabed and trawling access. 相似文献

A shortened version of Quick, Easy, Cheap, Effective, Rugged, and Safe method (QuEChERS) for determining the dissipation and residue of imidacloprid present in Zizania latifolia and purple sweet potato was established by using liquid chromatography-tandem mass spectrometry (LC-MS/MS). The average recoveries of imidacloprid in the two crops ranged from 82.12 to 113.79%, with relative standard deviation (RSD) of <7.32%. The dissipation dynamics of imidacloprid in Z. latifolia plants and purple sweet potato plants followed first-order kinetics, with half-lives of 3.2–5.5?days in each of sampling locations. The terminal imidacloprid residues in Z. latifolia and purple sweet potato at each of location were <0.005–0.120?mg kg?1. According to the risk assessment results, both the acute dietary risk quotient and chronic dietary risk quotient values were <1, indicating that imidacloprid is unlikely to pose health risks to humans with normal recommended use. The present study may serve as a valuable reference for the safe and reasonable use of imidacloprid in Z. latifolia and purple sweet potato fields. 相似文献
