集成电路芯片生产的环境保护

集成电路产业对国民经济的发展起着“倍增器”的作用,集成电路芯片的加工生产工艺流程比较复杂,污染因子多,环境问题突出。笔者详细分析了典型芯片制造厂污染物的产生及应采取的环保治理措施,对于芯片生产排放的半导体特殊气体,目前我国尚无排放标准,提出了参照执行技术引进国的有关标准。     

Modelling remediation options for urban contamination situations

The impact on a population from an event resulting in dispersal and deposition of radionuclides in an urban area could be significant, in terms of both the number of people affected and the economic costs of recovery. The use of computer models for assessment of urban contamination situations and remedial options enables the evaluation of a variety of situations or alternative recovery strategies in contexts of preparedness or decision-making. At present a number of models and modelling approaches are available for different purposes. This paper summarizes the available modelling approaches, approaches for modelling countermeasure effectiveness, and current sources of information on parameters related to countermeasure effectiveness. Countermeasure information must be applied with careful thought as to its applicability for the specific situation being modelled. Much of the current information base comes from the Chernobyl experience and would not be applicable for all types of situations.     

How long is long-term? reflections based on over 20 years of post-Chernobyl management in Norway

The radiation protection community has only recently started the important work of preparedness for long-term post-accidental management of radioactively contaminated areas, like for instance the EC projects STRATEGY, FARMING and EURANOS and the French authorities' CODIRPA and PAREX programmes. There are, however, different views concerning how long a long-term management might last. Based on the Norwegian and former Soviet Union experience after the Chernobyl accident, it is clear that a nuclear accident can entail decades of necessary management and rehabilitation of living conditions. The time period is dependent on a number of factors, e.g. amount of fallout, type of radionuclides, land use of contaminated area, number and density of people affected and available techniques and resources for implementing countermeasures. This paper discusses the management strategy implemented in Norway after the Chernobyl accident, the need for changing strategy over time and the important involvement of affected groups. Careful planning and reflections should be undertaken before actions are taken in the recovery phase, keeping in mind the possibility of decades with problems.

分析了县级环境测站在标准化创建工作中存在的问题和实际困难。为加快标准化环境监测站的建设速度，促进环境测站的全面建设，提出了包括提高认识，制订目标，加强队伍建设和拓宽经费渠道的若干对策建议。     

Risk management and workers’ safety behavior control in coal mine

According to the risk management characteristics and the actual needs of safety production in coal mine, we thoroughly analyze the system of risk management method in coal mine and implement it in Geting Coal Mine. The system manages and controls the potential accident risks, hazard sources and human behavior risks. On this basis, the system of workers’ safety behavior control technology in coal mine is further studied, the “three disobeying” is classified and managed, the “three disobeying” database and safety countermeasures database are established, and the application software - the system of risk management and safety countermeasures optimization in coal mine based on B/S mode is developed and applied, which uses intranet to analyze and supervise the “three disobeying”, publish early-warning information, optimize management and control countermeasures; at the same time, the important prompting messages can be automatically sent to the mobile phones of relevant managers and the person in charge through public communication system in order to improve the real time capability and effectiveness of unsafe behavior control. The technological system and application software implemented in Geting Coal Mine has achieved good results.     

浅谈民航空管工程电磁辐射影响及环境管理问题与对策

当前我国民航事业处于快速发展的关键时期,对空管系统建设提出了更高的要求,进一步加强空管工程前期工作和建设管理,提高空管综合保障能力迫在眉睫。文章以北京新机场为例,介绍了空管工程典型辐射源的电磁环境影响,对其电磁辐射环境管理存在的问题进行了探讨并提出了对策。     

乌拉特前旗饮用水源地环境现状及保护对策

根据乌拉特前旗全旗6个饮用水水源地环境现状调查和水质监测结果,按照按《地下水质量标准》（GB/T14848-93）,采用单因子评价进行了环境质量现状评价。同时,深入分析存在的问题及原因,有针对性地提出环境保护对策,为环境管理提供基础性参考。
