Abstract: Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of systematic conservation planning goals and conservation gains from incentive‐based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003–2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5‐ and 20‐year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5‐year and 9% of 20‐year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged.  相似文献

This article addresses the development of an agricultural productivity equation for predicting new soil (neo-sol) plant growth potential in Clay County, Minnesota, USA. Soil factors examined in the study include percent organic matter, percent slope, percent rock fragments, hydraulic conductivity, electrical conductivity, pH, topographic position, available water-holding capacity, bulk density, and percent clay. Squared terms and two-factor interaction terms were also examined as possible regressors. A best equation was selected that had a multiple coefficient of determination of 0.7399 and has five significant regressors and intercept withP.0001. The regressors are hydraulic conductivity, percent slope squared, bulk density times percent rock fragments, electrical conductivity times percent rock fragments, and electrical conductivity times percent organic matter. The regressors predict soil suitability for a general crop model. The crops included in the model are wheat, oats, barley, soybeans, sugar beets, sunflowers, and grasses/legumes.  相似文献

This article reviews the existing models of corporate social responsiveness and develops a theoretical framework with which to examine corporations' discretionary performance with respect to one social issue, that of the environment. Discretionary indicators of corporate response to environmental issues are developed and tested within this framework. Twelve companies from five different sectors were selected for the survey, based on prior knowledge of their commitment to environmental concerns. Primary data was collected from personal interviews, and secondary data was obtained from company documents, annual reports, and other forms of publically disclosed information. Empirical results varied, but certain voluntary indicators, such as composition of the board of directors, the environmental affairs function, community support, and the annual report are considered to provide strong indications of discretionary corporate performance. Philanthropy and company products proved to be less satisfactory indicators of corporate commitment to the environment. The aggregated results revealed a correlation between the final rankings of firms' discretionary environmental performance and whether those companies are process or product oriented. Linkages between discretionary elements and those of economic and legal requirements were not explored.  相似文献

The towns and cities of Saudi Arabia have been subjected to sustained growth pressures since the transformation of the country's economy following the discovery of oil in the Eastern Province of the Kingdom. The rapid growth which has been experienced has created major problems for the central and local government agencies responsible for planning and managing urban growth. The experience of Jeddah, one of the major cities in Saudi Arabia, is described and the problems of planning and managing its growth are analysed. Weaknesses relating to the structure of the planning system are identified, as are major difficulties in relation to the quality and quantity of professional staff. ABSTRACT: Drought has been a prevalent feature of the American landscape during the latter part of the 1980s, producing serious socioeconomic and environmental consequences. These recent experiences with drought have renewed concern about the inadequacy of federal and state contingency planning efforts and the lack of coordination for assessment and response efforts between these levels of government. This paper presents the results of research aimed at facilitating the preparation of drought contingency plans by state government in conjunction with a state's overall water management planning activity. The ten-step drought plan development process reported is intended to improve mitigation efforts through more timely, effective, and efficient assessment and response activities. Officials in appropriate state agencies should examine the proposed framework and alter it to best address drought-related concerns, adding or deleting elements as necessary.  相似文献

Environmental planning legislation in New South Wales now requires local government authorities to draw up statutory plans that take into account, among other concerns, both the biophysical and the social environmental issues within their jurisdictions. The SIRO-PLAN method of plan production provides a systematic mechanism for fulfilling this requirement. This article describes the application of the method by planning researchers over 18 months to the production of a Local Environmental Plan for a rural local government in New South Wales. The policy formulation, the purposive data collection, and the deliberate adjustment of plans in order to recognize interest group requirements were all found to be valuable features of the method, while the translation of the ultimately chosen land-use plan into the explicit regulatory controls available to the local government authority was found to require further refinement. The capacity of SIRO-PLAN to quantify the resolution of competing environmental concerns in the final plan, although of value to planning researchers, proved too arcane for traditionally trained planners.  相似文献
