近年来,国家高度重视防灾减灾救灾,发布了防灾减灾救灾系列重要文件,实施了应急管理体制机制重大改革举措。落实防灾减灾救灾新思想新理念新要求,契合国家发展改革的现实需要,应加紧推进自然灾害防治综合立法。自然灾害防治综合立法的定位是自然灾害防治的基本法、应急管理的特别法、公共安全的支撑法。自然灾害防治综合立法应在坚持以人民为中心理念、风险防范理念、综合防治理念、权利保护理念的基础上,确立自然灾害风险隐患排查、危险区避让及搬迁转移、自然灾害科普、自然灾害防治社会参与、自然灾害保险等制度,为推进我国自然灾害防治体系和防治能力现代化提供法制保障。  相似文献

Some phenols, including pentachlorophenol, dichlorophenol, alkylphenols (nonylphenol & octylphenol) and bisphenol-A, have been identified as endocrine disrupting chemicals (EDCs). These phenolic EDCs are extensively used in a wide range of household products, thus posing potential health risks for humans exposed to them. From the viewpoints of ecotoxicology, human health and regulations, it is urgent to restrict the emissions and releases of these estrogenic chemicals from the industrial processes and commercial products. This review article first focused on the physicochemical properties of phenolic EDCs and their industrial/commercial uses. Furthermore, their environmental distributions and regulatory frameworks for integrated risk management of these chemicals in Taiwan were conducted as a case study. Emphasis was thus put on the cross-ministerial joint venture (i.e., environment, health, agriculture, labor, and industry authorities), and the government policy on the risk management of EDCs. Finally, some recommendations for pollution prevention and toxicity reduction of phenolic EDCs were also addressed and analyzed to progress towards a sustainable society in Taiwan.  相似文献

Migratory waterfowl depend on habitat networks at local, national and international scales for their survival. Coastal habitats are key areas for many waterfowl. Different species use different biotopes and in different places, so overall many parts of the coastal resource are important. As well as national conservation efforts, waterfowl conservation is increasingly focussed worldwide on collaborative international conservation, catalysed by several measures e.g. the Ramsar Convention, the EC Conservation of Wild Birds Directive, and the Bonn Convention Agreement on the Conservation of African/Eurasian Migratory Waterbirds. Several international conservation plans are under development for single species, but a more effective approach may be to develop plans, for assemblages of migratory birds with similar habitat requirements. All such plans must incorporate future sustainable use of the habitats on which the birds depend. Yet migratory bird and coastal habitat conservation is still often approached separately, despite the two being now closely linked to the development of the Natura 2000 site network in the European Community. Implementing the 1992 EC Habitats Directive requires the selection of coastal habitat sites for designation, set in national and international contexts of resource distribution. International coastal habitat inventories are needed to underpin this process. Combining such inventories with assessment of the flyway habitat requirements of waterfowl species and assemblages offers great potential for identifying international coastal habitat networks that meet the objectives of both habitat and migratory waterfowl conservation.  相似文献

The European Union's Natura 2000 (N2000) is among the largest international networks of protected areas. One of its aims is to secure the status of a predetermined set of (targeted) bird and butterfly species. However, nontarget species may also benefit from N2000. We evaluated how the terrestrial component of this network affects the abundance of nontargeted, more common bird and butterfly species based on data from long-term volunteer-based monitoring programs in 9602 sites for birds and 2001 sites for butterflies. In almost half of the 155 bird species assessed, and particularly among woodland specialists, abundance increased (slope estimates ranged from 0.101 [SD 0.042] to 3.51 [SD 1.30]) as the proportion of landscape covered by N2000 sites increased. This positive relationship existed for 27 of the 104 butterfly species (estimates ranged from 0.382 [SD 0.163] to 4.28 [SD 0.768]), although most butterflies were generalists. For most species, when land-cover covariates were accounted for these positive relationships were not evident, meaning land cover may be a determinant of positive effects of the N2000 network. The increase in abundance as N2000 coverage increased correlated with the specialization index for birds, but not for butterflies. Although the N2000 network supports high abundance of a large spectrum of species, the low number of specialist butterflies with a positive association with the N2000 network shows the need to improve the habitat quality of N2000 sites that could harbor open-land butterfly specialists. For a better understanding of the processes involved, we advocate for standardized collection of data at N2000 sites.  相似文献

我国的国际河流数量众多,分布广泛。国际河流的利用主要分为国际河流的航行利用和国际河流的水资源利用2个方面。我国对国际河流的利用主要表现为对国际河流水资源的利用。完善我国国际河流水资源利用立法非常重要。它可以确保我国既充分、合理,又合法、有据地利用国际河流水资源,消除国际舆论中“中国水威胁论”的不良影响;缓解国内水资源日益紧张的局面;发展流域经济;保护当地生态环境。运用综合分析和实证研究的方法,对我国国际河流水资源利用立法情况和对外谈判进行探讨。检视我国国际河流水资源利用立法存在诸多问题。国际河流水资源利用立法理念不协调;国际河流水资源污染防治立法视野狭隘;双边或多边区域性专项水协定缺失等问题表现得尤为突出。应采取调整国际河流水资源利用立法理念;坚持“公平利用”原则,维护我国权益;健全双边或多边的区域性专项水协定体系;拓宽立法视野,兼顾国际河流水资源利用和保育;保护国际河流水环境等措施,规制国际河流水资源的利用。  相似文献

This study evaluated the scientific and technical basis of the dissolved organic carbon (DOC) limitation imposed on municipal sludge for landfilling, mainly for assessing the attainability of the implemented numerical level. For this purpose, related conceptual framework was analyzed, covering related sewage characteristics, soluble microbial products generation, and substrate solubilization and leakage due to hydrolysis. Soluble COD footprint was experimentally established for a selected treatment plant, including all the key steps in the sequence of wastewater treatment and sludge handling. Observed results were compared with reported DOCs in other treatment configurations. None of the leakage tests performed or considered in the study could even come close to the prescribed limitation. All observed results reflected 10–20 fold higher DOC levels than the numerical limit of 800 mg/kg (80 mg/L), providing conclusive evidence that the DOC limitation imposed on municipal treatment sludge for landfilling is not attainable, and therefore not justifiable on the basis of currently available technology.  相似文献

欧盟臭氧(O3)监测与评价起步相对较早。对比中国和欧盟O3例行评价,欧盟在O3标准限值、保护对象、评价指标、评价时间尺度、参评点位类型的设定和选取,以及O3浓度与前体物排放量的关联性分析等方面,均对中国O3评价具有一定的借鉴意义。以2017—2020年石家庄市8个国控站点O3观测数据为分析案例,采用欧盟常用的日最大8 h滑动平均浓度(MDA8)第4高值,以及O3暴露指标SOMO35和AOT40等3项评价指标,开展了尝试性评价应用和浓度对比。对照欧盟O3评价指标应用经验,未来可考虑从兼顾两类功能区、丰富评价指标、扩展参评点位类型、纳入暴露影响评估、关联前体物排放变化等方面,进一步完善中国环境空气O3评价方式,以更好地发挥其对空气质量精细化管理的数据支撑作用。  相似文献

Abstract: The sustainable production of bioenergy is vital to avoiding negative impacts on environmental goods such as climate, soil, water, and especially biodiversity. We propose three key issues that should be addressed in any biodiversity risk‐mitigation strategy: conservation of areas of significant biodiversity value; mitigation of negative effects related to indirect land‐use change; and promotion of agricultural practices with few negative impacts on biodiversity. Focusing on biodiversity concerns, we compared principles and criteria set to address biodiversity and other environmental and social issues in seven standards (defined here as commodity‐based standards or roundtables, or relevant European legislation): five voluntary initiatives related to bioenergy feedstocks, the Renewable Transport Fuel Obligation (United Kingdom), and the European Renewable Energy Source Directive. Conservation of areas of significant biodiversity value was fairly well covered by these standards. Nevertheless, mitigation of negative impacts related to indirect land‐use change was underrepresented. Although the EU directive, with its bonus system for the use of degraded land and a subquota system for noncrop biofuels, offered the most robust standards to mitigate potential negative effects, all of the standards fell short in promoting agricultural practices with low negative impacts on biodiversity. We strongly recommend that each standard be benchmarked against related standards, as we have done here, and that efforts should be made to strengthen the elements that are weak or missing. This would be a significant step toward achieving a bioenergy industry that safeguards Earth's living heritage.  相似文献
