Regional reports or structure plans? Opportunities for strategic planning in England and Wales

The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals.

Housing areas — factors that need to be considered in the site layout and design process

The lack of any particular character in much new low‐rise housing is seen as resulting in the lack of attention paid to the detailing of space between buildings. The landscape architect's role in overcoming “placelessness” is considered, and the information needs of designers is discussed. The paper also offers some notes for the designer on user needs.     

Resource suitability: Methods for analyses

There is a growing need to develop methods for analyzing resource suitability that are both legally defensible and accurate. Three approaches to suitability analysis are reviewed: the US Soil Conservation Service capability classification and important farmlands mapping; the McHarg, or Pennsylvania, suitability analysis method; and Dutch approaches to suitability analysis. Computer applications and the carrying-capacity concept are briefly reviewed. Three applications of suitability analysis are discussed: examples from Medford Township, New Jersey; Whitman County, Washington; and Abuja, the new federal capital city of Nigeria.

济南作为全国重点缺水城市之一，水资源短缺已成为制约济南市经济社会可持续发展的瓶颈因素。水资源优化配置作为解决城市水资源短缺的重要手段，对保证整个济南市国民经济的可持续发展起着重要的支撑作用。以水资源优化配置理论为基础，分析了济南市水资源现状，并通过建立模型求解济南市水资源在国民经济各部门的配置。     

Contextual influences on national level flood risk communication

With high profile flooding events and increasing risk and probable damages of flooding in the future flood risk management (FRM) in England and Wales has undergone substantial changes over the last decade. The contextual influences on flood risk communication in the areas of flood forecasting, warning and response, spatial planning and development control and flood insurance at a national level are investigated in this paper. Research is based on qualitative interviews with 21 representatives of key organisations and activities at a national level of FRM. Drawing on communication theory the research highlights the key contextual features at play: the characteristics of communication flow through organisations, the importance of policy as a communication tool informed and constrained by flood events, organisational agendas, communication approaches and the development of knowledge and technology. The paper describes the influence of clear policy guidance on activities in certain government FRM communication initiatives and the commercial imperative driving the insurance industry activities.     

区域土地利用方式变化对土壤性质影响研究——以土壤钾为例

选取经济发达区原锡山市作为研究区域,以1982年和2005年土壤速效钾作为研究对象,分析探讨不同时空状态下区域土地利用变化对土壤钾含量的影响,以期获得较长时空条件下土壤质量对土地利用变化的响应。20年来,通过统计分析和独立样本t检验表明,原锡山市土壤速效钾含量增加了36.9mg/kg。变异函数分析表明,土壤速效钾的变异函数理论模型呈指数型,块金方差与基台值的比值、自相关阀值发生较大变化。kriging插值分析结果表明,土壤速效钾空间分布较简单,但空间变异明显。
