ABSTRACT. In the last decade much research has been devoted to applying the systems analysis approach to water resources problems. A popular research goal has been determination of the “best” method of operating a multipurpose reservoir. The goal of this study was to derive the economically optimum flood control diagram for a multipurpose reservoir by systems analysis. The technique employed to optimize the flood control diagram was programmed so that the optimization process could be applied to other multipurpose reservoirs. Two computer programs developed at the U.S. Army Corps of Engineers' Hydrologic Engineering Center were utilized with modifications to simulate the operation of Folsom Reservoir in central California. Economic analyses were incorporated along with an optimization technique into the reservoir operations program; and the resultant program was capable of routing a sequence of monthly reservoir inflows, computing benefits for various flood control diagrams (as dictated by the optimization procedure), and selecting the economically optimum flood control diagram. Abstract: Managing drought in agriculture has taken on growing importance as population growth and environmental concerns place increasing pressures on agricultural water use. One alternative for agricultural water resource management in areas of recurrent drought is allocation through market mechanisms. While past research has aimed to explain why farmers are reluctant to participate in already established water markets, this research seeks to identify the appropriate market mechanism given farmers’ preexisting attitudes toward water markets. Statistical analysis of survey data from 166 farmer interviews in the Rio Grande Basin indicate that farmers are significantly more likely to participate in short‐term water mechanisms, such as spot water markets and water banks than in permanent transfer mechanisms, particularly those that fully separate water rights from land. In sharp contrast to expectations, the choice of market mechanism did not differ significantly between farmers based on their a priori intention to buy, sell or both buy and sell in these markets. Choice of market mechanism also did not differ among farmer types although small, lifestyle or hobby farmers clearly preferred spot water markets to other types of short‐term mechanisms. Evaluating these attitudes a priori may help to design more suitable water market mechanisms for the basin. 相似文献
Objective: The annual rate of impaired driving crashes in the United States has remained nearly constant over the last decade. While engineers, educators, enforcement, and emergency response personnel have worked diligently in their combined efforts to reduce the loss of life, there is still significant progress to be made. One area of recent interest is the use of data driven enforcement. The basis for data driven enforcement is the use of statistical clustering to identify geographic areas that represent the location of problem identification for various criminal or traffic offenses. In the case of impaired driving fatalities, the clustering represents locations with high rates of impaired driving crashes. Law enforcement officers and supervisors may allocate resources towards more specifically and efficiently addressing problem areas.
Methods: While data driven enforcement has been proven to be an effective tool in addressing crime and traffic safety problems, it has been a slow process for agencies to adopt data driven techniques. This study aims to explore the difference in traffic stops made inside and outside of hotspot identified areas. The study uses data from the Stark County Operating a Vehicle Impaired Task Force between 2013 and 2014.
Results: The analysis determined that stop occurring in hotspot defined areas are more likely to result in impaired driving arrests and seatbelt citations. Additionally it is found that the average cost of impaired driving arrests is significantly cheaper for stops occurring inside of hotspot areas.
Conclusion: Clustering as a means of directing law enforcement efforts are a way to increase the productivity and benefits of law enforcement agencies with limited finances or personnel. From this study it is seen that traffic stops made within defined cluster or hot spot areas are more effective in resulting in OVI arrests. 相似文献
