Greater emphasis is being placed on indicators of agri-environmental efficiency of organic production systems. Linking environmental measures with profitability measures based on net income is the only way to develop such indicators. A stochastic production frontier model that explicitly incorporates farm decisions about acquiring and managing organic soil-improving inputs is used to measure efficiency. The results confirm that on-farm self-sufficiency in soil-improving inputs is positively related to farm-level efficiency.  相似文献

The paper explores the role of a participatory approach in the outcome of the Finnish sustainable development indicator (SDI) exercise in 1998-2002. The process is analysed through three main objectives: to achieve stronger democracy, better quality of the end product and a more effective process. The analysis is further structured by a set of criteria needed for successful participation and differentiation of types of participants. The criteria comprise three main aspects: fairness, competence and social learning. In addition to the normally mentioned stakeholders (e.g. citizens and interest groups) participants also include experts and civil servants. Using the set of criteria above the participatory approach of the Finnish SDI process is then evaluated, and in the light of this evaluation the paper also discusses the specifications needed as evaluation criteria for national level policy programme processes like developing the SDIs. The results are based on documentation of the indicator task force meetings, written comments and a study of the putative end-users conducted after the publication of the indicators. The results show that the intense and broad participation of experts and civil servants increased the competence of the outcome and led to greater efficiency in working methods. However, this led to technocratic participation, absence of democratic participation and absence of social learning. Thus the ultimate goal of SDIs to contribute to achieving sustainability was not reached.  相似文献

Abstract: Conservation prioritization usually focuses on conservation of rare species or biodiversity, rather than ecological processes. This is partially due to a lack of informative indicators of ecosystem function. Biological soil crusts (BSCs) trap and retain soil and water resources in arid ecosystems and function as major carbon and nitrogen fixers; thus, they may be informative indicators of ecosystem function. We created spatial models of multiple indicators of the diversity and function of BSCs (species richness, evenness, functional diversity, functional redundancy, number of rare species, number of habitat specialists, nitrogen and carbon fixation indices, soil stabilization, and surface roughening) for the 800,000‐ha Grand Staircase‐Escalante National Monument (Utah, U.S.A.). We then combined the indicators into a single BSC function map and a single BSC biodiversity map (2 alternative types of conservation value) with an unweighted averaging procedure and a weighted procedure derived from validations performance. We also modeled potential degradation with data from a rangeland assessment survey. To determine which areas on the landscape were the highest conservation priorities, we overlaid the function‐ and diversity‐based conservation‐value layers on the potential degradation layer. Different methods for ascribing conservation‐value and conservation‐priority layers all yielded strikingly similar results (r= 0.89–0.99), which suggests that in this case biodiversity and function can be conserved simultaneously. We believe BSCs can be used as indicators of ecosystem function in concert with other indicators (such as plant‐community properties) and that such information can be used to prioritize conservation effort in drylands.  相似文献

Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools.  相似文献

This paper critically reflects on a trial process for building the capacity of researchers to influence policy-makers in the urban water sector in Australia. Framed as an action research inquiry, this study brought together multidisciplinary teams of researchers to make policy pitches to simulated panels of current and former politicians, senior bureaucrats and industry representatives. The simulations were analysed with respect to tactics for pitching, methods of communication, use of evidence and participants’ reflections on the experience. Participants effectively used scientific research evidence to support a broad vision of water sensitive cities, but were less effective in articulating risk analyses, assessing economic impacts, and proposing appropriate policy instruments to enable their proposed visions to be operationalised. Dramaturgical analysis highlighted the implications of positioning scientists versus policy-makers, which ‘typecast’ participants in roles that restricted scientists’ ability to credibly argue policy ideas. It is proposed that teams of scientists and policy-makers ‘rehearse’ together to manage expectations, develop arguments that will cut through in policy contexts, and produce ideas that shape and are shaped and improved by the policy context.  相似文献

In order to assess the effects of the execution of the Port of Bilbao Enlargement Project, epifauna living on hard substrata and environmental parameters were quantitatively investigated from 1994 to 1996. A programme of repeated non-destructive sampling at 8 stations was carried out during the construction period of a breakwater and the filling operations on the shoreline. A correlation analysis was used as a method to extract potential indicator species of particular environmental conditions measured in the field. We postulate that the remaining species (about 80% of the total species data set), insensitive to any of the investigated environmental factors, were unnecessary for the purposes of assessing the environmental impact caused by the port building works. Classification and ordination techniques were then conducted at two contrasting levels by using the full species data set and the selected faunal indicator data subset. All plots showed separation of sampling sites in 3 major groups, which were easily related to the perturbations caused by a siltation gradient from the estuary mouth. This suggests that the amount of effort required in the enumeration of all the organisms sampled may be dramatically reduced by identifying only faunal indicators of environmental discontinuities in the field. So far, the engineering works developed on the western side of the bay have not caused dramatic temporal changes in species composition, or at least they have not had an effect that was larger than the variations detected among the study sites due to siltation from the estuary mouth.  相似文献

This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature of organizational search theory, crisis stimulation, and technological pressure. Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states. However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting longitudinal studies, and factoring in political, economic, and other policy environment forces.  相似文献

The United States Environmental Protection Agency, with support from the US Department of Energy and the National Oceanographic and Atmospheric Administration, has been evaluating the feasibility of an effects-based (critical loads) approach to atmospheric pollutant regulation and abatement. The rationale used to develop three of the six steps in a flexible assessment framework (Strickland and others, 1992) is presented along with a discussion of a variety of implementation approaches and their ramifications. The rationale proposes that it is necessary to provide an explicit statement of the condition of the resource that is considered valuable (assessment end point) because: (1) individual ecosystem components may be more or less sensitive to deposition, (2) it is necessary to select indicators of ecosystem condition that can be objectively measured and that reflect changes in the quality of the assessment end point, and (3) acceptable status (i.e., value of indicator and quality of assessment end point at critical load) must be defined. The rationale also stresses the importance of defining the assessment regions and subregions to improve the analysis and understanding of the indicator response to deposition. Subregional definition can be based on a variety of criteria, including informed judgment or quantitative procedures. It also depends on the geographic scale at which exposure and effects models are accurate and on data availability, resolution, and quality.
