In the last ten years official location policy in Nigeria for urban roadside traders, an enterprising group of urban poor operating at the lowest level of the informal sector of the economy has been very negative. Government believes that they should be removed from the streets and tucked away in obscure locations because of their tendency to deface the streets with litter and for causing vehicular and pedestrian traffic congestion. This paper identifies and assesses the magnitude of pollution created by the traders as a prelude to evolving a planning policy and strategy for regulating and formally accommodating street traders in good locations while still ensuring good environmental quality.  相似文献

Two field experiments were carried out in the watersheds of two Ramsar wetland areas, Lakes Koronia and Volvi (area A) and Lakes Mikri and Megali Prespa (area B), to study the effect of application of N fertilizer on wheat yields, the quality of runoff water, and the quality of stream water. The treatments were a combination of two methods of fertilizer application (total amount in fall, and 2/3 in fall + 1/3 in spring) at three rates (0, 100, and 200 kg N/ha) with four replications. Concentrations of NH4 +, NO3 , NO2 , P, and Cl and pH were determined in all water samples. Runoff water quality was not influenced by fertilizer application in either area. Chemical parameters for water did not differ along the selected watercourses in area B, while in area A they were higher in the samples taken near Lake Koronia than in the samples taken upstream, indicating that the watercourses are polluted downstream by nonagricultural sources. The differences in wheat yields between the 100 and 200 kg N/ha application rates were not high. These results call for better fertilizer management in order to achieve better yields and to diminish the possibility to have negative effects to the environment.  相似文献

The extensive use of synthetic organic pesticides in this country during the past twenty-five years has resulted in widespread pollution of our water resources. An obvious detrimental effect of such pollution has been observed in the numerous fish kills that have occurred. The most widely used pesticides, and the ones that have been implicated in the vast majority of the pollutional episodes, are the chlorinated hydrocarbon insecticides. These compounds, generally speaking, have almost no solubility in water, are subject to very slow microbial degradation if any at all, and are so resistent to natural degradation forces they can persist almost indefinitely in aqueous environments; characteristics that are all detrimental from a stream pollution standpoint. In addition, studies have shown that, as a group, the chlorinated hydrocarbons are more toxic to higher forms of aquatic life than other chemicals widely used for pest control. Because of these undesirable characteristics, present trends are to discontinue using these highly toxic, persistent compounds for pest control in outdoor areas. Legislation banning the sale of DDT has been introduced. Similar legislation controlling the use of several of the chlorinated hydrocarbon pesticides is probably the most effective way to reduce pollution.  相似文献

This article briefly summarizes the limited landfill/dump information available for developing Asian countries, and introduces a database that aims to close the information gap through collecting and sharing data. Developing nations usually try to adapt the systems and technologies of developed countries. However, this approach may not be appropriate because of differences in socioeconomic, cultural, and political backgrounds. Many waste management projects fail after operations are transferred to local authorities owing to a lack of funds to cover the high operational expenses. Some successful projects have been adapted to local conditions, although the information on these successes is not often available for others. Nevertheless, only a few developing countries even have a national inventory of their dumps/landfills, and decision-makers have little awareness of the dumps and their impacts. The database introduced here will gather landfill/dump information from each country and organize it in a comparable format, and it will then be published on the Internet.  相似文献

Suspended solids or sediments can be pollutants in rivers, but they are also an important component of lotic food webs. Suspended sediment data for rivers were obtained from a United States–wide water quality database for 622 stations. Data for particulate nitrogen, suspended carbon, discharge, watershed area, land use, and population were also used. Stations were classified by United States Environmental Protection Agency ecoregions to assess relationships between terrestrial habitats and the quality and quantity of total suspended solids (TSS). Results indicate that nephelometric determinations of mean turbidity can be used to estimate mean suspended sediment values to within an order of magnitude (r2 = 0.89). Water quality is often considered impaired above 80 mg TSS L–1, and 35% of the stations examined during this study had mean values exceeding this level. Forested systems had substantially lower TSS and somewhat higher carbon-to-nitrogen ratios of suspended materials. The correlation between TSS and discharge was moderately well described by an exponential relationship, with the power of the exponent indicating potential acute sediment events in rivers. Mean sediment values and power of the exponent varied significantly with ecoregion, but TSS values were also influenced by land use practices and geomorphological characteristics. Results confirm that, based on current water quality standards, excessive suspended solids impair numerous rivers in the United States.  相似文献

How to choose among the dozen policy instruments available to environmental management agencies has been a matter of concern and debate among environmental economists for the entire life of the profession – nearly four decades. The ability, or lack of it, to measure the quantities or observe the actions made "enforceable" by particular policy instruments ought clearly to be central to this choice. However, all too often the monitoring problem has been assumed away. When it is reintroduced in realistic forms, we find, not surprisingly, that some favorite policy instruments, such as pollution charges, are not applicable to some important problems, such as runoff pollution from farms; that marginal subsidies, by changing the burden of proof, may no longer be symmetric with charges; and that the apparent freedom from monitoring requirements of the newly fashionable instrument involving the public provision of information about firms or products is "paid for" by our inability to say anything about its performance on other dimensions that are also of interest. The ForSAFE model, designed for modelling biogeochemical cycles (water, acidity, base cation, nitrogen and carbon) in terrestrial ecosystems, was modified with a vegetation response module (VEG), incorporating the effects of: nitrogen pollution, acidification, soil moisture, temperature, wind chill exposure, light and shading by trees, grazing by animals, competition between plants, above ground for light and below ground for water and nutrients. The model calculates the response of number ground vegetation plant groups. The integrated model was tested and validated at integrated level II forest monitoring sites across Sweden, four have been shown here, and used to assess the effect of acidification and nitrogen pollution in relation to factors such as climate change, forest management and changing grazing pressure. The response functions have been derived from single-factor experiments and integrated through the model structure for use on whole systems. The tests with the model suggest that the ground vegetation composition is reasonably well predicted, that much research remains before the model is fully tested and operational, and that the model may serve as a tool for assessing impacts of climate change, acid rain and forest management on plant biodiversity in forested areas.  相似文献

A method is presented here by which the actual numbers of individuals in the U.S. population who would be expected to suffer respiratory illness as a result of exposure to ambient nitrogen dioxide (NO2) concentrations in excess of the Federally-designated ambient air quality standard can be estimated. At the same time we have attempted to quantify how these adverse health effects would be alleviated by various degrees of reductions in current ambient concentrations. In addition, the health benefit expected to be derived by various NOx emission control strategies will be examined utilizing the health benefit estimation method presented.It is estimated that there were approximately 33.2×106 excess cases of respiratory illnesses in the U.S. in 1973 associated with ambient NO2 concentrations in excess of the national ambient standard. A reduction of approximately 50 to 60 percent below 1973 NO2 levels is needed to essentially eliminate excess respiratory illness associated with ambient NO2 concentration.  相似文献

《大气污染防治法》(修订草案)有很多突破,但是针对性、策略性、特色性和可实施性均存在欠缺,需要进一步把生态文明、绿色化、区域协同发展的要求纳入立法目的,体现在体制制度和机制的设计中;理顺立法体例,保证规定的逻辑性;坚持空间管控和多规合一,坚持空气质量目标管理的思路,采取实际大气环境容量和实时排放流量控制相结合的工作模式;明确行动计划与现行环境保护规划、各专项环保规划的关系;理顺监管体制,创新区域联合防治的制度和机制,弥补侵权法律责任和法律救济规定的不足,保持信息公开申请和环境民事公益诉讼提起条件的前后贯通性。只有这样,才能既体现立法修改的必要性和针对性,又体现立法规定的时代性和特色性,展现法律措施的严格性和法律责任的严厉性。  相似文献
