Assessing safety culture in the Spanish nuclear industry through the use of working groups

This paper presents the design and the implementation of a methodology for measuring and improving safety culture at a nuclear power plant (NPP). The study has involved the completion of a pilot project aimed at seeing how to make use of the RADAR logic (Results, Approach, Deployment, Assessment and Review) of the EFQM model as a tool for the self assessment of safety culture in a nuclear power plant. The work was aimed at finding evidence of the safety culture that was in place at the plant and at identifying both the strengths of that culture and any areas in which it could be improved. The score obtained from an analysis of those strengths and areas for improvement has made it possible to prioritise the actions to be taken. The identification of perceptions and evidence, the agreement on the strong points and areas for improvement and the quantification of the safety culture have been performed by groups comprising volunteers who work at the NPP. The advantages of this methodology are assessed in the paper.

规划环境影响跟踪评价制度是规划环评制度的重要组成部分,完善跟踪评价制度对健全以环境影响评价制度为主体的预防体系具有重要意义。在分析我国规划环境影响跟踪评价制度与实践进展的基础上,系统梳理了现行制度存在的启动情形不明、程序亟待规范、约束力不足等问题,并从按照审查意见要求启动跟踪评价、保障生态环境部门知情权与建议权、强化违反跟踪评价义务的法律后果等方面提出对策建议,为《中华人民共和国环境影响评价法》的修订完善提供参考。

公众参与是环境影响评价中的重要内容。从公众参与的定义、目标和作用入手，就环境影响评价中公众参与的作用机制及其有效性进行探讨，认为：广泛的公众代表性、有效的公众参与形式以及公众意见的如实反映和客观分析，都是增进环境影响评价中公众参与的机制有效性的重要因素。     

Small queens in the ant Ectatomma tuberculatum: a new case of social parasitism

Social parasites exploit the worker force of colonies of other social insects to rear their own young. Social parasitism occurs in several Hymenoptera and is particularly common in several tribes of the ant subfamilies Myrmicinae and Formicinae. Here, we document the occurrence of miniaturized queens (microgynes) in colonies of Ectatomma tuberculatum, an ant belonging to the subfamily Ectatomminae. Behavioral observations and genetic analyses show that microgynes concentrate their reproductive efforts almost exclusively on the production of sexual offspring (microgynes and males), whereas the regular, large queens (macrogynes) produce workers in addition to sexuals. According to mitochondrial and nuclear markers, gene flow between microgynes and macrogynes is extremely limited. Whereas the co-occurrence of microgynes and macrogynes in the related species Ectatomma ruidum constitutes an intraspecific polymorphism associated with alternative dispersal tactics, microgynes found in colonies of E. tuberculatum appear to be a distinct species and to represent the first case of social parasitism in the poneromorph subfamilies of ants.     

The farmer as a landscape steward: Comparing local understandings of landscape stewardship,landscape values,and land management actions

We develop a landscape stewardship classification which distinguishes between farmers’ understanding of landscape stewardship, their landscape values, and land management actions. Forty semi-structured interviews were conducted with small-holder (<5 acres), medium-holders (5–100 acres), and large-holders (>100 acres) in South-West Devon, UK. Thematic analysis revealed four types of stewardship understandings: (1) an environmental frame which emphasized the farmers’ role in conserving or restoring wildlife; (2) a primary production frame which emphasized the farmers’ role in taking care of primary production assets; (3) a holistic frame focusing on farmers’ role as a conservationist, primary producer, and manager of a range of landscape values, and; (4) an instrumental frame focusing on the financial benefits associated with compliance with agri-environmental schemes. We compare the landscape values and land management actions that emerged across stewardship types, and discuss the global implications of the landscape stewardship classification for the engagement of farmers in landscape management.

从论述生态企业的构架———经营思想、理念、生产方式、环境管理、环境建设入手 ,对生态企业创建的考核指标进行了探讨 ,提出了五个方面共 2 5项指标的考核体系 ,为生态企业的创建及验收提供了依据。

Method of pollution sources assessment in relation to residential site selection

Much investigation supports a high incidence of disease and death rates when people live in ambient polluted air for a long time. Thus, the location of residential sites is important from a public health viewpoint. The method outlined in this paper is useful for determining the location of residential sites based on pollution sources assessment.
