Objective
OSHA's enforcement program is one of the major public efforts to protect American workers. We examine both the scope of injury prevention that inspections can contribute and the types of standards that contribute the most.Methods
We linked Pennsylvania Department of Labor and Industry files for lost-time injuries and employment to calculate injury rates for 1998-2005 for all single-establishment manufacturing firms. We linked these to OSHA inspection records.Results
Inspections with penalties did affect injury types unrelated to standards as well as those related. We also found again that citations for violations of the standard requiring personal protective equipment had the largest impact on preventing injuries.Impact on Industry
Programs requiring protective equipment use deserve added attention from consultants and inspectors. In addition, some inspections spur managers to undertake safety measures that go beyond compliance with standards. 相似文献23.
The objective of this article is to empirically analyse whether there is a relationship between the difficulties found in the integration process and the level of system integration achieved.A sample of 362 organisations registered, at least, to both ISO 9001:2000 and ISO 14001:2004, is examined. Structural equation modelling is applied to their responses to a mailed survey. Two different groups are studied depending on the number of management systems implemented: two systems for the first group and three for the second.The results demonstrate that organisations with three implemented management systems face difficulties in the integration process that affect the level of integration, while this relationship is not significant for those organisations with two management systems.This paper is one of the first studies focussing on integration difficulties and their effect on the level of integration achieved. 相似文献

Most environmental professionals and decision-makers, and certainly the public at large, hold the view that the integrity
of earth’s natural environment will be conserved for posterity and sustainable development achieved if all the nations rigorously
enforced their environmental and emission standards. It is argued in this paper that this view, sincerely held by many as
an “axiomatic truth,” is mistaken and misplaced. This is because as a biogeochemical entity the Earth has limited self-regenerative
capacity (SRC) to cope with anthropogenic pollution, and all kinds of environmental problems ensue when that limit is exceeded.
Indeed, mounting environmental problems now occurring on all fronts amply testify to the fact that the limit has already been
exceeded. They also provide necessary and sufficient proof that environmental and emission standards have been woefully inadequate
for protecting earth’s natural environment and life-support systems. It is argued that true global environmental sustainability
will be achieved, paving the way to true global sustainable development, if and only if global environmental and emission
standards are set so that global anthropogenic pollution does not exceed the limit of earth’s natural SRC to cope with such
pollution. These and related issues are discussed in this paper. A simple mathematical model using basic mathematics is also
presented to explain how the phenomenon of “positive feedback” works in some of the environmental problems to exacerbate environmental
degradation and progressively to erode nature’s SRC.

针对青岛市建设宜居幸福国际城市战略目标,研究选取了新加坡、旧金山、大阪、香港、上海、深圳等10个国内外港口城市,对比分析了青岛市环境空气质量状况,并与典型国际发达国家污染物减排和环境质量改善进程进行了对比。结果表明:青岛市PM_(10)、PM_(2.5)、SO_2年均浓度与国际城市差距较大,改善任务艰巨;NO_2年均浓度相对较低,已达到与国际接轨的程度,并优于大部分国际对比城市。从国际大气污染物减排及环境空气质量改善进程来看,预计青岛市将在2025年全面达到国家环境空气质量二级标准。青岛市需加快环境空气质量改善进程,为建成宜居幸福的现代化国际城市提供优良的环境空气质量保障。 相似文献

This paper criticises the conclusions and the unanswered questions in the National Institute of Standards and Technology (NIST)'s official report on the evacuation of the World Trade Center in New York City, United States, on 11 September 2001. It reviews the extent to which the report disregards several conventional statistical methods and comments on the NIST's refusal to share the machine‐readable data file with the scientific community for replication and further analysis. Problems lie in the sampling methods employed, the treatment of missing data, the use of ordinary least squares (OLS) with binary dependent variables, the failure to document the scalability of the scales used, the lack of tests to check for constant error variance, and the absence of overall fit tests of the model. There are also conceptual and theoretical issues, such as the absence in the report of considerations of the influence of group‐level processes and their impact on the collective behaviour of evacuating collectivities. 相似文献

Water quality criteria, as a means of distinguishing "good" water from "bad" water, have been employed for over 150 years.
During the 1940s and 1950s, the formulation of water quality criteria and their role in water quality management were hotly
debated in the United States as each state formulated its own approach to water pollution control. In 1965, when the federal
government assumed control of water quality management in the US, a single, national approach to the formulation and use of
criteria had to be selected and implemented nationwide. The purpose of this paper is to briefly review the history of criteria
as a basis for water quality management in the US; note the different water quality management philosophies used by states
prior to 1965; and summarize the relationship of criteria to monitoring over the past 30 years. Standards, as legal instruments,
are developed for a specific water body by designating a use of the water (society value) and the criteria necessary to protect
the use (a scientific finding). Standard violation, as a concept, tends to remain as a single-sample exercise (i.e., the sample
measurement is either above or below the standard). Increasingly, however, there is a demand to classify large bodies of water
(e.g., lake, river segment, or aquifer), over a set time period, such as a day, year, or decade, as either in compliance or
in violation of water quality standards. No peer-reviewed, standardized method for computing standard "violations" has been
widely accepted for this purpose. The paper ends with a call to develop such methods, if water quality managers must produce
standard violation information (infer sample results) over time and space.
