The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways:

as a tool and process for achieving more sustainable and strategic planning; •
to determine the level of integration of SEA within the planning system; and, •
its effectiveness vis-à-vis implementation.

This paper provides a first analysis of a “policy bloc” of fossil fuel importers which implements an optimal climate policy, faces a (non-policy) fringe of other fuel importers, and an exporter bloc, and purchases offset from the fringe. We compare a carbon tax and a cap-and-trade scheme for the policy bloc, in either case accompanied by an efficient offset mechanism for reducing emissions in the fringe. The policy bloc is shown to prefer a tax over a cap, since only a tax reduces the fuel export price and by more when the policy bloc is larger. Offsets are also more favorable to the policy bloc under a tax than under a cap. The optimal offset price under a carbon tax is below the tax rate, while under a cap and free quota trading the offset price must equal the quota price. The domestic carbon and offset prices are both higher under a tax than under a cap when the policy bloc is small. When the policy bloc is larger, the offset price can be higher under a cap. Fringe countries gain by mitigation in the policy bloc, more under a carbon tax since the fuel import price is lower. 相似文献

This paper examines the current health policy response to the management of vector-borne disease (VBD), specifically Ross River (RR) virus, in subtropical coastal Australia. It demonstrates the multi-dimensional nature of the VBD problem and considers the value of more sustainable policy responses. The paper provides an integrated exploration of the incidence of RR virus in the context of socio-biophysical interactions and change, climate variability, and possible enhanced threat due to climate change. The study focuses on two subtropical coastal case study regions in Australia. Collectively, the existing and emerging socio-biophysical interactions in these regionsraise questions as to the future risks and management of RR virus, while climate change adds a significant further dimension. The paper demonstrates the need for the incorporation of environmental planning elements, particularly attention to strategic assessment and planning, into the traditional suite of health policy responses given the multi-dimensional nature of the problem and evident socio-biophysical environmental change. 相似文献

A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented. 相似文献

The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. A number of factors are critical to the implementation of measures identified through Strategic Environmental Assessment (SEA) processes. This paper addresses the challenge of implementation from a street level perspective and studies the role of planners and their use of discretion in the SEA implementation process: in which way might planners hinder or facilitate the implementation of SEA? Which coping mechanisms and discretions are deliberately or unconsciously developed and used by the planners? The paper reviews the literature on street level bureaucracy (SLB) in order to identify both factors influencing the implementation behaviour of street level bureaucrats and their coping mechanism when confronted with these factors. Based upon the SLB theory, a case study explores the SLB behaviour involved in the implementation of the SEA of the Copenhagen spatial plan. The analysis shows a surprisingly high level of implementation of measures put forward in the SEA report, and underlines the role of planners at the front line of implementation, functioning as ‘innovators’ during the SEA process and the following implementation of measures. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducts research to improve and protect the health and safety of workers. This paper describes the experience of the NIOSH Construction Program with two recent program planning initiatives intended to improve the program: (a) an independent external review of work over the past decade and (b) the development of strategic goals organized into a “National Construction Agenda” to guide a decade of future work. These goals, developed with input from construction industry stakeholders and researchers, are a part of the NIOSH National Occupational Research Agenda (NORA) initiative. The NORA goals are intended to provide an ambitious set of goals for all construction stakeholders to work together on. Both efforts relate to insuring the relevance and impact of research, reflecting an emerging policy perspective that research programs should be judged not just by the quality and quantity of science produced, but by the industry impact and tangible benefit resulting from the research. This paper describes how views on research planning have evolved to incorporate lessons learned about how research leads to improved safety and health for workers. It also describes the process used to develop the goals and the resulting strategic and intermediate goals that comprise the National Construction Agenda. 相似文献

Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval. 相似文献
