Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

The complexity of the environment demands a well-constructed composite environmental index (CEI) to provide a useful tool to draw attention to environmental conditions and trends for policy purposes. Among the common difficulties in constructing a proper CEI are uncertainties due to the selection of the most representative underlying variables or indicators. A degree of uncertainty accompanies experts' judgments, and to deal with vague, subjective or inconsistent information, logic other than classic is required. This study analyzes a procedure that uses different experts' opinions in constructing a CEI, with the use of paraconsistent annotated logic. For this, a sensitivity analysis of the Environmental Sustainability Index (ESI 2005) was used as an example to assess the reliability of experts' opinions. The uncertainty due to the disagreement in experts' opinions clearly indicates that the forms we presently use to measure and monitor the actual environment are insufficient, that is, there is a lack of a “science of sustainability”.  相似文献

With increasing environmental challenges confronting our planet, colleges and universities are trying different approaches for minimizing their adverse environmental impacts. Among the approaches being used to revitalize campus sustainability efforts, new waste management strategies have included attempts to improve campus-recycling programs. This paper presents select findings from a comprehensive study at a large, Tier I university aimed at, among other things, informing university administration and decision makers working on the planning and implementation of a new campus-wide recycling facility and program. The researchers used a mixed-method approach to help them develop an understanding of the campus community's (1) perceived barriers to recycling, (2) recycling knowledge, (3) program preferences, and (4) environmental attitudes. The results from a web-based survey (n = 3896, RR1 = 24.9%) suggest, communication efforts for recycling programming should focus more on messages concerning what, how, and where to recycle rather than messages on why to recycle. Furthermore, the results suggest recycling-related publicity approaches should differentiate their mode and content for different segments of the community.  相似文献

Sustainability assessment (SA) is a holistic and long-range strategic instrument capable of assisting policy-making in electing, and deciding upon, future development priorities. The outcomes of an SA process become more relevant and strengthened when conducted with multi-stakeholder engagement, which provides for multiple dialogues and perspectives. This was the object of research of the SA team in the context of BioScene (Scenarios for Reconciling Biodiversity Conservation with Declining Agriculture Use in Mountain Areas in Europe), a three-year project (2002–2005) funded by the European Union 5th Framework Program, which aimed to investigate the implications of agricultural restructuring and decline for biodiversity conservation in the mountain areas of Europe, using three distinct methodological streams: the ecological, the socio-economic, and the SA approaches. The SA approach drew on the previous two to assess the importance for biodiversity management of different scenarios of agri-environmental change and rural policy in six countries (France, Greece, Norway, Slovakia, Switzerland, and the United Kingdom), develop causal chains, include stakeholder views, and identify potential contributions for, or conflicts with, sustainability. This article tells how SA was used, what sustainability meant in each study area through different objectives of sustainability considered, discusses the methods used in SA, and the benefits arising. The SA was conducted by a team independent of any study area, who developed and oversaw the application of the SA methodology, assisting national teams, and developing a cross-country understanding of the sustainability of proposed scenarios in the different geographical and social contexts, and their implications for policy-making. Finally, it reflects on the persistent challenges of interdisciplinary research, compounded by multi-cultural teams, and concludes on the BioScene’s lessons for the further development and application of SA.

The concept of sustainability transitions has become increasingly prominent in academic and policy discourses during recent decades, but the importance of the link between knowledge-producing epistemic practices and urban governance has been underappreciated in this discourse. Based on a case study of cycling in Copenhagen between 1900 and 2015, and drawing upon a governmentality-inspired analytical framework, this research demonstrates that transformative governance may be initiated by epistemic practices that render urban systems visible in other ways. Urban cycling has been reconstructed over time in Copenhagen as a traffic safety ‘problem’, a component of the experiential and liveable city, and a health-producing (and hence economically valuable) regional transport mode. The research findings emphasise that epistemic practices can provide a powerful stimulus for creating changes in urban governance. The results also provide support for initiatives to broaden the terms of academic debate on sustainability transitions.  相似文献

As local governments have moved toward adopting sustainability policies, there have been some cases where local Tea Parties have emerged as aggressive and strident opponents of such changes. Looking broadly at the Tea Party movement across the United States and systematically measuring its influence in urban America, we assess each Tea Party chapter’s capacity – its ability to convert resources into meaningful political advocacy. Data is derived from surveys of political elites in 50 cities as well as from determining the level of sustainability programming in each of these same cities. Evidence demonstrates that the Tea Party has not had a significant impact on city policymaking in the area of sustainability. Rather, the typical Tea Party chapter appears to be at best a modest presence in local politics.  相似文献

Translating policies about sustainable development as a social process and sustainability outcomes into the real world of social–ecological systems involves several challenges. Hence, research policies advocate improved innovative problem-solving capacity. One approach is transdisciplinary research that integrates research disciplines, as well as researchers and practitioners. Drawing upon 14 experiences of problem-solving, we used group modeling to map perceived barriers and bridges for researchers’ and practitioners’ joint knowledge production and learning towards transdisciplinary research. The analysis indicated that the transdisciplinary research process is influenced by (1) the amount of traditional disciplinary formal and informal control, (2) adaptation of project applications to fill the transdisciplinary research agenda, (3) stakeholder participation, and (4) functional team building/development based on self-reflection and experienced leadership. Focusing on implementation of green infrastructure policy as a common denominator for the delivery of ecosystem services and human well-being, we discuss how to diagnose social–ecological systems, and use knowledge production and collaborative learning as treatments.  相似文献

SUCCESS was a scientific, multi-disciplinary case study of seven selected villages in China, coordinated by the Viennese research institute Oikodrom in which I have been a team member for 6 years. We assembled an international team of researchers to work together with local team leaders with the aim of involving village dwellers in a sustainability negotiation process. The project had a strong bottom-up approach, combined with top-down elements. Using participatory research methods, village teams discussed and developed ideas for concrete sustainability-oriented projects in their villages. By the end of the 3-year study of SUCCESS, equipped with the seeds of a multiple-scenario building process and the appropriate funding, each of the seven case study villages had generated ideas for local sustainability-oriented projects and put them into practice. The outcome of this participatory process is manifold. One major impact of the implementation of local projects was their visibility which was crucial for the village dwellers' confidence and their motivation to become engaged in a decision making process. The experience of their successful participation in a decision making process empowered them for self-organisation processes or a civil society process. The small projects offered interesting theoretical insights into how local contexts impact upon village dweller's decision on appropriate sustainability interventions. How they are as well in line with characteristics of different types of villages that were carried out within the study will be shown in this article.  相似文献
