The core requirement of sustainability is that current economic activities should not result in an excessive burden on future
generations. This criterion is general enough to imply different decision rules for the preservation of environmental assets.
Neoclassical economics does not have a sustainability criterion for environmental assets independent of the intertemporal
efficiency criterion, which allocates environmental and man-made capital based on projected monetary benefits and costs. This
criterion is examined in terms of the feasibility of valuing the benefits of environmental assets, the substitution possibilities
between natural and man-made capital, and the ethical grounds for using efficiency as the sole determinant of the allocation
of environmental assets. An alternative ecological sustainability criterion is the preservation of safe minimum levels of
environmental assets in physical terms rather than the dollar value of a composite of natural and man-made capital. Safe minimum
standards for environmental assets constrain the efficiency criterion in order to ensure the sustainability of economic systems.
It is argued that the ecological approach to sustainability should limit the economic approach for decisions involving the

Some have argued that the meaning of sustainability varies according to context, forcing us to be as explicit as possible when defining our terms. An argument is offered that disputes this conclusion by maintaining that it is not the meaning of sustainability that changes with respect to context, but rather our understanding of the context itself. This is frequently apparent in contradictions that arise when conceiving each context in terms of sustainability. If this argument is correct, then we should be concerned not with the “meaning” of sustainability but rather the implications of sustainability as they affect the status quo. And in order to do this we must be prepared to answer the question: Why is sustainability desirable? This approach is illustrated through a preliminary conceptual and ethical analysis of ecologically sustainable development. 相似文献

In this study, we analyzed the sustainability and determinant factors of waste reduction through variable charging schemes.
We drew three main conclusions from the study. (1) Waste reduction was achieved by variable charging and was sustained over
an average of at least 10 years. The results regarding the sustainability of the price effect were inconclusive. (2) The main
factors contributing to the combustible waste reduction achieved through variable charging were two-tier pricing and the price
of waste bags. The effect of two-tier pricing programs was positive. (3) Waste paper recycling and variable charging reinforce
each other to promote waste reduction.

Formulation of effective sustainability indicators for national assessment demands a comprehensive understanding of the utilisation, diffusion and dissemination of information in policy processes. To illustrate the dynamic of sustainability assessment within the context of policy processes, this paper uses a case study of national sustainability indicators development in Malaysia. Subsequently, this paper ascribes the limited achievement of national sustainability assessment in Malaysia to four types of constraints: meta-policy issues; technical capacities; communication concerns; and the inherent knowledge gaps within the indicator developer community vis-a-vis their theoretical limitations. It is proposed that such constraints will be encountered in many countries. Drawing from the literature on public policy, this paper outlines a framework for investigating indicator behaviour within policy processes based on well-established concepts such as knowledge utilisation and policy learning. I conclude this paper by elaborating on the corresponding future challenges that must be addressed before effective integration of sustainability indicators within policy systems can occur. 相似文献

Fuzzy cognitive mapping was used to develop a participatory ecosystem management plan for Uluabat Lake, Turkey. Interviews
were conducted with stakeholders belonging to six different groups. Lake pollution was the most central and most mentioned
variable for stakeholders. Stakeholder groups agree that lake pollution is negatively affecting ecosystem health and thereby
local economies. Thus, reducing lake pollution was chosen as the overall goal for the management plan. Possible ways to reduce
lake pollution and increase ecosystem health were seen differently by the different groups. Hunters, factory managers, NGO
personnel, and local people thought industry was the main cause of lake pollution, while officials from the government and
local municipalities thought roads and urban development contributed the most to lake pollution. Generally the stakeholder
groups did not perceive their own actions as affecting the lake as strongly as other groups thought. For example, factory
managers viewed factory pollution as negatively affecting the lake but less strongly than the other groups did. According
to policy option simulations, reducing lake pollution had positive effects on all variables, especially fish, birds, animal
husbandry, irrigation, agriculture, and the ecological balance of the lake. Results of this analysis were used to facilitate
meetings among stakeholder groups and to develop a participatory ecosystem management plan. The analysis was useful for pointing
out the similarities as well as the differences among the groups. It also helped the facilitators understand the focus of
each stakeholder group and enabled them to suggest activities in which each group would want to participate. 相似文献

Since returning an ecosystem to its pristine state may not be realistic in every situation, the concept of habitat diversity is proposed to help decision-makers in defining realistic restoration objectives. In order to maintain habitat diversity and enhance the long-term success of restoration, process-oriented projects should be preferred to species-oriented ones. Because the hydrogeomorphological processes that influence biodiversity operate at different spatiotemporal scales, three scales are considered: river sectors, floodplain waterbodies, and mesohabitats within each waterbody. Based on a bibliographical review, three major driving forces are proposed for incorporation into the design of restoration projects: (1) flow velocity and flood disturbances, (2) hydrological connectivity, and (3) water supply. On the sector scale, increased habitat diversity between waterbodies can be achieved by combining various intensities of these driving forces. On the waterbody scale, increased habitat diversity within the ecosystem can be achieved by varying water depth, velocity, and substrate. The concept is applied to a Rhône River sector (France) where three terrestrialized side arms will be restored. Two were designed to be flood scoured, one having an additional supply of groundwater, the other being connected to the river at both ends. The third cannot be scoured by floods because of upstream construction and would be supplied by river backflow through a downstream connection. Habitat diversity within the ecosystem is exemplified on one side arm through the design of a sinuous pathway combined with variation of water depth, wetted width, and substrate grain size. / Marginal aquatic systems (wetlands) of the Po River (Italy) have become the target of a renewed interest because of their value for recreation, natural reserves, and deposits of sand. To preserve these sites, wise management must be the objective of local administrations. In this paper a strategy for the sustainable use of 11 wetlands is presented. It uses simple economic analysis and multiple criteria techniques and provides suggestions to promote sustainability in terms of conservation of natural resources, economic self-sufficiency, and minimization of potential conflicts about the use of the wetlands. In the understanding that sustainability is framed in a long-term perspective, stability analysis is also considered and performed by means of loop analysis, a qualitative technique. / Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use. 相似文献

There is a well-recognised need to transform existing systems of production and consumption towards a more sustainable orientation. However, there is much uncertainty about how to achieve sustainability transitions in practice, and what transition advocates and actors can do to catalyse and steer regime transformation. We therefore need evidence of how transitions are operationalised, in order to better understand the on-ground dynamics of regime change. To address this gap, this research paper examines three contemporary cases of transformational change in the Australian urban water sector and the dominant strategic approach to change adopted in each city. It focuses on the strategic behaviour of actors, in particular examining how agents navigate and respond to the opportunities and constraints of their context, and what initiatives (or combination thereof) can facilitate innovation diffusion and regime transformation. The results reveal three distinct patterns of change, each of which favour particular strategic interventions by transition proponents.In order to incubate transformational change, the results suggest that actors may be best served by initially employing strategies that are immediately compatible with their existing context. However, examination of the strengths and weaknesses of each pattern confirm that no single strategic approach is in itself sufficient, and in order to embed a novel innovation and bring about regime change, actors will eventually need to broaden the range of interventions used. The results also reveal the possibility of a ‘pattern-dependence’ that actors need to deliberately work to overcome in order to fully mainstream the desired change. These findings therefore provide insight into the links between regime transformation, patterns of change and actor strategies while also offering practical guidance that can be used to inform the design and implementation of regime transformation agendas and programs. 相似文献

The success or failure of rural water services in the developing world is a result of numerous factors that interact in a complex set of connections that are difficult to separate and identify. This research effort presented a novel means to empirically reveal the systemic interactions of factors that influence rural water service sustainability in the municipalities of Darío and Terrabona, Nicaragua. To accomplish this, the study employed graphical modeling to build and analyze factor networks. Influential factors were first identified by qualitatively and quantitatively analyzing transcribed interviews from community water committee members. Factor influences were then inferred by graphical modeling to create factor network diagrams that revealed the direct and indirect interaction of factors. Finally, network analysis measures were used to identify “impact factors” based on their relative influence within each factor network. Findings from this study elucidated the systematic nature of such factor interactions in both Darío and Terrabona, and highlighted key areas for programmatic impact on water service sustainability for both municipalities. Specifically, in Darío, the impact areas related to the current importance of water service management by community water committees, while in Terrabona, the impact areas related to the current importance of finances, viable water sources, and community capacity building by external support. Overall, this study presents a rigorous and useful means to identify impact factors as a way to facilitate the thoughtful planning and evaluation of sustainable rural water services in Nicaragua and beyond. 相似文献
