Aquaculture has a long history,and has achieved rapid development from 1950 to 2010,especially since the 1990s.Nevertheless,aquaculture has also seen a series of problems emerge.Inevitably,aquaculture interacts with the environment and society.Rapid development requires that close attention be paid to potential environmental and social impacts and their prevention or mitigation.The development and management of aquaculture is related closely with a variety of legal and institutional arrangements.Thus,aquaculture raises numerous legal and institutional issues.This paper explores actual legal and institutional practices of global representative aquaculture countries and provides a comprehensive account of the legislation and policies of different countries.Further,this paper reveals that the optimal legal framework for aquaculture is in line with related international regulations(especially the soft laws)and strictly operational,and the corresponding policy framework should establish early access and warning,as well as post assessment and feedback mechanisms. 相似文献

Public participation is widely lauded as a way to make environmental decisions more democratic, to improve their quality, and to enhance their legitimacy. Scholars and citizens around the world repeatedly complain, however, that public participation frequently serves primarily as a pro forma exercise to defend predetermined decisions rather than as a meaningful opportunity for the affected public to influence decision-making. These critiques persist despite considerable research suggesting ways to improve the quality of public participation. This essay explores this problem by analyzing citizen involvement in the environmental impact assessment (EIA) processes for the Allain Duhangan hydropower project in northern India. It describes how meaningful public involvement was compromised—despite repeated objections by citizens and independent consultants—by four communication practices: (1) failing to provide adequate access to information; (2) predetermining EIA outcomes by controlling the definition of issues (“definitional hegemony”); (3) privileging scientific/technical discourse; (4) utilizing “consultative” forms of communication that promote one-way flows of information rather than more interactive forms that encourage the joint construction of information and values. This study further argues that these practices persist because they serve as acts of power that privilege dominant actors and interests in the larger socio-political context. This analysis thus suggests that altering communication practices that compromise the quality of public participation may require attending to the interaction between communication practices, relations of power, and the larger socio-political context in which public participation takes place. 相似文献

This essay utilizes the perspective of articulation theory to examine how environmental advocates, public interest organizations, and citizen-consumers have challenged the nuclear industry's expansion efforts, linking strategies at local and global levels. The industry has articulated a material and discursive formation including reactor construction projects, financial and political arrangements, and an overarching narrative of nuclear necessity and inevitability. Opponents have responded by linking organizations, individuals, histories, geographies, and expertise, re-articulating the place of nuclear power in the field of energy choices. This essay examines those opposing articulations in the context of efforts to construct new nuclear power plants in the southeastern USA. There, opponents have challenged state-level regulatory approval of a corporate merger that would facilitate new nuclear construction and financing arrangements that would shift economic risks from the corporation to consumers. These local engagements have broader consequences: in challenging one corporation's nuclear ambitions, opponents also challenge the global industry narrative of nuclear necessity and inevitability. 相似文献

植物修复是利用植物的物理、化学作用去除污染土壤中重金属的技术方法,可以减少二次污染物的产生,具有经济可行性.低分子有机酸(LMWOAs)具有生物降解性和环境友好性,在重金属污染土壤植物修复中具有较强的应用潜力.综述了LMWOAs在植物修复中的作用机制,主要包括:①调控根茎叶发育,增加植物生物量,强化植物富集效果;②增强光合作用,提升植物抗性,提高对重金属的耐受能力;③改变根际土壤性质,提高根际微生物活性,促进对重金属的吸收;④改变重金属形态,减轻重金属毒性,提高转运效率.最后阐述了LMWOAs强化植物修复重金属污染土壤的优缺点及应用,提出了LMWOAs在重金属污染土壤植物修复中的研究方向,这对LMWOAs在未来植物修复中的研究和应用具有科学意义. 相似文献

在讨论农产品质量安全内涵的基础上,构建了农产品数量安全和质量安全指标体系,基于熵值法、CRITIC法、Ganger因果检验和回归分析等方法,使用2005—2018年中国时序数据,测度农产品质量安全的耦合度和协调度,并对农产品质量安全内部协调度的农业要素投入和管制导向影响进行了研究。研究表明:农产品质量安全内部存在相对单向的扰动,属于数量安全高于质量安全的非均衡体系;农产品质量安全内部呈现出高度的内部耦合,但发展协调度不高;化学品投入和产业投入对农产品质量安全内部协调发展具有推动作用,其他要素投入影响不明显;管制导向对农产品质量安全内部协调度有积极影响,其中,农业支持保护补贴和地理标志农产品登记数量的正向影响最大。未来应该通过优化管制效能,不断提高技术投入等要素的投入效率。 相似文献

生态服务价值的评估对于研究人员、政策制定者和公众都有重大意义,而农业生态系统价值往往集中于食物的供给价值,而生态系统的调控服务价值、支持服务价值和文化服务价值往往被忽略。空气调控服务属于生态系统调控服务中的一种,通过按季度检测池塘养殖水体的叶绿素a含量,计算养殖池塘的初级生产力,再以工业制氧法、碳税法和造林成本法估算了常规鱼类池塘养殖生态系统空气调节服务价值。结果表明:常规鱼类池塘养殖生态系统空气调节服务总价值为63 42248 yuan/a〖DK1〗·hm2。考虑到系统内部耗氧和向系统外释放含碳气体导致的价值损失,常规鱼类池塘养殖生态系统空气调节服务总净价值为28 88674 yuan/a〖DK1〗·hm2,其中固碳净价值为 25 46328 yuan/a〖DK1〗·hm2,释放氧气的净价值为3 42346 yuan/a〖DK1〗·hm2。相较44 0221 yuan/a〖DK1〗·hm2的池塘养殖水产品的市场价值,空气调节服务价值超过养殖水产品市场价值的一半以上,表明池塘养殖的生态服务价值对人类社会的贡献不可忽视。研究认为,由于池塘藻类的高增长率,常规水产池塘养殖系统空气调节服务价值高于一些种植业生态系统的空气调节服务价值。 相似文献

The effect of increasing cadmium concentration (10, 100 and 1000 μmol dm‐3) on the growth, leaf area, content of assimilation pigments, cadmium content and the regulatory ability of the tissue of maize plants was investigated. The results obtained document, already after 6 days, a significant decrease of dry weight, reduction of leaf area, chlorophyll a and b as well as carotenoids in plants grown in the nutrient solution containing 1000 μmol dm ‐3 of cadmium. A highly significant inhibition of growth, leaf area and assimilation pigments in plants growing in the nutrient solutions with 100 and 10 μmol dm‐3 of cadmium was registered after 17 days of cultivation. In plants growing in the nutrient solution containing 100 μmol dm‐3 of cadmium a demonstrable reduction of the content of assimilation pigments was registered after 11 days of culture. With increasing cadmium concentration in the nutrient solution as well as in the plant tissue after 6 and 17 days of culture both the range of the regulatory zone and the extent of optimum pH increased into the acid region. The pH values of the isoelectric point decreased with increasing cadmium content in the solution. 相似文献
