在完善生态文明制度体系、推进国家治理体系和治理能力现代化的宏观背景下,系统梳理土地用途管制制度起源、实施特点、成效与不足,重点解析土地用途管制向国土空间用途管制转型的改革逻辑及其对国土空间规划的具体要求,为完善国土空间规划体系提供借鉴。研究结果表明:(1)土地用途管制制度突出强调对耕地的保护,以新增建设用地为主要管控对象,建立了土地用途分类—规划—计划—审批—监管的完整管控链条,在保护耕地、保障粮食安全、倒逼节约集约用地和提高依法依规用地意识等方面取得了较好成效,但仍存在覆盖范围不全、管制刚性过强、生态用地管制乏力等不足。(2)国土空间用途管制以生态文明建设为逻辑起点,通过单一地类保护向空间统筹转型、地类管制向空间管控转型、指标传导为主向指标与分区相结合转型、底线约束向约束与引导并重转型,构建面向全过程、多样化的管制规则体系,完善空间传导机制,进而实现所有国土空间全要素统一管制。(3)面对国土空间用途管制的时代需求,国土空间规划改革应在系统性、整体性的规划管控指标体系、覆盖全域、上下衔接的规划分区体系、底线约束与激励引导相结合的规划实施弹性机制以及“全链条”管理机制等方面做出积极响应,进而实现不同层级国土空间规划和用途管制的统筹协调管控。  相似文献

Although task conflict is widely believed to be beneficial whereas relationship conflict is destructive, evidence overall does not support this conclusion. This study develops the idea that the emotion regulation abilities of team members affect how they manage task and relationship conflict, both as individuals and as a team. Findings from a field study involving 39 teams support the argument that individuals skilled in emotion regulation can take advantage of task conflict to perform effectively and limit the negative impact of relationship conflict. Groups that have individuals highly skilled in emotion regulation were also found to make good use of team conflict. Results suggest that emotion regulation skills contribute to the effective management of task conflict and relationship conflict at both individual and group levels. 构建低碳消费模式,法律规制十分必要。河北省低碳消费法律规制步伐虽然已启动,但依然面临着缺乏统一法律体系,对企业相应行为规制和保障不力,对消费者低碳消费关注不够以及执法和司法体制不健全等诸多问题。在此背景下,为在河北省构建低碳消费模式,笔者借鉴国外先进做法,提出了在立法层面上构建统一的低碳消费法律体系,将消费者的环境权利和环境义务纳入法律框架;执法层面上完善执法机构,加强执法力度,健全执法机制,加大宣传力度;司法层面上提高认识,完善机构,健全司法程序;社会层面上在政府引导下,要求企业、非政府组织及消费者个人广泛参与的法律对策。  相似文献

To mitigate the massive volume expansion of Si-based anode during the charge/discharge cycles, we synthesized a superstructure of Si@Co–NC composite via the carbonization of zeolite imidazolate frameworks incorporated with Si nanoparticles. The Si@Co–NC is comprised of Si-nanoparticle core and N-doped/Co-incorporated carbon shell, and there is void space between the core and the shell. When using as anode material for LIBs, Si@Co–NC displayed a super performance with a charge/discharge capacity of 191.6/191.4 mA h g-1 and a coulombic efficiency of 100.1% at 1000 mA g-1 after 3000 cycles, and the capacity loss rate is 0.022% per cycle only. The excellent electrochemical property of Si@Co–NC is because its electronic conductivity is enhanced by doping the carbon shell with N atoms and by incorporating with Co particles, and the pathway of lithium ions transmission is shortened by the hollow structure and abundant mesopores in the carbon shell. Also, the volume expansion of Si nanoparticles is well accommodated in the void space and suppressed by the carbon host matrix. This work shows that, through designing a superstructure for the anode materials, we can synergistically reduce the work function and introduce the confinement effect, thus significantly enhancing the anode materials' electrochemical performance in LIBs.  相似文献

Regulated rivers in the United States are required to support human water uses while preserving aquatic ecosystems. However, the effectiveness of hydropower license requirements nationwide has not been demonstrated. One requirement that has become more common is “run-of-river” (ROR) operation, which restores a natural flow regime. It is widely believed that ROR requirements (1) are mandated to protect aquatic biota, (2) decrease hydropower generation per unit flow, and (3) decrease energy revenue. We tested these three assumptions by reviewing hydropower projects with license-mandated changes from peaking to ROR operation. We found that ROR operation was often prescribed in states with strong water-quality certification requirements and migratory fish species. Although benefits to aquatic resources were frequently cited, changes were often motivated by other considerations. After controlling for climate, the overall change in annual generation efficiency across projects because of the change in operation was not significant. However, significant decreases were detected at one quarter of individual hydropower projects. As expected, we observed a decrease in flow during peak demand at 7 of 10 projects. At the remaining projects, diurnal fluctuations actually increased because of operation of upstream storage projects. The economic implications of these results, including both producer costs and ecologic benefits, are discussed. We conclude that regional-scale studies of hydropower regulation, such as this one, are long overdue. Public dissemination of flow data, license provisions, and monitoring data by way of on-line access would facilitate regional policy analysis while increasing regulatory transparency and providing feedback to decision makers.  相似文献

The Gunnison River in the Black Canyon of the Gunnison National Park (BCNP) near Montrose, Colorado is a mixed gravel and bedrock river with ephemeral side tributaries. Flow rates are controlled immediately upstream by a diversion tunnel and three reservoirs. The management of the hydraulic control structures has decreased low-frequency, high-stage flows, which are the dominant geomorphic force in bedrock channel systems. We developed a simple model to estimate the extent of sediment mobilization at a given flow in the BCNP and to evaluate changes in the extent and frequency of sediment mobilization for flow regimes before and after flow regulation in 1966. Our methodology provides a screening process for identifying and prioritizing areas in terms of sediment mobility criteria when more precise systematic field data are unavailable. The model uses the ratio between reach-averaged bed shear stress and critical shear stress to estimate when a particular grain size is mobilized for a given reach. We used aerial photography from 1992, digital elevation models, and field surveys to identify individual reaches and estimate reach-averaged hydraulic geometry. Pebble counts of talus and debris fan deposits were used to estimate regional colluvial grain-size distributions. Our results show that the frequency of flows mobilizing river bank sediment along a majority of the Gunnison River in the BCNP has significantly declined since 1966. The model results correspond well to those obtained from more detailed, site-specific field studies carried out by other investigators. Decreases in the frequency of significant sediment-mobilizing flows were more pronounced for regions within the BCNP where the channel gradient is lower. Implications of these results for management include increased risk of encroachment of vegetation on the active channel and long-term channel narrowing by colluvial deposits. It must be recognized that our methodology represents a screening of regional differences in sediment mobility. More precise estimates of hydraulic and sediment parameters would likely be required for dictating quantitative management objectives within the context of sediment mobility and sensitivity to changes in the flow regime.  相似文献

Fostering ecosystem services in urban road corridors is an important challenge for urban planning and governance because residents are often exposed to environmental pressures in these ubiquitous open spaces. We here aim at illustrating multiple ecosystem services that may be underpinned by roadside vegetation. Previous work is broadly scattered in papers from the natural and social sciences and biased by a focus both on regulating services (temperature regulation, air filtration, carbon sequestration) and also on trees. We provide a first synthesis that illustrates (i) the multi-functional capacity of green elements in streetscapes to deliver various ecosystem services; (ii) the relevance of planted and wild-grown herbaceous vegetation as well as trees; and (iii) trade-offs between certain ecosystem services as well as risks related to disservices. Trees and herbaceous road vegetation can mitigate adverse environmental conditions in road corridors, which is particularly important in vulnerable neighborhoods that are undersupplied with green spaces. Enhancing the amenity value of streetscapes might also positively influence public health by promoting physical activity. However, significant knowledge gaps exist, e.g. on the contribution of biodiversity to ecosystem services and on the valuation of green street components by different sociocultural groups. Our synthesis illustrates management options that can support planning and governance approaches toward more livable streetscapes by fostering ecosystem services and counteracting disservices.  相似文献

我国虽然基本上避免了环境质量急剧恶化的局面。但是现行环境政策并没有从根本上遏制环境状况不断恶化的趋势,我国环境政策的效率亟待摄高。究其原因,我国环境政策以行政直控的管制政策为主。具有强烈的行政管理色彩,使得政府和企业的博弈长期锁定在非合作状态。要摆脱这种困境,必须引入第三方激励、监督机制。促使双方的博弈转变为合作博弈。20世纪90年代中期自愿性环境政策的渐渐兴起,是企业和公众在产品市场上互相影响的结果。而政府起到引导激励、信号传递作用。文章从博弈论的角度对此进行了分析,自愿性环境政策缓解了环境管制成本与效果冲突的困境,是未来环境政策的一个重要的方向。  相似文献

提高资源利用率,是实现城市可持续发展的关键。PFI模式有效解决了政府投资的低效率问题,提高了公用基础设施的投资效益,为改善国家基础设施面貌,推动城市化进程做出了贡献。然而PFI项目中作为公共利益代表的政府与追求私人利益最大化的私人投资者在某些方面是有冲突的。政府应该通过提高管理手段和行政能力对PFI项目实施科学化管理,可以通过在特许权合同中引入违约罚分机制、履约报告制度、期中评估与期末评估制度、特殊情况下政府介入机制和强化标准的制定等方法,提高投资人的履约质量。  相似文献
