通过分析传统扬尘污染防治模式的弊端,提出了一种“精准监测、排量切入、总量考核、职责共担”的新模式。该模式在技术手段上使用以扬尘在线监测数据为基准的扬尘排放量计算模式,以及基于机器学习的扬尘源排放量计算方法,实现了扬尘排放量的自动、实时、在线计算;在管理手段上将传统的扬尘浓度点控制转变为易扬尘单位扬尘排量控制,通过总量控制、指标分解,增强了政府与企业对于环境效益的职责分工,有助于将扬尘防控责任有效落实,实现对扬尘污染的精细化、常态化管控。  相似文献

Abstract:  Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 conservation easements established by the largest nonprofit easement holder, The Nature Conservancy, between 1985 and 2004. Most easements (80%) aimed to provide core habitat to protect species or communities on-site, and nearly all were designed to reduce development. Conservation easements also allowed for a wide range of private uses, which may result in additional fragmentation and habitat disturbance. Some residential or commercial use, new structures, or subdivision of the property were permitted on 85% of sampled conservation easements. Over half (56%) allowed some additional buildings, of which 60% restricted structure size or building area. Working landscape easements with ranching, forestry, or farming made up nearly half (46%) of the easement properties sampled and were more likely than easements without these uses to be designated as buffers to enhance biodiversity in the surrounding area. Our results demonstrate the need for clear restrictions on building and subdivision in easements, research on the compatibility of private uses on easement land, and greater public understanding of the trade-offs implicit in the use of conservation easements for biodiversity conservation.  相似文献

The Yangtze River is the longest river in China, and the river basin spans one fifth of the area of the whole country. Based on statistical data, the excretion of manure-borne steroid hormones, including steroid estrogens(SEs) and steroid androgens(SAs), in 10 provinces of China within the region has been estimated. The potential environmental and ecological risk of manure-borne steroid estrogens to the surface water in this region was also assessed. The manure-borne SE and SA excretions in the 10 provinces and municipalities vary in the order: Sichuan Hunan Hubei Yunnan Jiangsu Anhui Jiangxi Chongqing Qinghai Shanghai. The highest increase of manure-borne SEs(1434.3 kg)and SAs(408.5 kg) was found in Hunan and Hubei provinces, respectively, and the total excretion in 2013 was 65% more than 15 years earlier in these two provinces. However, the emissions in Anhui and Shanghai decreased in this 15 year period of time. Swine urine,chicken feces, cattle urine, and laying hen feces were considered the dominant sources of manure-borne E1, βE2, αE2, and SAs, respectively. Although Jiangsu province did not have the largest excretion of manure-borne SEs, it had the highest level of predicted17β-estradiol equivalency(EEQs) value of 16.65 ng/L in surface water because of the limited surface water resources. According to the lowest observable effect level of 10 ng/L for17β-estradiol, the manure-borne SEs in Jiangsu province might potentially pose ecological risk to its wild aquatic organisms.  相似文献

At present, the prediction of failure probability is based on the operation period for laid pipelines, and the method is complicated and time-consuming. If the failure probability can be predicted in the planning stage, the risk assessment system of gas pipeline will be greatly improved. In this paper, the pre-laying assessment model is established to minimize risk of leakage due to piping layout. Firstly, Fault Tree Analysis (FTA) modeling is carried out for urban natural gas pipeline network. According to expert evaluation, 84 failure factors, which can be determined in the planning stage, are selected as the input variables of the training network. Then the FTA model is used to calculate the theoretical failure probability value, and the failure probability prediction model is determined through repeated trial calculation based on BP (Back Propagation Neural Network) and RBF (Radial Basis Function), for obtaining the optimal network parameter combination. Finally, two prediction models are used to calculate the same example. By comparing our pre-assessment model with the theoretical prediction consequences of the fault tree, the results show that the error of RBF prediction model can be close to 3%, which proves the validity and correctness of the method.  相似文献

Successful biodiversity conservation does not depend on ecologic knowledge alone. Good conservation policies and policy implementation tools are equally important. Moreover, the knowledge, skills, and attitudes of local actors, directly in charge of operations in the field, are a key to successful policy implementation. The connections between policy objectives and their implementation as well as the involvement of local actors’ efforts in implementing policy objectives largely depend on the governance model in use. This article assesses the knowledge of local actors in relation to the biodiversity conservation objectives and tools in Lithuanian forest management. As a main framework for this study, the needs assessment approach was applied. The study used both in-depth open-ended interviews and follow-up telephone interviews. Two state forest enterprises in Lithuania were selected as the study sites. The findings indicate that policy objectives in the field of forest biodiversity conservation and the related tools are well known but not well understood by those in charge of forest biodiversity policy implementation. To improve the situation, a transition toward adaptive learning and participatory governance as a means of facilitating conservation efforts is proposed.  相似文献

论述了生态系统适应性管理基本概念与生态系统适应循环,着重分析了生态系统恢复力范围、抗性、不稳定性与跨尺度影响。生态系统适应循环通常经历入侵、保持、破坏、调整四个阶段,前两个阶段的生态系统演替是可以预测的,而后两个阶段是复杂、难以预测的。文章提出了适应性区域生态系统管理的基本概念,并构建了其理论框架,并以三峡库区小江流域为例,对小江流域景观生态特征、区域生态胁迫进行了详细分析。在此基础上,提出要以水生生态安全为总目标,并围绕这一目标,进行流域各生态系统的恢复力辨识、生态系统适应性循环过程研究,从各系统恢复力属性特征出发,提出了具体的适应性管理方法与模式。  相似文献
