In Massachusetts, the Charles River Watershed Association conducts a regular water quality monitoring and public notification program in the Charles River Basin during the recreational season to inform users of the river's health. This program has relied on laboratory analyses of river samples for fecal coliform bacteria levels, however, results are not available until at least 24 hours after sampling. To avoid the need for laboratory analyses, ordinary least squares (OLS) and logistic regression models were developed to predict fecal coliform bacteria concentrations and the probabilities of exceeding the Massachusetts secondary contact recreation standard for bacteria based on meteorological conditions and streamflow. The OLS models resulted in adjusted R2s ranging from 50 to 60 percent. An uncertainty analysis reveals that of the total variability of fecal coliform bacteria concentrations, 45 percent is explained by the OLS regression model, 15 percent is explained by both measurement and space sampling error, and 40 percent is explained by time sampling error. Higher accuracy in future bacteria forecasting models would likely result from reductions in laboratory measurement errors and improved sampling designs. 相似文献

Emission inventory is one of the required inputs to air quality models. To assist in the urban and regional modeling efforts, United States Environmental Protection Agency (EPA) has compiled a National Emission Inventory (NEI) for criterion pollutants, and the precursors of ozone and particulate matter (PM). In December 2002, EPA released the 1999 NEI estimates (NEI99), which represent the most recent national emission data. However, the data sets are not in model-ready format for air quality simulations. This present work converts the NEI99 Final Version 2 data sets into Inventory Data Analyzer (IDA) format and processes the data using the Sparse Matrix Operator Kernel Emissions (SMOKE) modeling system to generate a gridded emission inventory in a domain covering the west Gulf Coast Region, USA. The spatial and diurnal emission characteristics of the gridded emission inventories are then assessed and compared with those of the National Emission Trend 1996 (NET96). The NEI99 database contains more complete emission records in both area and point sources. It is also found that NEI99 data exhibit greater emissions with respect to point and mobile sources but smaller emissions with respect to area sources when compared to the corresponding gridded NET96 data in the same study domain. The most distinct differences between the NEI99 and NET96 databases are CO emission of mobile sources, SO2 emissions of point sources, and VOC/PM/NH3/NOx emissions of area and non-road sources. Like many federal statutes, the U.S. Endangered Species Act (ESA) contains vague or ambiguous language. The meaning imparted to the ESA's unclear language can profoundly impact the fates of endangered and threatened species. Hence, conservation scientists should contribute to the interpretation of the ESA when vague or ambiguous language contains scientific words or refers to scientific concepts. Scientists need to know at least these 2 facts about statutory interpretation: statutory interpretation is subjective and the potential influence of normative values results in different expectations for the parties involved. With the possible exception of judges, all conventional participants in statutory interpretation are serving their own interests, advocating for their preferred policies, or biased. Hence, scientists can play a unique role by informing the interpretative process with objective, policy‐neutral information. Conversely, scientists may act as advocates for their preferred interpretation of unclear statutory language. The different roles scientists might play in statutory interpretation raise the issues of advocacy and competency. Advocating for a preferred statutory interpretation is legitimate political behavior by scientists, but statutory interpretation can be strongly influenced by normative values. Therefore, scientists must be careful not to commit stealth policy advocacy. Most conservation scientists lack demonstrable competence in statutory interpretation and therefore should consult or collaborate with lawyers when interpreting statutes. Professional scientific societies are widely perceived by the public as unbiased sources of objective information. Therefore, professional scientific societies should remain policy neutral and present all interpretations of unclear statutory language; explain the semantics and science both supporting and contradicting each interpretation; and describe the potential consequences of implementing each interpretation. A review of scientists’ interpretations of the phrase “significant portion of its range” in the ESA is used to critique the role of scientists and professional societies in statutory interpretation. 相似文献

Asymmetric regulation of a global pollutant between countries can alter the competitiveness of industries and lead to emissions leakage, which hampers countries’ welfare. In order to limit leakage, governments consider supporting domestic trade-exposed firms by subsidizing their investments in abatement technology. The suppliers of such technologies tend to be less than perfectly competitive, particularly when both emissions regulations and advanced technologies are new. In this context of twin market failures, we consider the relative effects and desirability of subsidies for abatement technology. We find a more robust recommendation for upstream subsidies than for downstream subsidies. Downstream subsidies tend to increase global abatement technology prices, reduce pollution abatement abroad and increase emission leakage. On the contrary, upstream subsidies reduce abatement technology prices, and hence also emissions leakage. 相似文献

以国家生态环境监测网监测结果为基础,总结归纳了"十三五"时期中国生态环境质量变化特征和主要环境问题。结果表明:"十三五"期间,全国生态环境质量全面好转,2020年环境空气优良天数比例比"十二五"末期上升5.8个百分点;地表水总体水质由轻度污染转为良好,Ⅰ~Ⅲ类水质断面比例上升17.4个百分点,劣V类断面比例下降9.0个百分点;酸雨污染程度减轻,海洋等环境要素质量稳中向好。但与此同时,后续改善难度加大,全国仍有40%地级及以上城市空气质量超标,4.8%的国土面积发生酸雨,辽河和海河流域仍是轻度污染,部分河流污染较重,地下水以IV类水质为主,农村饮用水源地和地表水水质均受到不同程度污染,近三分之一国土面积县域生态质量为较差和差。总体来看,当前生态环境质量与人民对美好生态环境的需求和美丽中国目标的实现还有较大差距。逐年上升的能源消费总量和不断增长的汽车保有量,增加了生态环境质量继续改善的压力。 相似文献

By signing a water sharing agreement (WSA), countries agree to release an amount of river water in exchange for a negotiated compensation. We examine the vulnerability of such agreements to reduced water flows. Among all WSAs that are acceptable to riparian countries, we find out the one which is self-enforced under the most severe drought scenarios. The so-called upstream incremental WSA assigns to each country its marginal contribution to its followers in the river. Its mirror image, the downstream incremental WSA, is not sustainable to reduced flow at the source. Self-enforcement problems can be solved by setting water releases and compensations contingent to water flow. We apply our analysis to the Aral Sea Basin. We compute the upstream incremental compensations for the Bishkek agreement and asses its vulnerability with historical flows. 相似文献

Local rural and indigenous communities have assumed increasing responsibility for conservation within and between areas buffering the impacts of agricultural or resource‐extraction zones and protected areas. Empowering local communities as central partners in conservation and climate‐change mitigation has allowed many people to gain access to land and citizenship rights but has provided limited improvements in access to social services and economic opportunities even as expectation about their role as environmental stewards grows. These expectations, however, are inconsistent with reality. We conducted multiple field studies in Brazil since the mid‐1980s to illustrate the discrepancies between conservation programs and local conditions and expectations. We suggest that public policies and conservation programs should not delegate responsibility for managing protected areas to local and indigenous communities without considering local needs and expectations and locals’ attitudes toward conservation. In other words, behavior that maintains or improves the environment should not be treated as traditional based on the expectations of outsiders. Framing local populations as traditional environmentalists creates contradictions and frustrations for local populations and for conservation professionals and policy makers. 相似文献

ABSTRACT Sketch-map-facilitated interviews were conducted in 23 villages in two adjacent regions in the southern Yucatan Peninsula of Mexico – the Maya (and increasingly Mennonite) forest-agriculture mosaic of the Chenes, and the late-20th-century-settlement forest frontier of Calakmul – to determine the frequency and typology of local-scale reserves, including the external (e.g. Payments for Environmental Services programs) and internal sources of their generation. 9% of the study communities are found to satisfy the author’s criteria for deliberate, autochthonous reserves. The static polygon reserve and static map are found to have limited value for understanding the evolving cultural ecologies of these regions. The sharing of environmental cost by residents in various residential areas in the developing world is perceived to be unfair. This study therefore assessed residents’ experiences of environmental justice in Ile-Ife, Nigeria. Three residential areas were identified in the study area and samples were selected using systematic sampling. Using availability and condition of urban infrastructure, severity of environmental problems and residents’ involvement in environmental issues, the study examined environmental justice in the study area. The study established a variation in environmental issues across identified residential areas. The severity of environmental problem measured through an index tagged Severity of Environmental Problem (SEPI) revealed that environmental problems was most severe in the core (SEPI = 4.00), followed by the peripheral area (SEPI = 3.71) and least in the transition area (SEPI = 3.56). On the condition of available environmental infrastructure, the study revealed that the conditions of infrastructure were most improved in the peripheral area (ICI = 3.07), followed by the core (ICI = 2.67) and the least in the transition area (ICI = 2.42). The study concluded that residents’ experiences of environmental justice differ significantly across the different residential zones as reflected by residents’ socio-economic characteristics. Furthermore, it established that age, gender, educational status, and number of years spent in the area can be used to explain the differences in residents’ experience of environmental justice in the study area. To enhance the liveability, the study recommends adequate provision of environmental amenities needed by each category of people in the city. 相似文献
