线性工程切割耕地的权属调整方法及系统实现——以保阜高速顺平段沿线土地整治项目为例

论文以高速公路切割的耕地地块为研究对象,根据权属调整的不同方向,将权属调整分为所有权置换和使用权流转两种类型,并将权属调整的方法分为面积法和价值法;在GIS服务软件SuperMap iServer支持下,建立了一个交互式权属调整应用系统,以保阜高速顺平段沿线的高于铺镇、腰山镇土地整治项目区中的切割耕地为案例,应用系统生成了项目区高速公路沿线切割耕地的权属调整方案。研究结果表明,线性工程切割耕地需进行权属调整以保障农业生产,研究采用的权属调整方法符合当地实际情况,利用权属调整系统可以自动生成推荐权属调整方案,并可以根据用户需求进行调整,同时系统可以对权属调整相关数据进行动态管理。

某民用机场应急综合演练方案效果分析

叙述了民航机场依据《安全生产法》,《民用运输机场应急救援规则（CCAR-139-Ⅱ）》和民航机场的特点,确定应急演练方案,根据演练情况对现行的应急预案进行修改和完善。     

跨湖桥独木舟遗址区地下水渗流场模拟研究

独木舟遗址位于浙江省萧山区,是浙江省迄今为止发现最早的新石器时代文化遗存。现场踏勘发现,破坏遗址原址保护主要环境地质病害是水的问题。通过对该遗址区水文地质条件的分析,建立了遗址区水文地质概念模型和数学模型;运用地下水数值模拟软件Modflow模拟遗址区原始地下水分布;将模拟区地形图与模型模拟结果进行比较,发现它们具极大的相似性,这说明模拟的结果是符合实际情况的。     

Practical application of sustainable development in decision-making processes in the Great Lakes Basin

SUMMARY

Sustainable development has become the conceptual framework within which societal, economic and environmental issues are addressed at every level around the world. In 1993, a United States-Canada assembly of more than 250 Great Lakes leaders was convened to evaluate the efficacy of creative processes under way in the Great Lakes Basin relative to sustainable development and to identify key success factors and process characteristics which are consistent with principles of sustainable development. A combination of eight criteria for effective project management (i.e. stakeholder involvement; leadership; information and interpretation; planning; human resource development; results and indicators; review and feedback; stakeholder satisfaction) and six principles of sustainable development (i.e. long-range planning and intergenerational responsibility; carrying capacity; anticipation and prevention; full cost accounting; integration of economic, social and environmental factors; efficiency, innovation and continuous improvement) were developed to evaluate and help improve decision-making processes. Such criteria and principles may be useful in improving decision-making processes in other parts of the world.     

简易生活垃圾填埋场综合治理工程设计

随着越来越多标准化生活垃圾填埋场的建成和投入运行,原有简易生活垃圾填埋场的环境综合治理被各级环境管理部门日益重视,成为改善环境急需解决的问题。以西北某市简易生活垃圾填埋场综合整治工程为例,通过分析简易垃圾填埋场存在的主要环境隐患,有针对性地提出了解决垃圾渗沥液、填埋气、边坡安全等环境和安全问题的具体工程措施,尽量将简易垃圾填埋场对周围环境的影响降到最低程度。     

Company Strategies and Program for Implementing Ergonomics

Three periods of work environmental activity in the company will be presented: (a) A period without a work environmental organization and an environmental budget, covered approximately 1 year; (b) A period when an environmental organization with a separate work environmental budget was established. This period covered 15 years; (c) A period when the company was divided in 3 companies without a separate work environmental budget, but still an environmental organization, covering the last 12 years.     

Co-Creating community gardens on untapped terrain – lessons from a transdisciplinary planning and participation process in the context of municipal housing in Vienna

ABSTRACT

Urban gardening in Vienna, Austria, has gained a new significance over the last ten years. However, although demand is constantly rising and urban gardening is being marketed in many ways, a vast majority of the urban population still has no access to gardening and its various benefits. While community gardening projects in Europe are usually viewed as temporary, self-organised bottom-up initiatives on public or abandoned private land, this case study of the Roda-Roda pilot project shows that community gardening can develop and persist even when favourable conditions for grassroots community gardens are lacking. The vast green spaces separating residential blocks (Abstandsgrün) commonly found in Vienna’s municipal housing (Wiener Gemeindebau) have a huge spatial potential for gardening, along with a forgotten tradition of self-organisation. Using an action research approach, this paper describes two principles for a successful implementation strategy under difficult conditions. Starting with a top-down approach, an interdisciplinary project team implemented a spatial and socio-economic framework that offered a stable basis for participatory community-building. As they “climbed” the ladder of participation stepwise – from exclusion to decision-making and true self-organisation – gardeners gained knowledge, skills and the self-confidence required to run a garden and create a well-working local community. At a more general level, the paper brings a co-creative planning perspective to the scientific discussion on community gardening in Europe and offers a practical approach to making local gardening opportunities available to suitable target groups by tapping into unused spatial potential.     

输变电工程在不同阶段的水土流失防治责任范围变化分析——以四川省500kV输变电工程为例

通过对四川省6个500kV输变电工程的水土保持设施验收技术评估工作,分析比较了上述工程水土流失防治责任范围在水土保持方案报告书（可研）阶段、工程建设期以及运行期的变化情况,结果表明建设期水土流失防治责任范围面积占水土保持方案报告书的50％～70％,运行期水土流失防治责任范围面积占建设期的30％～50％。     

高职GIS应用类课程项目化教学改革与实践——以《环境规划与评价GIS技术》为例

基于工作过程的项目化教学是高职院校课程改革的方向,以《环境规划与评价GIS技术》课程为例,探讨了高职GIS应用类课程项目化教学的改革与实践,主要内容包括课程设计思路、教学目标、课程内容选取、项目化教学实施与课程考核等。实践证明项目化教学改革取得了良好的教学效果。
