Rehabilitation after armed conflict is a direct intellectual descendant of thinking about rehabilitation after natural calamity. It is related, generally, to poverty reduction and, operationally, to associated action at the micro level. This history has limited its strategic conceptualisation and, in particular, its links with reconciliation and state re-legitimation and also with macro-economic stabilisation and renewed growth. In post-war--or more generally, a lull in conflict with the potential to become permanent--a country's rapid, focused, prioritised action within a strategic framework is urgent. It is not risk-free for political and natural disasters as well as for those with economic and social bases. Flexibility, learning from initial experience and asking intended household beneficiaries about their needs in advance can reduce risk as can pre-positioning of contingency or standby resources to avert post-war calamities (for example, drought, flood) and catastrophes (renewed violence) from delaying and discrediting rehabilitation efforts. 相似文献

The widespread recognition of lake degradation as a major environmental concern has led to accelerated efforts to better protect and manage lake resources. Where it is too late for avoidance strategies, lake rehabilitation is receiving increasing attention as a natural resources management option. In recent years, a significant number of lake rehabilitation experiences has been documented throughout the world, and many nations and states have embarked upon major lake rehabilitation programsLake rehabilitation is not a ready-to-go technology at this time and still must be regarded as partly experimental. Nevertheless, there have been a number of notably successful lake rehabilitation experiences. Reducing or halting the influx of undesirable materials is the sine qua non for lake rehabilitation. In most successful experiences to date, this has been accomplished by diversion and/or wastewater treatment. A number of in-lake strategies have also been employed to rehabilitate degraded lakes, often as part of an overall restoration plan. Techniques that appear to be most useful include dredging and nutrient inactivation. Several examples of successful applications are noted.Although efforts to rehabilitate lakes have produced a mixed record, there are encouraging results that suggest the viability of this approach. Lake rehabilitation, however, is no substitute for environmental management strategies that provide for protection of lake ecosystems in the first place. 相似文献

Remotely sensed data have been used extensively for environmental monitoring and modeling at a number of spatial scales; however,
a limited range of satellite imaging systems often constrained the scales of these analyses. A wider variety of data sets
is now available, allowing image data to be selected to match the scale of environmental structure(s) or process(es) being
examined. A framework is presented for use by environmental scientists and managers, enabling their spatial data collection
needs to be linked to a suitable form of remotely sensed data. A six-step approach is used, combining image spatial analysis
and scaling tools, within the context of hierarchy theory. The main steps involved are: (1) identification of information
requirements for the monitoring or management problem; (2) development of ideal image dimensions (scene model), (3) exploratory
analysis of existing remotely sensed data using scaling techniques, (4) selection and evaluation of suitable remotely sensed
data based on the scene model, (5) selection of suitable spatial analytic techniques to meet information requirements, and
(6) cost–benefit analysis. Results from a case study show that the framework provided an objective mechanism to identify relevant
aspects of the monitoring problem and environmental characteristics for selecting remotely sensed data and analysis techniques. 相似文献

Impacts of Camping on Vegetation: Response and Recovery Following Acute and Chronic Disturbance 总被引:3,自引:0,他引:3
Experiments with controlled levels of recreational camping were conducted on previously undisturbed sites in two different plant communities in the subalpine zone of the Wind River Mountains, Wyoming, USA. The plant communities were coniferous forest with understory dominated by the low shrub Vaccinium scoparium and a riparian meadow of intermixed grasses and forbs, of which Deschampsia cespitosa was most abundant. Sites were camped on at intensities of either one or four nights per year, for either one (acute disturbance) or three consecutive years (chronic disturbance). Recovery was followed for three years on sites camped on for one year and for one year on sites camped on for three years. Reductions in vegetation cover and vegetation height were much more pronounced on sites in the forest than on sites in the meadow. In both plant communities, increases in vegetation impact were not proportional to increases in either years of camping or nights per year of camping. Close to the center of campsites, near-maximum levels of impact occurred after the first year of camping on forested sites and after the second year on meadow sites. Meadow sites recovered completely within a year, at the camping intensities employed in the experiments. Forest sites, even those camped on for just one night, did not recover completely within three years. Differences between acute and chronic disturbance were not pronounced. 相似文献

Whether animals are active at night or during the day has profound consequences for many aspects of their behavioral ecology. Because of ecological and physiological trade-offs, most animals, including primates, are either strictly nocturnal or diurnal. However, a few primate species exhibit cathemeral activity, i.e., their activity is irregularly distributed throughout the 24-h cycle. Details and determinants of this unusual activity pattern are poorly understood because long-term 24-h observations are not feasible in the field. We therefore used small data loggers to record the activity of cathemeral redfronted lemurs (Eulemur fulvus rufus) from several neighboring groups quantitatively and continuously over a complete annual cycle in order to evaluate various proposed proximate and ultimate determinants of cathemeral activity. Activity data were examined for variation as a function of ambient temperature, time of day, lunar phase, and season. We found that cathemeral activity occurred year-round and that, on average, 3.5 times more activity occurred during the day. Total and diurnal activity increased during the long days of the austral summer. Nocturnal activity increased during the longer nights of the cool dry season. Irrespective of season, lunar phase had a significant effect on the distribution of activity across the 24-h cycle, with most nocturnal activity recorded during parts of the night with greatest brightness. These data indicate that light availability is the primary proximate determinant for the patterning of cathemeral activity. Several lines of evidence suggest that cathemerality in lemurs has evolved from nocturnal ancestors and that it represents a transitory state on the way to the diurnal niche.Communicated by F. The movement of individuals among populations can be critical in preventing local and landscape-scale species extinctions
in systems exposed to human perturbation. Current understanding of spatial population dynamics in streams is largely limited
to the reach scale and is therefore inadequate to address species response to spatially extensive perturbation. Using model
simulations, I examined species response to perturbation in a drainage composed of multiple, hierarchically arranged stream-patches
connected by in-stream and overland pathways of dispersal. Patch extinction probability, the proportion of initially occupied
patches extinct after 25 years, was highly sensitive to the extent of species occupancy and perturbation within the drainage,
longitudinal species distribution, perturbation decay rate and the covariance pattern of stochastic effects on colonization
and extinction probabilities. Results of these simulations underscore the importance of identifying and preserving source
populations and dispersal routes for stream species in human-impacted landscapes. They also highlight the vulnerability of
headwater specialist taxa to anthropogenic perturbation, and the strong positive effect on species resilience of habitat rehabilitation
when recolonization is possible. Efforts to conserve and manage stream species may be greatly improved by accounting for landscape-scale
