在旅游业节能减排形势严峻的背景下,深入研究中国旅游业CO_2排放问题,制定科学的区域节能减排政策已刻不容缓。本文首先运用"自下而上"法,估算了1993-2012年中国整体旅游业、旅游业各分部门、大陆各省区(不含西藏)旅游业CO_2排放量。在此基础上,对全国及三大地带旅游业CO_2排放的总体特征进行分析;利用Theil指数法分析了中国旅游业CO_2排放强度的区域差异、区域内差异和区域间差异;运用AreView软件对中国旅游业CO_2排放强度的省际差异进行直观图示。分析结果显示:1993-2012年,中国旅游业CO_2排放量从1 480.868×10~4t升至6 274.129×10~4t;全国及三大地带旅游业CO_2排放强度整体上呈现出先显著下降、再缓慢梯度下降的趋势;中国旅游业CO_2排放强度空间分布不均匀,东部地区旅游业CO_2排放强度低于中部和西部地区;中国旅游业CO_2排放强度的区域总体差异、区域间差异和区域内差异整体呈逐渐缩小的趋势,区域间差异对总体差异的贡献率为94%-98%,区域间差异占主导地位;中国旅游业CO_2排放强度省际差异明显,属于旅游业CO_2排放强度弱显著区的省区基本位于东部沿海地区,河北、湖南、河南、广西、甘肃和新疆等省区频繁出现在旅游业CO_2排放强度强显著区之列,因此上述省区应是中国旅游业CO_2未来节能减排的区域重点。据此提出差别化的CO_2减排对策:东部地区应通过技术改进和调整产业结构、能源消费结构来降低CO_2排放强度,并以此带动中部和西部地区旅游业节能减排;中部和西部地区应加强与东部地区合作,将提高能源使用率、降低CO_2排放强度作为旅游业减排工作的重点。  相似文献

中国经济发展方式的转变动力及其作用途径   总被引:1,自引:0,他引:1  
以全要素生产率增长动力作为经济发展方式的转变动力,本文采用1989-2013年4组省际面板数据经由可行广义最小二乘法实证估计了10个动力因素对全要素生产率增长率的贡献水平与作用途径。研究发现:技术创新水平、市场化水平、人力资本存量水平、异质性企业集聚水平和对外开放度的综合指数对中国全要素生产率增长率的回归估计系数分别为0.575 7,0.212 5,0.136 8,0.064 4和0.018,表明技术创新、市场化改革、人力资本积累、异质性企业集聚和对外开放是促进中国经济发展方式转变的直接动力因素。进一步的研究结果显示:技术创新和异质性企业集聚通过提高前沿技术进步率和生产效率变化率以及规模报酬收益率途径,市场化改革通过提高前沿技术进步率途径,人力资本积累与对外开放通过提高前沿技术进步率和规模报酬收益率途径,促进了中国全要素生产率增长。虽然产业结构变迁、城市化、基础设施建设、区域经济政策实施和金融发展对中国全要素生产率的增长表现为负向或拖累作用,但是,产业结构变迁与城市化能够提高前沿技术进步率,基础设施建设和区域经济政策能够提高规模报酬收益率,金融发展能够提高生产效率增长率和规模报酬收益率,这5项动力因素对促进中国全要素生产率增长的正向贡献有待提高。依据上述研究结论,本文提出尽快攻克制约生产率增长的核心技术,统筹考虑产业结构升级、城市化、基础设施建设和区域经济政策实施以及加快金融领域改革等政策建议,以期加快我国经济发展方式转变进程。  相似文献

从"单独二孩"政策到"全面放开二孩"政策,政府针对中国人口现实情况不断做出符合社会需求的政策调整,尽管有可能缓解长期以来计划生育政策导致的适龄劳动力短缺及"未富先老"等社会问题,但人口政策调整的长期效果却有待验证。为此,本文运用灰色预测模型和Leslis模型等方法,对"全面放开二孩"生育政策背景下中国未来人口出生率的冲击和波动趋势作出预测,并对"全面放开二孩"政策所带来的对生育率及人口年龄结构影响展开分析,对2016—2050年的出生率、人口总数及人口结构作出预测,最终发现"全面放开二孩"政策会促进人口结构相对优化,但不能从根本上扭转劳动力供求关系失衡和老龄化加剧的趋势。为防止落入人口超低生育率陷阱,适度抑制老龄化快速增长趋势,实现人口与社会经济全面协调发展,必须对现行的生育政策进行完善,短期内,应积极出台配套措施,全面贯彻"全面放开二孩"政策,积极应对老龄化趋势;长期内,应逐步过渡到自主生育政策,形成人口自然生长的均衡发展长效机制。  相似文献

The only joint effort area of provincial and municipal governments resides in Guangdong Province and Shenzhen City in China’s carbon emission trading system (ETS) pilots, which characterize the national carbon ETS plots. The present study on the operating experience from this area has important reference value for the national carbon ETS. Analysis and comparison of the key elements show many differences in coverage, total allowance, allowance allocation, and MRV mechanism between Guangdong and Shenzhen carbon ETS. The present study provides the following explanation: (1) the design characteristics of carbon ETS (e.g. coverage, total quotas, the allocation, and MRV mechanism) depend on the local geographical conditions and policy goals. The differences of economic structure in Guangdong Province and Shenzhen City result in different coverage, which then result in differences in other management elements. (2) The operating state of the carbon market is affected by overall design of carbon ETS: in the case of tighter total allowance, lower proportion of China Certified Emission Reductions, and harsher punishment, the carbon market is relatively active, which intends to produce carbon financial market. Based on deep analysis of operation characteristics of carbon ETS in Guangdong and Shenzhen, the present study suggests that (1) the allowance should be allocated freely at the beginning stage and then gradually transited to the voluntary paid auction; (2) the allowances assigned to companies shall be linked up with their energy-saving objectives; (3) the output fluctuations and economic influence on the allowance allocation should be properly handled to maintain the fairness and consistence of allowance allocation standards; (4) stable public expectation is one of the key elements to maintain the regular operation of carbon ETS; (5) constrained carbon emission behavior outside ETS can contribute to social justice; and (6) the improvement of professional skills of relevant personnel in the enterprise and independent third party can enhance carbon emissions data reliability.  相似文献

This article analyzes and carries out an econometric test of the explanatory power of economic and attitude variables for occurrences of the nonnative signal crayfish in Swedish waters. Signal crayfish are a carrier of plague which threatens the native noble crayfish with extinction. Crayfish are associated with recreational and cultural traditions in Sweden, which may run against environmental preferences for preserving native species. Econometric analysis is carried out using panel data at the municipality level with economic factors and attitudes as explanatory variables, which are derived from a simple dynamic harvesting model. A log-normal model is used for the regression analysis, and the results indicate significant impacts on occurrences of waters with signal crayfish of changes in both economic and attitude variables. Variables reflecting environmental and recreational preferences have unexpected signs, where the former variable has a positive and the latter a negative impact on occurrences of waters with signal crayfish. These effects are, however, counteracted by their respective interaction effect with income.  相似文献

Household consumption is one of the important factors that induce COL emission. Based on input-output model, this article calculated the intensity of CO2 emission of different income groups and seven provinces in China, and then estimated total CO2 emission induced by urban household consumption from 1995 to 2004 in China based on statistic data of household living expenditure. The results show that CO2 emission per capita induced by household consumption had increased from 1583 to 2498 kg CO2 during 1995-2004. The ratio of consumption-induced CO2 emission to total CO2 emission had risen from 19% to 30% in the past decade. Indirect CO2 emission accounted for an important part of the consumption-induced emission, the ratio of indirect emission to consumption-induced emission had risen from 69% to 79% during the same period. A significant difference in consumption-induced CO2 emission across different income groups and different regions has been observed. COs emission per capita of higher income groups and developed regions increased faster than that of lower income groups and developing regions. Changing lifestyle has driven significant increase in CO2 emission. Especially, increases in private transport expenditure (for example, vehicle expenditure) and house building expenditure are key driving factors of growth in consumption-induced COL emission. There are big differences in the amount of CO2 emission induced by change in lifestyle across different income groups and provinces. It can be expected that lower income households and developing regions will increase consumption to improve their livings with income growth in the future, which may induce much more CO2 emission. A reasonable level of CO2 emission is necessary to satisfy human needs and to improve living standard, but a noticeable fact is that CO2 emission per capita induced by household consumption in developed areas of China had reached a quite high level. Adjustment in lifestyle towards a low-carbon society is in urgent need.  相似文献

The paper is devoted to the phenomenon of methanogenic activity of woody debris, i.e., methane production in the course of wood decomposition by fungi, which are not directly involved in methane synthesis but form an initial link in the trophic chain leading to methanogenic archaea. Expert evaluation of probable amounts of methane emission is made. The results show that woody debris is an important global source of this greenhouse gas.  相似文献

以天然矿物质沸石、细砂及煤渣取代传统滤料构建复合基质生态床,表面种植景观植物,采用下向流-上向流运行方式修复北方景观水体。分别进行静态实验及不同循环速率下的动态实验,考察对水体污染物去除过程。结果表明,2种运行方式下对水体NH+4-N去除率都在85%以上,其中以1 h为循环周期的运行方式去除率达97%,较静态提高12.8%;TN去除率最高为84%;TP去除不稳定,过程缓慢。煤渣层对NH+4-N的去除效果差,硝化作用不彻底与反硝化作用的加强使下层出水NH+4-N 、NO-2-N及NO-3-N浓度均高于上层。提高循环速率有利于对氮的去除。  相似文献
