A Model for Landscape Planning Under Complex Spatial Conditions

We present a new mathematical programming framework that is adaptable to a variety of spatially explicit landscape problems in environmental investment, conservation, and land-use planning, transport planning, and agriculture. As part of capturing spatial interdependencies, the framework considers decision variables at two levels, finely spaced grid cells and landholdings. We applied the framework to an environmental investment problem using objective functions representing biodiversity and carbon sequestration. We also tested the model to optimize the path of a road through part of the landscape. Using the Nambucca case study in eastern Australia, we applied a hybrid greedy randomised adaptive search procedure (GRASP) to find solutions to the model.     

Integrity of Tailings Infrastructure and Information Management: A GIS-Based Conceptual Model

Managing the integrity of tailings infrastructure is an important aspect of handling mine tailings. Unfortunately, little research is directed towards its efficient modeling. This paper presents salient aspects of tailings management. It proposes an integrated geographic information systems (GIS)-based conceptual model for efficient handling of these aspects. The paper also discusses the various integrated modules and comments on the systematic implementation of the model to achieve desired results. The modules include: structural integrity management (SIM), release impact assessment (RIA), and hazardous risk assessment and control (HRAC).

环境监测预警体系只有依靠计算机信息系统才能发挥其作用,根据预警体系的特点、内容以及要实现的功能,论述了信息系统硬件建设和软件建设的基本要求、系统的组成和系统实现的方法。     

冲压机械伤害风险评价信息系统研究

研究冲压机械伤害风险评价信息系统,无论对企业内部事故预防还是对职工健康安全,还是节省国家因事故造成的经济损失,都十分必要。应用计算机编程语言和数据库软件,对冲压作业进行综合管理评价、设备设施的固有危险性评价及劳动卫生与作业环境评价,进而对冲压作业风险进行评价分级,建立动态的冲压机械伤害风险评价数据库管理信息系统。该系统可保存所有评价的项目资料,供应用和参考,实现了对冲压机械伤害风险评价的数据库动态管理,使风险评价分析工作组织化、条理化、系统化。     

发展和完善我国航空安全自愿报告系统的研究

鉴于当前我国航空安全自愿报告系统运行时间短、效果不佳的现状,主要从航空安全自愿报告系统运行、系统平台功能设计及信息处理分析3方面,对国内外大量航空安全自愿报告系统进行研究。指出目前我国航空安全自愿报告系统在系统设计、系统运行及后期的信息处理、信息发布利用等环节存在的问题和制约因素。就协调中立运行机构与系统3大原则之间的冲突,加强系统平台的人性化设计,提高信息分析处理效果,完善信息发布利用机制、提高信息利用度等关键问题给出了新的思路和对策。为我国航空自愿报告系统的完善和发展,提出了切实的改进建议和措施。     

矿区铁路安全管理信息系统的研究

针对我国矿区铁路运输安全管理落后的现状,分析矿区铁路运输安全管理的主要特点,设计了矿区铁路安全管理信息系统的总体结构。以徐沛铁路运输系统为例,基于B/S模式开发了徐沛铁路安全管理信息系统,实现了对职工的安全培训考核、职工安全档案管理、运输事故信息的录入与统计分析、各类安全文档的管理、技术措施的审批和安全直通车的功能。该系统已在徐沛铁路运输安全管理中得到成功应用,也可应用于其他矿区铁路安全管理。     

油气集输站安全监控预警及管理信息系统的开发

提出油气集输站安全监控预警及管理信息系统建设的调研内容、需求分析以及安全相关控制系统的风险分析流程。设计了该系统建设的4层结构框架和拓扑图,深入研究了实时参数监控、分级报警与安全保护控制、智能诊断与预警、多媒体监控、安全生产管理信息子系统的主要开发内容和功能实现。     

Implementation of resource management plans: identifying keys to success

One of the primary challenges in resource and environmental planning is successful implementation of plans. Plan implementation is a complex process influenced by many factors. This study identifies 19 criteria affecting implementation success and tests the impact of these criteria through a case study of collaborative plan implementation in British Columbia, Canada. The significance of criteria and degree to which they are met is assessed by a survey of senior officials responsible for plan implementation. An implementation evaluation index (IEI) is constructed to assess the quality of plan implementation systems and best practices for effective implementation are identified.     

Use of principal component analysis to profile temporal and spatial variations of chlorinated solvent concentration in groundwater

This work aims at evaluating spatial distribution patterns of concentration variations for chlorinated solvents in groundwater, based on principal component analysis and geographic information system (GIS) tools. The study investigates long-time series of chlorinated solvent concentrations in groundwater measured for 18 contaminated industrial sites. The characterization of contaminant plumes and delineation of pollutant sources are essential for choosing appropriate monitoring and remediation strategies, as contaminated groundwaters are characterized by complex patterns of spatial and temporal concentration variability, with wide unpredictable fluctuations over time. The present work describes the results of a new exploratory statistical method called the Variability Index Method (VIM) applied to environmental data to assess the performance of using concentration variations as molecular tracers to reveal aquifer dynamics, industrial impacts, and point sources for contamination plumes. The application of this method provides a useful assessment of controls over contaminant concentration variations as well as support for remediation techniques.     

土地一级开发环境影响评价初探

衔接土地利用规划和建设项目的土地一级开发伴随着土地政策的改革而出现。目前土地一级开发环境影响评价处于起步阶段,缺乏对这项工作系统的研究。本文结合工作中的实践经验,从土地一级开发环境影响评价实施的意义、作用和评价目的等方面对土地一级开发的环境影响评价进行了论述,分析了其环境影响评价存在的问题,总结了土地一级开发环境影响评价的技术要点,并对完善土地一级开发环境影响评价制度提出建议。
