自1992年以来，我国国家旅游局每年推出一个专项旅游产品作为对外宣传口号。为配合此项活动的开展，各地纷纷组织了相应的主题旅游活动。通过主题旅游活动的开展，能够有效地整合区域旅游资源、提升旅游目的地形象、丰富旅游目的地产品类型、促进旅游基础设施和服务设施建设、弘扬当地传统文化。通过对峨眉山“2004年百姓生活游”主题旅游活动项目策划的研究，对主题旅游活动项目策划的理论与方法进行了初步探讨。

在讨论如何确保地铁施工影响区环境安全的基础上 ,给出了深圳地铁土建施工第三方监测的概念 ,详细阐述了第三方监测的目的、作用、管理体系、实施内容和工作程序 ,论述了第三方监测与业主、承包商、监理之间的关系。深圳地铁建设的实践表明 ,第三方监测是业主确保地铁施工影响区环境安全的有效管理模式 ,在地铁建设中极有推广价值。

Hazardous wastes transboundary movement management: a case study in Taiwan

More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. Strategies were proposed based on evaluation according to the 3Es Principles and the site investigation in this study.

随着矿物能源开采消耗量的急剧增加,煤炭开采安全、能源开采和消耗引起的生态环境改变及破坏、世界石油市场油价波动对经济增长的不利影响、水电等可再生能源所占比重较低等,构成了制约可持续发展的能源安全问题。能源安全工程研究体系由区域能源开发消费安全、合理能源结构和消费布局、能源安全战略及相关法律法规等研究内容组成。通过分层次研究和循环促进,开展能源安全战略、能源安全技术、能源生态关系、能源安全经济的系统研究,为科学解决能源安全问题、实现国家或区域社会经济的可持续发展,提供了理论支持和科技保障。     

江西煤矿建设项目安全设施"三同时"监察工作现状调查及建议

江西省煤矿企业依照法律、法规的规定,煤矿建设项目安全设施"三同时"监察工作逐步规范,取得了一定的成绩.但是,同时也存在一些不容忽视的问题,如一些建设项目擅自开工,无安全设施设计,不按设计开工等.本文认为法规体系不健全、施工监理单位缺乏是造成这些问题的主要原因.根据这些分析,提出了下一步工作的建议,认为主管部门应该高度重视煤矿建设项目工作,提高认识,加强管理,依法行政,严格按程序办事,做好安全监察工作,以而切实从源头上抓好煤矿安全生产工作.     

Botswana's environmental policy on recycling

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO).

安全文化是企业文化的重要组成部分,有效的安全文化建设,对企业文化的管理和运行具有良好的促进作用。文章以海外核电某项目部的文化建设为例,以文化体系建设的安全文化管理模式、安全文化教育模式、安全文化检查模式、安全文化宣传模式、安全文化激励模式、安全文化科技模式、安全文化技能模式和安全文化专题模式来探讨海外核电某项目在安全文化建设的具体做法,为其他海外工程项目提供借鉴,不断提升企业软实力,提高中国核电走出去的安全管理水平。
