In recent years, policy mechanisms to support a formalized artisanal and small‐scale mining (ASM) sector in sub‐Saharan Africa have gained increasing currency. Proponents of formalization argue that most social and environmental problems associated with the sector stem from the fact that ASM is predominantly unregulated and operates outside the legal sphere. This paper critically examines recent efforts to formalize artisanal and small‐scale mining in West Africa, drawing upon recent fieldwork carried out in Sierra Leone, Ghana and Mali. In exploring the sector's livelihood dimensions, the analysis suggests that bringing unregulated, informal mining activities into the legal domain remains a considerable challenge. The paper concludes by confirming the urgent need to refocus formalization strategies on the main livelihood challenges and constraints of small‐scale miners themselves, if poverty is to be alleviated and more benefits are to accrue to depressed communities in mineral‐rich regions.  相似文献

Worldwide, soils are under threat of deterioration and contamination due to anthropogenic activities. Whilst risk assessment of soils in Europe has been well studied, the same cannot be said of soils in Southern Africa. Soil screening values exist in SA, which enables soil quality assessment, but lack a clear risk-based scientific foundation and site-specific risk assessment. This is specified, in the light of the proximity of mine tailings disposal facilities to residential areas, exposing people to a wide range of possible contaminants. The aim of this paper is to give an overview of soil quality risk assessment with specific reference to European models, and to explore how these could be used in a Southern African context where soil quality risk assessment is a relatively new and insufficiently investigated field. Therefore, the attention in this paper is on typical non-Western conditions to which soil quality risk assessment has to be attuned.  相似文献

It is the principal proposition of this paper that formal agricultural research, and its supporting policies and planning, has not responded adequately to the special situation that exists in semi-arid Africa. In many cases the transfer of research approaches based on temperate and more humid tropical experience has contributed to greater instability and the growing environmental crisis. Radically different research structures, objectives, methods and expectations are necessary to contribute to the redevelopment of long term regenerative systems of production that will provide the short and long term needs of the people who live in the semi-arid regions and at the same time protect these environments.  相似文献

This study reports the elemental uptake by Plocamium corallorhiza, a Rhodophyta class of coralline alga grown richly along KwaZulu-Natal coastline. The uptake of seven important elements, namely Fe, Mn, As, B, Ti, Zn and Hg, selected based on their abundance in the samples, were investigated for a one-year cycle, from June 2002 to May 2003, at four chosen sites located along the KwaZulu-Natal coastline. The sites spread over 150 km from North to South Coast are Zinkwasi, Ballito, Treasure Beach and Park Rynie. P. corallorhiza possess good manganese and arsenic-accumulating ability and has potential to be an excellent indicator for most of the metals studied. A typical P. corallorhiza sample at Park Rynie (winter) recorded Mn (14 ppm), Fe (6.02 ppm), As (8.4 ppm), B (1580 ppb), Zn (234 ppb), Ti (751 ppb) and Hg (15.8 ppb). The general trend found at all sites was a large decrease in iron concentration in spring and summer and increase in winter. Mercury uptake was lowest in winter and autumn at all sites. The highest mercury levels in the seaweeds were recorded during spring or summer.  相似文献

Despite widespread recognition of the major threat to tropical forest biological diversity and local food security posed by unsustainable bushmeat hunting, virtually no long‐term studies tracking the socioecological dynamics of hunting systems have been conducted. We interviewed local hunters and collected detailed hunting data to investigate changes in offtake and hunter characteristics over 10 years (2001–2010) in Dibouka and Kouagna villages, central Gabon, in the context of hunter recollections of longer term trends since the 1950s. To control for changes in hunter behavior, such as trap location and characteristics, we report hunting offtake data per trap. Our results suggest the hunting area was already highly depleted by 2001; local hunters reported that 16 large‐bodied prey species had become rare or locally extirpated over the last 60 years. Overall, we observed no significant declines in hunting offtake or changes in species composition from 2001 to 2010, and offtakes per trap increased slightly between 2004 and 2010. However, trapping distance from the villages increased, and there was a switch in hunting techniques; a larger proportion of the catch was hunted with guns in 2010. The number of hunters declined by 20% from 2004 to 2010, and male livelihood activities shifted away from hunting. Hunters with the lowest hunting incomes in 2004 were more likely than successful hunters to have moved away from the village by 2010 (often in response to alternative employment opportunities). Therefore, changes in trap success (potentially related to biological factors) were interacting with system‐level changes in hunter number and composition (related to external socioeconomic factors) to produce a relatively static overall offtake. Our results highlight the importance of understanding the small‐scale context of hunting to correctly interpret changes or apparent stasis in hunting effort and offtake over time. Foreign direct investment (FDI) flowing into Africa is highly diverse in terms of the origin of the investors, size of the firms, and the sectors of activity. The motivations and factors driving firms' decisions to invest in Africa are equally diverse. A direct survey of senior management in South African firms that are operating in sub-Saharan Africa reveals that the drivers of foreign investment as well as the risks and the strategies to overcome them differ markedly between sectors. A further finding is that there is a limited pool of FDI promotion policies and incentives that governments can institute that are effective in impacting South African corporations' investment decisions. As a consequence, broad-based FDI promotion policies aimed at attracting FDI across all investor groups are likely to have limited impact in attracting FDI from any particular investor group, or in attracting any FDI from multinational companies similar to the South African companies studied here. Such broad based policies probably need to be complemented with policies targeting those specific firms or sectors which countries hope to attract.  相似文献

This article examines the potential contribution of household scale off-grid renewable energy generation to the post-carbon economy. The large-scale focus of the green jobs agenda in high-income countries obscures how small-scale technologies can be a transformative source of employment in developing economies. Debates about what constitutes a green job and their value leaves out the everyday practice of green livelihoods carried out by the urban poor across the African continent in unfavourable institutional contexts where nonrenewable fuel is subsidised and renewable energy inputs are heavily taxed. The article presents experiences from field work in several countries, including Egypt, Nigeria and Kenya to provide practical examples of communities pursuing strategies of income generation, community empowerment and environmental preservation. We argue that scholars and practitioners concerned with both social justice and environmental preservation should embrace a definition of green jobs that is bottom-up or people-centred. The grassroots experiences highlighted illustrate the important role of non-governmental organisations in supporting transformative, locally sustainable green employment and livelihoods by piloting demonstration projects, fostering innovation, conducting research, forming coalitions and engaging in advocacy when local institutions and market conditions make both consumers and providers risk averse to off-grid renewable energy adoption.  相似文献

Water is the major food component for the maintenance of animals. Although Africa is endowed with diverse agricultural environments, the survival of animals in Sahelian and sub-Sahelian Africa is threatened by the lack of water. Animals need water as an essential nutrient, a component of the body, and for conductive or evaporative cooling. Water needs are met mainly through drinking free water and to a lesser extent by utilising water that forms part of the feed. However during the long dry season, surface water resources dwindle and the water content of available forage decreases, thereby increasing the animals’ demand for water. Consequently animals have to walk for long distances to obtain adequate forage and water, which in turn raises the demand for these resources. Water can be used to direct and regulate rangeland management in this open access environment, to maintain range resources and to improve their quality. Water development, which takes into consideration usable forage, despite some intra- or inter-annual variability, plays an important role and its spatial distribution will affect the grazing intensity of forage resources. Sound water development and management strategies integrating local communities in the decision-making will set up a firm basis for sustained range management in the free and open access environment of sub-Saharan Africa where lack of financial input, social and cultural habits and above all the environmental condition do not permit large scale fencing as in other parts of the world.  相似文献

Sustainable development advocates for a balance between socio-economic development and the environment in the pursuit of human advancement. In Africa, high population growth and inadequate infrastructure in urban areas exert pressure on the environment and this threatens the health and wellbeing of urban residents. The population of the African continent until the 1960s was predominantly rural. This scenario has taken a swift turn and some of the major shifts in the global urbanisation process are taking place on the continent. Factors including natural increase in the population, rural–urban migration, strife and hunger leading to the internal displacement of populations have exacerbated the urbanisation process in Africa. The situation has been worsened by the imposition of Western development policies, including structural adjustment programmes on African nations, which has eroded the subsistence base of rural agricultural communities and further ignited rural urban migration. The failure of industry to absorb the increasing labour force has created massive unemployment and deepening poverty crisis in urban centres. Inadequate provision of infrastructure and services to meet the growth in urban populations has resulted in inefficient spatial development of urban centres, the proliferation of squatter settlements, inadequate basic amenities including potable water, sanitation and waste disposal. Poor environmental sanitation has resulted in the upsurge of infectious diseases and deteriorating urban health. Urban populations in Africa are also the worst affected by newly emerging diseases, particularly HIV/AIDS. The poor bear a disproportionately large share of the problems due to their particular vulnerability to environmental and health risks. Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献
