The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient.  相似文献

The landscape surrounding protected areas influences their ability to maintain ecosystem functions and achieve conservation goals. As anthropogenic intensification continues, it is important to monitor land-use and land-cover change in and around protected areas. We measure land-cover change surrounding protected areas in the Maputaland-Pondoland-Albany Biodiversity hotspot from the 1980s to present. Using Landsat imagery, we classified land cover within and around each protected area. Agricultural land uses were increasing and often directly border protected area boundaries. Human settlements increased around every protected area, potentially increasing human activity along the edges of protected areas and threatening their ecological integrity. Urban expansion around protected areas varied but increased as much as 10%. Woody vegetation cover varied both within and around protected areas with possible evidence of deforestation and shrub encroachment throughout the hotspot. We recommend monitoring land cover across southeastern Africa to better understand regional trends in land-use impacts to protected areas.  相似文献

Past disasters have been well studied, but the challenge of using the findings to improve the management of future events remains a daunting task. This paper argues that there are new and complex disasters of which the state itself has become the main source, as reflected in the Horn of Africa. This region is characterised by increasing vulnerability owing to the alarming decline of democracy and the rise of authoritarianism. These new disasters are less researched because of the hazard of conducting fieldwork in such environments. However, there is mounting evidence to highlight the possibility of performing research in these settings, but not by employing traditional methods; rather, these tools may need to be customised for use. One key policy implication here is that donors may need to invest more money in analysing these new disasters and they may need to consider building and strengthening genuine partnerships between Northern and Southern research institutions  相似文献

The role of non-timber forest products in sustaining rural economies of the southern African region has been underestimated because of inadequate policy recognition. As a result, factors affecting the sustainability of these important resources are being undermined. The aim of the paper is to examine trade in two selected NTFPs and implications for sustaining the resource base in Zimbabwe and South Africa. In eastern Zimbabwe, baobab (Adansonia digitata) bark is harvested for craft purposes, but in danger of destruction in the short term as a result of harvesting and trade arrangements. Unless appropriate harvesting and marketing mechanisms including harvesting cycles and adaptive management are adopted, the baobabs and livelihoods of humans will be threatened in the next decade. For wood products from communal woodlands in the South African study, uncontrolled trade poses danger to sustaining the natural woodlands. In both case studies, the role of non-resident NTFP dealers is a source of inevitable threat in promoting sustainable harvesting and trade. Market forces of demand and supply factors are identified as opportunities or threats and presented in a conceptualised framework. Additionally, the NTFP sector management will need to include opportunistic improvement of small-scale agropastoralism.  相似文献

A workshop held in Tanzania in early 2002 brought practitioners of Participatory Forest Management (PFM) from 25 African countries together with donors and other interested organizations. One objective was to search for ways forward to improve and streamline implementing PFM. It was agreed that forest legislation permitting PFM is currently widespread and that many countries are somewhere on the path of implementation. It was also agreed that more needs to be done to further the definition and sharing of benefits from PFM forests in order for the practice to be successful and sustainable. The alarming rate of deforestation in many countries has not been sufficiently monitored or addressed by PFM.

Lessons not yet learned from at least 30 years of experience include how to write satisfactory management plans and conduct inventories that would help define PFM benefits and monitoring aspects. This paper suggests ways to improve on these aspects of PFM planning. It also proposes a greater emphasis on inclusion of pitsawyer organization as a key component in sustaining forests for a longer time.  相似文献

Conflicts between protected-area managers and local people are common, but the drivers of conflict are rarely analyzed. This limits opportunities to identify strategies that reduce conflict and the magnitude of resulting threats to conservation. Integrated conservation and development (ICD) was adopted at Bwindi Impenetrable Forest, Uganda, to reduce conflict during gazettement of the national park, but the success of this approach remains contested. We retrieved documents of conflict written by park staff and local people from 1986 through 2000 (before, during, and after gazettement). We extracted data on 48 incidences of violent conflict and categorized them by gazettement period, area, instigator, and type to undertake a historical analysis of the triggers of violent conflict at Bwindi. Before and during gazettement, local villagers instigated most of the conflict incidents when law-enforcement efforts sought to halt commercial activities within Bwindi. No conflict arose from the arrest of villagers collecting subsistence resources during these periods. After gazettement, prohibitions on commercial activities continued to drive conflict even though villagers collecting subsistence resources were arrested more frequently than before gazettement, and local attitudes toward the park had improved following receipt of ICD benefits. Law-enforcement efforts targeted commercial activities to reduce this threat to Bwindi's mountain gorillas (Gorilla beringei beringei), although the activities remained important income sources for people in villages near Bwindi. Losing commercial income following gazettement therefore appeared to be their primary motivation for instigating conflict with park rangers. Prohibitions on subsistence resource use triggered conflict less often. Our use of typologies for a multivariate conflict analysis demonstrates that by identifying differences between effects of conservation as drivers of conflict, conflict analysis can enable a more strategic deployment of conflict-resolution measures that could further conservation efforts. At Bwindi targeting ICD toward individuals who lost benefits from commercial activities may strengthen the role of ICD in conflict resolution and conservation.  相似文献

Abstract:  Habitat degradation alters the dynamics and composition of anuran assemblages in tropical forests. The effects of forest fragmentation on the composition of anuran assemblages are so far poorly known. We studied the joint influence of forest fragmentation and degradation on leaf-litter frogs. We specifically asked whether the processes structuring leaf-litter anuran assemblages in fragmented forests are the same as those in continuous forests. We analyzed anuran assemblages with respect to habitat characteristics, including fragmentation and degradation parameters. In comparison with continuous forests, species richness and diversity were lower and assemblage composition was altered in forest fragments. These changes seemed to be mainly caused by habitat degradation rather than forest fragmentation. Availability of aquatic sites for breeding, vegetation structure (including those variables indicating degradation), and leaf-litter cover had the most influence on the presence of single species. The comparatively small impact of fragmentation on anurans might be due to the location of the study area; it still possessed large tracts of continuous forest. These forest blocks may stabilize the regional rainforest climate and thus weaken the effects of fragmentation .  相似文献

Mercury emissions from forest fires in countries bordering the Mediterranean Sea have been estimated on the basis of satellite observations for the year 2006. The assessment has been done by means of the Moderate Resolution Imaging Spectroradiometer (MODIS) products (MOD12Q1, MOD14A2, MOD15A2, MOD44B). Estimates show that wild fires have burnt 310,268 ha in the Region, affecting by 45% the Mixed Forest and by 37% the Evergreen Needleleaf Forest and the Evergreen Broadleaf Forest. The amount of biomass burned was about 66,000 Mg for the Evergreen Needleleaf Forest, 72,000 Mg for the Evergreen Broadleaf Forest and 196,000 Mg for the Mixed Forest. The total amount of mercury released to the atmosphere in the Mediterranean countries accounted for 4.3 Mg year−1 with Italy, France, Austria, Bulgaria, Algeria, Spain and Croatia being the most contributing countries with annual emission ranging from 330 to 970 kg year−1. The maximum release of Gaseous Elemental Mercury (GEM) and particulate mercury (Hg(p)) in the region occurred in July with 1,218 kg. The uncertainty of our estimates is comparable with that associated to current assessments of mercury emissions from major industrial sources.  相似文献

South Africa has developed niche competencies around the extraction and processing of mineral resources. Firms involved in the manufacture and supply of inputs to mining and mineral processing represent a key source of competitive advantage upon which future growth and development in the country can be planned. Drawing on a qualitative and quantitative study of 678 supplier firms conducted in 2004, this paper presents an assessment of the state of the South African minerals inputs cluster. The various demand and supply relationships, dynamics, and growth opportunities within the cluster are highlighted and the threats affecting the cluster's future competitiveness reviewed. The interventions needed to overcome and/or enhance them are also identified.  相似文献

Considering genetic relatedness among species has long been argued as an important step toward measuring biological diversity more accurately, rather than relying solely on species richness. Some researchers have correlated measures of phylogenetic diversity and species richness across a series of sites and suggest that values of phylogenetic diversity do not differ enough from those of species richness to justify their inclusion in conservation planning. We compared predictions of species richness and 10 measures of phylogenetic diversity by creating distribution models for 168 individual species of a species-rich plant family, the Cape Proteaceae. When we used average amounts of land set aside for conservation to compare areas selected on the basis of species richness with areas selected on the basis of phylogenetic diversity, correlations between species richness and different measures of phylogenetic diversity varied considerably. Correlations between species richness and measures that were based on the length of phylogenetic tree branches and tree shape were weaker than those that were based on tree shape alone. Elevation explained up to 31% of the segregation of species rich versus phylogenetically rich areas. Given these results, the increased availability of molecular data, and the known ecological effect of phylogenetically rich communities, consideration of phylogenetic diversity in conservation decision making may be feasible and informative.  相似文献
