ABSTRACT: Drought has been a hazard in parts of Africa throughout historic times, and in all likelihood prior to that time as well. In recent years the hazard of drought has been increasing in frequency and areal extent. A drought that occured from 1968 to 1974 in Sub-Saharan Africa directly affected millions of people, and directly or indirectly cost the lives of tens of thousands of people. The mechanism involved in the widespread problem is the manner of adjustment of the human population to climatic cycles of short duration, in the face of rapidly growing human and animal numbers. A rapid collapse of the grasslands and an expansion of the Sahara Desert southward into more humid areas has resulted from the increasing pressure on the land from largely subsistance farming and herding. Present social, economic, and political conditions indicate that the process is going to continue to accelerate, affecting ever-increasing numbers of people in the Sub-Saharan Africa region.  相似文献

The relationship between migration and deforestation in the developing world continues to receive significant attention. However beyond direct population increase, the precise mechanisms that operate within the intersection of migrant/host land rights remain largely unexamined. Where migrants are provided with land and rights by the State and/or local communities, how such rights are perceived by the migrants is of primary importance in their interaction with land resources, and in aggregate it impacts the development opportunities and environmental repercussions of migration. The authors analyze the operative aspects of land rights reception (as opposed to provision) by migrant populations, and the relationship between this reception and deforestation. The article examines a case in Zambia to analyze how tenurial constructs, emerging from the way rights are perceived by migrants, lead to the continued clearing of areas much larger than needed for cultivation, even when the arrangement appears counter‐productive in terms of land rights provision and labour allocation. While valuable policy efforts have focused on providing resource rights to migrants, how such rights are received and the relationship of this reception to resource management needs greater policy attention.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献

Multi‐stakeholder platforms (MSPs) have been widely promoted as a promising means of resolving conflicts over natural resources, first in developed countries and, more recently, as a global good practice. However, many MSPs have been implemented in an unfavourable context — primarily of social inequities — and have not met initial high expectations. The article analyzes the challenges MSPs face in an unfavourable context, and identifies five main issues:
  • ? Power relationships;
  • ? Platform composition;
  • ? Stakeholder representation and capacity to participate meaningfully in the debates;
  • ? Decision‐making power and mechanisms; and finally
  • ? Cost of setting up an MSP.
The analysis is mainly based on two case studies of MSPs set up under inauspicious conditions. The first focuses on water user associations in South Africa, the second on a negotiation platform set up to resolve conflicts over a water and sanitation project in Bolivia. It is argued that MSPs should be seen less as an ideal communication process, and more as a negotiation process — always imperfect — but where positive outcomes may nevertheless outweigh negative ones, if and when the above‐mentioned issues are adequately taken into account.  相似文献

This paper presents a qualitative assessment of the participatory water management strategies implemented at the community level in rural Mali through a water supply project — The West Africa Water Initiative (WAWI) — coordinated by World Vision International, a non‐governmental and humanitarian organization. Data for the study were generated through a combination of primary and secondary sources in three villages. Results of the study indicate that while community‐based rural water supply is a positive step in responding to the needs of rural Malians, the installation of boreholes with hand pumps informed merely by consultative participatory approaches and limited extension involvement will not necessarily proffer sustainable rural water supply in the region. A “platform” approach to rural water supply management that can mobilize the assets and insights of different social actors to influence decision making at all stages, including the design and choice‐of‐technology stages, in water supply interventions is instead advocated.  相似文献

Global environmental crisis narratives about biodiversity loss promote conservation research on how human activities impact natural resources and link scientific findings to protectionist policies. This paper critiques how local knowledge, over space and through time, is constructed for these studies and integrated with ecological measures and qualitative interpretations of biodiversity conditions. As a case example, we describe how ethnoecological research at Mt. Kasigau, a biodiversity hot spot in Southeastern Kenya, changes ‘scientific’ views on human–resource relations. Species richness in woody plants and local knowledge about trees show resource continua on the mountain that question the designation of diverse undisturbed forests and degraded human‐utilized lands. Local narratives document spatially dynamic and adaptive relationships between the Kasigau Taita and their plant resources as they moved up and down the mountain in response to environmental conditions and extra local forces. We argue that greater ‘local learning’ about local places is important to hypothesizing and potentially guiding ‘global action’ for biodiversity conservation.  相似文献

While basic guidelines on HIV prevention in emergencies have been available for several years, international agencies involved in the provision of health services have not placed sufficient priority on the prevention of the human immune deficiency virus (HIV) and other sexually transmitted infections (STIs) in complex emergencies. This paper reviews the factors that may increase the risk of HIV transmission in populations affected by complex emergencies and outlines recommendations for research and programmes. Research into the most appropriate methods of carrying out HIV surveillance and interventions in these settings is needed. In the post-emergency phase programmes need to be far more extensive than those offered under the Minimal Initial Services Package (MISP). While the potential for stigmatization represents an important constraint, there is a need to prioritize HIV/STI interventions in order to prevent HIV transmission in emergency-affected populations themselves, as well as to contribute to regional control of the epidemic.  相似文献

Understanding of how best to support those most vulnerable to climate stress is imperative given expected changes in climate variability. This paper investigates local adaptation strategies to climate variability, focusing on agricultural decision‐making in a communal irrigation scheme in Vhembe District, Limpopo Province, South Africa. Research done through interviews, surveys and participatory methods demonstrates that adaptation strategies within a community are socially differentiated and present differing objectives and priorities. These results highlight the need for intervention and policy that support a heterogeneous response to a wide range of stresses. Evidence for climate change is clear and the need for adaptation is urgent. However, adaptation measures have to be sensitively integrated with ongoing development pathways to ensure they are sustainable and relevant to local priorities.  相似文献

In some areas of Sub-Saharan Africa appropriate organic waste management technology could address development issues such as soil degradation, unemployment and energy scarcity, while at the same time reducing emissions of greenhouse gases. This paper investigates the role that carbon markets could have in facilitating the implementation of composting, anaerobic digestion and biochar production, in the city of Tamale, in the North of Ghana. Through a life cycle assessment of implementation scenarios for low-tech, small scale variants of the above mentioned three technologies, the potential contribution they could give to climate change mitigation was assessed. Furthermore an economic assessment was carried out to study their viability and the impact thereon of accessing carbon markets. It was found that substantial climate benefits can be achieved by avoiding landfilling of organic waste, producing electricity and substituting the use of chemical fertilizer. Biochar production could result in a net carbon sequestration. These technologies were however found not to be economically viable without external subsidies, and access to carbon markets at the considered carbon price of 7 EUR/ton of carbon would not change the situation significantly. Carbon markets could help the realization of the considered composting and anaerobic digestion systems only if the carbon price will rise above 75–84 EUR/t of carbon (respectively for anaerobic digestion and composting). Biochar production could achieve large climate benefits and, if approved as a land based climate mitigation mechanism in carbon markets, it would become economically viable at the lower carbon price of 30 EUR/t of carbon.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献
